Ken joined South Lakes High School students Frank Simo and Kevin Gray as the school participated in the 17th Annual "Kick Butts Day" on March 21.  Kick Butts Day is a national day of activism that empowers youth to speak up and take action against Big Tobacco at hundreds of events nationwide.

Reversing Bad Fortune

The Virginia General Assembly is not having a very good year.  After making the national evening news shows and late-night comedy programs for weeks about which ultrasound to require of women, the Assembly joined many other states in passing voter suppression bills that might affect the outcome of the presidential election.  The Governor signed the ultrasound bill but could help the state save face by vetoing the voting bills.  A veto of these bills might also distract attention from his transportation plan that has been reduced to selling naming rights to highways and bridges.  Certainly one's name would get lots of exposure to slow moving traffic in the worst congestion in the nation.  The Assembly at least in the short run averted tragedy by defeating amendments to the hundreds of years old common law "castle doctrine" that allows one to use the force necessary to protect oneself to a broadened law as exists in Florida that allows force to be used for anyone getting in your way and that led to the unfortunate Trayvon Martin incident.

 

As if all that was not bad enough, the State Integrity Investigation organization gave Virginia an F on its corruption risk report card, making it 47 worst among the states.  It did not say the state was corrupt; it pointed out the lack of laws to prevent or detect corruption.  "The Old Dominion is one of nine states with no statewide ethics commission, one of four states with no campaign finance limits and one of only two states (South Carolina is the other) where the part-time legislators handpick the judges before whom many of them practice law."

 

Virginia disclosure laws are strong.  Campaign contributions over $100 must be reported as well as campaign expenditures.  Reports for challengers and incumbents are available for public inspection at the Virginia Public Access Project at www.vpap.org.  All gifts, economic interests, and income must be reported annually by incumbent office holders.  They are publicly available at www.vpap.org.  None of these reports are regularly audited as they should be, but their accuracy could be publicly challenged.

 

Changes to bring about reforms in the state are given an unfriendly reception by legislators who run in districts made safe by the redistricting process.  As one who has introduced bills to provide for merit selection of judges, the independent redistricting commission, recorded votes in all committees, and expansion of reporting requirements, I have concluded that in order for the Commonwealth to reverse its fortunes it needs a state constitutional revision that would address these issues that legislators have refused to reform.  It also would provide for a two-term governor more interested in serving the state than running for the next national election.

2012 Virginia's Future Leaders Scholarship Program
The Virginia Cable Telecommunications Association and the Donald A. Perry Foundation announce the 2012 Virginia's Future Leaders Scholarship Program.  This year $100,000 will be awarded to outstanding Virginia students attending Virginia colleges across the Commonwealth.  This program is a one-time award and is open to Virginia residents attending an undergraduate 2 or 4 year program at a Virginia institution of higher learning for the 2012-2013 academic year.  Interested applicants should fill out an application and return by April 25,2012.  Please read all rules carefully and direct questions to Kimberly Voxland at 804.780.1776 or kvoxland@vcta.com.  For more information and the application, go to www.vcta.com.
 
Volunteers Needed for Individualized English Instruction
More than 75 new volunteer English for Speakers of Other Languages (ESOL) tutors are needed to help area immigrant adults learn to speak, read, and write English.  Currently on a waiting list to be matched with tutors, these adult students are eager to improve their English skills by working one-to-one with a trained tutor.  The mission of the Literacy Council of Northern Virginia is to teach adults the basic skills of reading, writing, speaking, and understanding English in order to empower them to participate more fully and confidently in their communities.  LCNV will hold tutor training workshops to prepare volunteer tutors.  Attend the next ESOL Tutor Training Workshop to be held three consecutive Saturdays (all three sessions are required) on April 21, April 28, and May 5, 9:30 a.m. to 3:00 p.m., at the James Lee Community Center, 2855 Annandale Road, Falls Church, VA  22042.  Fee is $40 for books and materials.  For more information, e-mail volunteers@lcnv.org or call 703.237.0866 x 111.

Virginia Advance Directives
Monday, April 16, is the sixth annual Health-Care Decisions Day in Virginia.  The day is designed to raise public awareness of the need to plan ahead for health-care decisions related to end-of-life care and medical decision making whenever patients are unable to speak for themselves, and to encourage the specific use of Advance Directives to communicate these important health-care decisions.  All adults in Virginia have a right to prepare a document called an "Advance Directive" to put their wishes regarding medical care in writing.  An Advance Directive lets other people know the types of medical care you do and do not want in the event you are unable to express your wishes on your own.  To download an Advance Directive form to print and fill out, go to www.virginiastatebar.com.  Search for "health-care decisions day" and scroll down to "free forms."  You should make copies and provide one to your doctor, take one when you go to the hospital, and give copies to your family and friends.  Some of the forms and information available on the website are:  Virginia Advance Directive, Virginia Advance Directive (Large Print), Virginia Advance Directive Statutory Form, Advance Directives Checklist, and Your Right to Decide.

Attend a lecture, "Science or Soundbite?  Shale Gas, Hydraulic Fracturing, and Induced Earthquake," on Wednesday, April 4, 7:00 p.m., at the U.S. Geological Survey, 12201 Sunrise Valley Drive, Reston.  Hydraulic fracturing is the process of injecting wells with water, sand, and chemicals at very high pressure.  This process creates fractures in deeply buried rocks to allow for the extraction of oil and natural gas as well as geothermal energy.  Why is this process in such wide use today?  How does hydraulic fracturing affect water resources?  And does hydraulic fracturing cause earthquakes?  Join presenters Doug Duncan, Jim Campbell, and Bill Leith to learn the answers to these question and to learn about USGS research into the opportunities and impact associated with hydraulic fracturing.  Visit www.usps.gov/public_lecture_series/docPLS_Flyer_April_2012.pdf.

Join your Hunter Mill and Vienna neighbors, honored guests, and dignitaries for the unveiling of a State Historic Marker on Saturday, April 7, 11:00 to 11:30 a.m. at the intersection of Lawyers Road and Kedge Drive (parking on Kedge Drive only) to commemorate those who fought at this site on November 26, 1861.  Significantly, this action was J.E.B. Stuart's first engagement against the Union cavalry in the American Civil War.  The action in this skirmish was covered in Harpers Weekly in the December 21, 1861 paper as a "Skirmish Near Hunter's Mill."  This event is being organized and hosted by the Hunter Mill Defense League.  No rsvp is necessary - please join this unveiling.

Don't miss the 2012 Empty Bowls Fundraiser hosted by The Giving Circle of HOPE on Friday, April 13, 5:30 to 8:00 p.m. at Floris United Methodist Church, 13600 Frying Pan Road, Herndon.  All proceeds will go directly to Food for Others, the largest distributor of free food to needy people in Northern Virginia.  For a minimum donation of $20, guests will choose a handcrafted pottery bowl and receive a simple supper of soup, bread, beverage, and dessert.  The bowl is yours to keep to remind you that there are "empty bowls" in our community.  Only 500 tickets will be sold this year, and they are available by sending a check ($20/ticket) payable to Food for Others and sent by April 9 to Giving Circle of HOPE, P.O. Celebrate Reston's 9th annual Founder's Day presented by the Reston Historic Trust on Saturday, April 14, at Lake Anne Plaza.  The festivities will begin at noon with a special performance by World View, a multicultural group of musically talented students from Park View High School in Sterling.  The newly installed commemorative bricks will be dedicated on the Plaza, and then all attendees are invited to the Reston Museum for birthday cake to celebrate Reston's 48th and Reston founder Robert E.
