Election Day is November 8
Delegate Kenneth R. "Ken" Plum
This coming Tuesday, November 8, is Election Day. Although there is a choice among candidates for most offices on the ballot, the biggest obstacles to a successful electoral process for all candidates and for society are indifference, disengagement, and apathy. For some people the number of elections seems overwhelming: State Senate, House of Delegates, Chairman of Fairfax County Board of Supervisors, local Fairfax County Supervisor, School Board local member and three at-large members, Commonwealth Attorney, Sheriff, members of the Soil and Water Conservation District, and a school bond question. Voter guides printed in local newspapers and online can help. A Democratic voter guide can be found at www.fairfaxdemocrats.org. For a sample ballot, go to www.fairfaxcounty.gov/eb, click on Upcoming Elections at left, and scroll down to your magisterial district for a map of your precinct and the applicable sample ballot. Scrolling further down, this site also provides a view of the actual voting machine or optical scan document you will use.
Some people translate their frustrations with the antic going on in the U.S. Congress to state and local government. There is no comparison; there is a sharp contrast in performance and behavior. The Commonwealth of Virginia and the County of Fairfax pass their budgets each year without delays, filibusters, or continuing resolution. State and local budgets are balanced, and both Virginia and Fairfax County have triple-A bond ratings. Some may argue that state and local officials deserve a vote of confidence for the responsible way they get the business of government accomplished.
The challenges facing state and local governments in the next several years are enormous. Adequately funding our schools, ensuring there are enough seats in our colleges and universities for our children and grandchildren, and rebuilding and expanding the crumbling transportation system are a few of those challenges. People who want to have a voice and who can offer solutions must overcome apathy and indifference to be needed contributors.
As a reader of this column, I suspect you are also a consistent voter. Please say to your family members, neighbors, and colleagues that voting is an important right - exercise it. Persons needing to find their polling place should go to www.fairfaxcounty.gov/eb, click on Where Do I Find My Polling Place?, enter your address, and view the location where you vote. If you are going to be away on Election Day, you can still vote in person today, Thursday, and Friday, November 2-4, at the North County Governmental Center, 12000 Bowman Towne Drive, Reston, from 2:30 to 7:00 p.m., and this Saturday, November 5, from 9:00 a.m. to 5:00 p.m.

Absentee Voting Information
* In-Person absentee voting ends Saturday, November 5, 2011 at 5:00 p.m.
* All mailed absentee ballots must be received at the Office of Elections by 7:00 pm. on Election Day, November 8, 2011, in order to be counted.

Voter Information Cards Mailed to All Registered Fairfax County Voters
The Fairfax County Office of Elections mailed voter information cards to all registered voters. Voters are strongly encouraged to take a few minutes to thoroughly review their voter information card before the November 8 General Election. Due to the recent redistricting, there may be changes in your polling place and/or your state legislative districts and county supervisory district. Often, more polling places are needed and some voters need to be shifted in order to equalize the number of voters in each district. If you did not recieve your new voter information card, contact the Office fo Elections at 703.222.0776, TTY 711. You may not receive a voter information card if the address is incorrect or if you are not registered to vote. Your registration status and voter information is online at www.fairfaxcounty.gov/eb.
