Our Fair Share
Delegate Kenneth R. "Ken" Plum
In the decade-long debate on funding transportation improvements, many simple solutions have been offered. Endless demands for auditing the Department of Transportation resulted in about a dozen audits, none of which alleged waste, fraud, or abuse. No new funds were identified. One audit suggested that reserves on projects could be reduced, freeing up money to be spent quicker. Hopefully the added risk will not leave the department unable to pay its bills. Another frequent suggestion has been the expanded use of public-private partnerships whose popularity seems to have diminished with the realization that the projects are not free but are funded with high tolls like the Greenway.
The simplest solution proposed by many especially in election years is revising the highway funding formula to bring more money to one's region. "Change the formula; get our fair share back to Northern Virginia," is the promise. Accomplish the task by putting together a coalition of "legislators from the parts of Virginia that have the greatest transportation needs and gather the votes to change the formula." The results of a recent study seem to throw cold water on this idea. While we contend that we do not get our fair share in Northern Virginia, the results of a study by the Senate Finance Committee staff found that Northern Virginia actually gets back more in transportation funding than it pays in transportation taxes. Certainly we do not get back as much as we want or need, but the study found that the Northern Virginia region with 27.9 percent of the state's population pays 27.7 percent of the state's transportation taxes but gets back 32.5 percent of the state's expenditures for transportation. In contrast, the Richmond region pays 15.9 percent of the state's transportation taxes and gets back 11.2 percent. Hampton Roads is about even with 20.2 percent of the taxes and 20.1 percent of the expenditures. The small district of Bristol is the only other region of the nine regions in the state to get back more than it put in. Now who is going to join the coalition to send even more money to Northern Virginia? Seems that another simple solution has bitten the dust.
I voted with others for Governor McDonnell's borrowing scheme to put more money into transportation. For support for his proposal from business organizations and legislators, Governor McDonnell pledged to propose a sustainable and dedicated source of revenue for transportation. I look forward to his proposal as being a serious one and not another ABC sales idea. I will support it if it produces real revenue and if, of course, we in Northern Virginia get our fair share.

Meals on Wheels Needs Drivers
Fairfax County's Meals on Wheels program needs drivers in Reston/Herndon and for the Korean and Vietnamese routes. Meals are delivered Monday through Friday between 11:00 a.m. and 1:00 p.m. Volunteers may choose to drive weekly, biweekly, monthly, or be a substitute. Senior Olympics Coming Soon
The Northern Virginia Senior Olympics will take place September 17-28 with many events such as tennis, table tennis, chess, eight ball pool, racquetball, bowling, team line dancing, and more being hosted at Fairfax County venues. Over 25 events will be held at locations throughout Northern Virginia. Fairfax County residents 50 years of age and older are eligible to participate. The deadline to register for events with no onsite registration is September 1; over a dozen events do have onsite registration. Registration fee is $10 plus $1 per event. Registration forms are avialable at senior centers, senior residences, community centers, and online at www.nvso.us. All events are open to the public at no charge. Join The Girl Scout Council of the Nation's Capital, Dominion Virginia Power, Northern Virginia Regional Park Authority, and Greater Washington Sports Alliance at the Dominion Trail Mix on Saturday, September 3, 7:30 a.m. to 5:00 p.m. This event will highlight our tremendous, unique natural resource in Northern Virginia -- The Washington and Old Dominion (W&OD) Trail. A "Hail the Trail" cleanup will take place from 7:30 to 10:30 a.m. at 6-8 locations throughout the trail. The "Great Skedaddle" from 10:30 a.m. to 12:00 Noon will begin at the W&OD Trail Crossing of Route 28/Sully Road in Sterling and will combine biking, walking, and running along the Trail as well as educational and historical elements relating to the Battle of Bull Run and the history of the trail. Over 500 runners, walkers, and bikers of all ages are expected to participate in the Skedaddle. "Trailfest," from Noon to 5:00 p.m. at Farmwell Middle School in Ashburn, will be the culmination celebration of the day. Don't miss this historic day on the W&OD Trail!

Historical researcher Audrey Haugan will present an overview of this historic locaiton developed by Dr. Max Wiehle on the land that is now Reston, long before Bob Simon's concept. On Sunday, September 11, the Fairfax Museum and Visitor Center's "Second Sunday" Program will mark the 10th Anniversary of the September 11, 2001 terrorist attacks on our country by showing an award-winning documentary film, Breaking News Breaking Down. Produced and directed by lcoal broadcast journalist Mike Walter, who witnessed the attack on the Pentagon, the film examines the reactions and reflections of journalists, who cover major breaking news stories. Fairfax County will host a 9/11 Tenth Anniversary Remembrance Ceremony on Sunday, September 11, 2:00 to 3:00 p.m. at the Government Center, 12000 Government Center Parkway, Fairfax. Fairfax County Board of Supervisors Chairman Sharon Bulova, Fire Chief Ronald L. Mastin, and Police Chief Col. David M. Rohrer are scheduled to deliver remarks reflecting upon the events of September 11, 2001. The Public Safety Honor Guard and Fairfax County Boy Scouts and Girl Scouts will also participate in the ceremony. The public is invited to attend and is asked to please arrive by 1:45 p.m. The ceremony will take place in the Government Center Forum, followed by a procession outdoors to the 9/11 Memorial Grove. The Fairfax County Memorial Grove was the first U.S. memorial commemorating the attacks on September 11, 2001, to be buiolt on public space involving federl and local government collaboration with the community in an area where residents were personally affected by the tragedy through loss of life or participation in rescue efforts. It was designated by National Park Services landscape architect and Fairfax County Tree Commissioner Michael McMahon.
There will be a "Community 9/11 Memorial Services of Peace, Remembrance, Reconciliation: an interfaith service of music and prayer" on Sunday, September 11, 5:00 p.m. at St. Anne's Episcopal Church, 1700 Wainwright Drive, in Reston. Join together to honor the lives lost and affected on that infamous day and strengthen our commitment to peace, unity and reconciliation. The memorial celebration will include the music of Mosaic Harmony and other communities of faith including All Dulles Area Muslim Society (ADAMS), Northern Virginia Hebrew Congregation, Washington Plaza Baptist, and United Christian Parish. Brain Injury Services' 8th Annual Kit Callahan's Miracle Mile 10K Run/Walk and Brain Injury Awareness Fair will be held on Sunday, September 18, at George Mason University in Fairfax. Visit pre-Reston history with an extensive presentation on the Bowman family and the era of 1927 to 1961. These were the days of Sunset Hills Farm on the nearly 7,000 acres that are now Reston.
