Decision Time

The Wiehle Avenue Station on the Silver Line is taking shape.  The major support structures for the station are already in place.  Across the Access and Toll Roads to the north the transit oriented development Reston Station is underway with an excavation about the volume of FedEx Field to house a parking facility for more than 2300 cars and bicycles and with a bus port and new streets to support the station.  Topping off this joint venture between Comstock Corporation and Fairfax County will be residential, office, and hotel facilities.

 

West of Wiehle Avenue is the beginning of Phase 2 of the Silver Line.  No progress is being made on it because of an inability on the part of the Metropolitan Washington Airports Authority (MWAA) Board to control costs to the satisfaction of its funding partners, every elected official I know, and the federal government.  For a couple of members of the MWAA Board to simply dig in their heels on a design that is not financeable and that has raised serious questions about the Board's ability to make important decisions has left me and virtually all the persons I have worked with over the years on this project shaking our heads in disbelief.  A list of reductions in cost of over a half-million dollars is readily available, but it has taken the intervention of the U.S. Secretary of Transportation to get MWAA to look at the options.

 

Central to the discussions of reducing costs of Phase 2 is the location of the rail station at the Dulles Terminal.  Original plans showed a tunnel of a couple miles with a station essentially under the daily parking lot.  Preliminary engineering found that plan to be prohibitively expensive.  The MWAA Board considered several other options including an above-ground station next to the North Garage and a shortened tunnel.  The shortened tunnel option was chosen by the Board even though it was more than $300 million more expensive than the above-ground station.  Since all other costs associated with Phase 2 had risen over the original guesstimate it was clear that value engineering would need to be done on the project and savings would have to be identified.

 

Phase 1 went through a somewhat similar experience when planning for the project was put on hold for consideration of a tunnel under Tysons Corner.  That option proved too costly as well.  In a perfect world where costs are not a consideration an underground system would be nice, but in a suburban setting it is neither necessary nor cost-justified.  Public officials and members of the press have walked the alternative routes at Dulles and concluded that the above-ground station is safe, accessible, and practical.

 

Wonderful progress is being made on Phase 1 looking to an arrival date at Wiehle in December, 2013.  It's decision time to move Phase 2 forward to keep a 2016 expected completion date.

Reston Hospital Certified as Primary Stroke Center 

Reston Hospital Center has earned the Gold Seal of Approval for certification as a Primary Stroke Center.  Each year about 795,000 people experience a new or recurrent stroke, which is the nation's third leading cuse of death.  On average, someone suffers a stroke every 40 seconds and someone dies of a stroke every 3.1 minutes.  Stroke is a leading cause of serious, long-term disability in the United States, with about 4.7 million stroke survivors alive today.  Reston Hospital's certification was granted by The Joint Commission's Primary Stroke Center.  When it comes to stroke, "Time is Brain."  With Reston Hospital's certification, residents of Eastern Fairfax and Western Loudoun and Prince William Counties have much closer and faster access to treatment.  Faster care leads to less disability and a greater likelihood of full recovery. 

 

Helping the Uninsured/Underinsured Get Medicines They Need

Summer Energy Saving Tips 

You don't have to sacrifice the quality of your meals in order to save energy.  Consciously making a few small changes in your kitchen will reduce energy usage and costs.  Try these hints from "Cooperative Living" magazine:

* Flat-bottomed cookware is the most energy efficient because it has the most direct contact with the heat source.

* Copper-bottom cookware heats quickest.  Copper has twice the heat conductivity of aluminum and 10 times more than stainless steel.

* Water in a covered pot boils in about half the time it takes to boil when uncovered, saving time and energy.

* Use pots and pans on the appropriately sized stovetop burner.

* Smaller pots and burners take less time to heat and use less energy.

* Use a microwave oven rather than a conventional oven.  Microwaves require two-thirds less power than conventional ovens.

* Prepare meals that don't require heat, such as gazpacho, salads, and wraps.

*Grilling food outside keeps your kitchen cool.  If that's not an option, countertop grills use less energy and generate less heat than ovens.

* Pressure cookers use steam pressure to reduce cook time and energy use.

* Don't preheat the oven.  Preheating is often unnecessary unless baking.  Turn the oven on when the dish is added, and adjust the cooking time accordingly.  The less time the stove is on, the less time it has to heat your house.

* Don't open the oven door.  The internal temperature of the oven is reduced by as much as 25 degrees with each peek.  Instead, use the oven window to check food.

* Unplug appliances when not in use, or use a power strip to turn off all power to the appliance.

The Virginia Department of Social Services (VDSS) is initiating an ongoing, system-wide approach to strengthening Virginia's families.  This initiative focuses on reducing non-marital births, connecting and reconnecting fathers with their children, and encouraging the formation and maintenance of safe, stable, intact, two-parent families.  To learn more about the initiative, attend a Community Leaders Meeting on Thursday, July 28, 9:30 a.m. to 12:00 noon at the Virginia Department of Transportation's District Office, 4975 Alliance Drive, Fairfax 22030.  If you plan to participate, register at www.surveymonkey.com/s/SFI_Leaders at least one week prior to the meeting.
  
The Fairfax County 4-H Fair returns to Frying Pan Farm Park on Saturday and Sunday, August 6 and 7.  In addition to the 4-H Fair, enjoy an old-fashioned carnival featuring amusements, rides, and food vendors starting on Thursday, August 4, and running through the weekend.  Families can save 40% on carnival rides during a wristband special between 10:00 a.m and 3:00 p.m. on Thursday and Friday.  Wristbands must be purchased before July 29.  Wristbands purchased at the park on Thursday and Friday are $20.  A free children's performance is scheduled each day at 10:00 a.m., and families may visit the farm animals, take a wagon ride around the park, or hike the natural trail.  Admission and parking are free on Thursday and Friday.  Frying Pan Farm Park is located at 2709 West Ox Road, Herndon.  For information about the park, call 703.437.9101.

The 25th Annual Reston Century Bike Tour will be held on Sunday, August 21, with a 6:00 a.m. registration at Reston Town Center Pavilion.  Riders select 30, 63, or 100 mile routes.  Post-ride party with food and music for participating cyclists.  Friends and family join the festivities for a fee.  Rain or shine.  Visit www.restonbikeclub.org for more information.
  
Save the Date!  The Annual Plum Family Picnic, hosted by Delegate Ken and Jane Plum along with their children and grandchildren, will be held on Saturday, September 10, at the North Hills Picnic Pavilion on North Village Road (at Hollow Timber).  There will be good food, music, supervised arts and crafts for kids, and a time to visit with your friends and neighbors.  This event is free.