Fairfax County Seeking Bilingual Spanish Speakers to Serve as Election Officers in Reston
Bilingual Spanish speakers are needed to provide voter assistance at the polls on November 8 as part of a new requirement under the federal Voting Rights Act. Election officers are paid $100 for working Election Day, and the hours are 5:00 a.m. to approximately 9:00 p.m. Qualifications include being a registered voter in Virginia and attending a training session prior to Election Day. In addition, you must be able to work the entire day, and you cannot hold an elected office or be the employee of an elected official. Bilingual Spanish speakers are especially needed in Reston. Serving as an election officer is a rewarding way to participate in your community. Celebrating Special Children is a not-for-profit 503(c)(3) organization headquartered in Northrn Virginia and dedicated to providing information to ensure Virginians with disabilities realize their fullest potential. Take Back the Forest T-shirt Contest
The Fairfax County Park Authority is seeking young artists to submit t-shirt designs for the Invasive Management Area (IMA) program's Take Bake the Forest initiative, a partnership with REI, Inc. to restore native habitat on parkland next spring. Youth ages 12 to 18 may submit designs that illustrate the theme of taking back the forest now through 5:00 p.m. on January 6, 2012. State Bicycle Policy Plan Published
The Virginia Department of Transportation (VDOT) recently completed the 2011 State Bicycle Policy Plan identifying the agency's vision and goals for the future of bicycling in the Commonwealth. The plan ensures that bicyclists remain an integral component of Virginia's multimodal transportation system. This plan is the first in a three-part series that VDOT has undertaken to establish the vision for the Commonwealth's Bicycle and Pedestrian Program. Future steps include the creation of a pedestrian policy plan and an implementation document for both plans. The Bicycle Policy Plan was created with the assistance of a Policy Implementation Team and the Department's Bicycle Advisory Committee. SCC Adopts Rule Limiting Disconnection of Electric & Water Service to Residents with Medical Problems
The State Corporation Commission (SCC) has adopted a rule that establishes limits on the ability of electric and water service providers to disconnect service to residential customers who have a serious medical condition. The SCC was directed by the Virginia General Assembly to have such a regulation in place by October 31, 2011. Enacted by the legislature to promote public health and safety, the new rule expands existing law that currently prohibits termination of a customer's service without 10 days notice, by mail, to the customer. The SCC was directed to establish a rule consistent with the public interest. Under the new regulation, any customer who provides the certification of a licensed physician that the customer has a serious medical condition or the customer resides with a family member with a serious medical condition may seek an additional 30 days before service is disconnected. Eligible customers are encouraged to have a serious medical condition form on file with the utility. If not on file, the regulation includes a 10-day period for supplying such form to the utility in order to have service termination delayed for 30 days from the original termination notice. The Mount Vernon Unitarian Church (MVUC), which recently converted its heating and cooling system to geothermal and solar energy, is hosting a Toward Net-Zero Energy Fair on Saturday, November 5, 9:30 a.m. to 12:30 p.m. at 1909 Windmill Lane, Alexandria. The fair includes speakers on MVUC's experience and results, federal and state incentives for renewable heating and cooling systems, and how renewable systems affect property values. The free event is designed to provide homeowners and decision makers for places of worship or public buildings with information on renewable systems. Faith Communities in Action (FCIA) will host a Network Meeting on Wednesday, November 9, 2:00 to 4:00 p.m. at the Fairfax County Government Center, 12000 Government Center Parkway, in Conference Center Rooms 2 & 3. This meeting will focus on "Building Assets for Youth - Facts, Tools and Resources." The Fairfax County Prevention Coordination Office will present the just-released 2010 Fairfax County Youth Survey findings, identifying local youth risk factors and assets. The new online Youth Prevention Toolkit will be demonstrated. This WEB accessed toolkit provides information on local youth resources and services; community program models; and presentation materials for faith community leadershp and parent eduation initiatives. The Wounded Warrior Project works to honor and empower wounded service men and women who incurred service-connected injuries on or after September 11, 2001. The organization's purpose is to raise awareness and enlist the public's aid for the needs of injured service members and also to provide unique, direct programs and services to meet the needs. Celebrate public art in Reston - past, present, and future - and honor its supporters at a reception on Thursday, November 10, 6:00 to 8:00 p.m., in the elegant resident lounge of Midtown Reston Town Center. This special event is hosted by the Initiative for Public Art-Reston (IPAR), and reception highlights include an opportunity to meet Mary Ann Mears, the artist selected for IPAR's next public art project, a sculpture for Reston Town Center's Hyatt Park; a screening of the film about the public art work at the Glade Drive Underpass; projections of public art projects thorughout the United States; and catering by South Lakes High School culinary students. The reception also will launch a unique gift item, IPAR's first puzzle. The 500-piece puzzle features a detail of the mosaic public artwork, "Emerge," created by artist Valerie Theberge at the Glade Drive Underpass in conjunction with Hunters Woods Elementary School for the Arts and Sciences students.
