Final Phase for the Silver Line

The Washington Metropolitan Area Metrorail system is showing signs of its 35 years of aging and its lack of maintenance funding, but there are few other places in the world one can go to have a smoother mass transit ride and to see grander stations. Within a couple of years the system will extend into the suburbs with the Silver Line expected to reach Wiehle Avenue in Reston by December, 2013. The building of the original 103-mile system was not without its challenges, and the Silver Line extension underwent several near-death experiences before construction got underway. Now construction of the second phase of the Silver Line from Wiehle Avenue to Dulles Airport and two stations beyond in Loudoun County is in serious jeopardy.
A major step forward in the planning and approvals of the Silver Line was the request on the part of the Metropolitan Washington Airports Authority (MWAA) and approval by the Commonwealth of Virginia that MWAA assume responsibility for the construction of the Silver Line. MWAA has an outstanding record with a strong professional staff in completing multi-billion dollar projects on time and on budget as evidenced by the building of the new terminal at Reagan National Airport and the expansion at Dulles International Airport. Although there was a short time when phase one was delayed to consider a tunnel option at Tysons Corner, work on the project was rescued when the tunnel option was considered cost-prohibitive.
Ironically, a tunnel option has the potential of delaying or stopping the construction of phase two. This time it is a vote by the MWAA Board favoring a tunnel option at the Airport that has the funding partners and business and community leaders strongly concerned. The original design had a tunnel at Dulles Airport, but preliminary engineering found the option added about $600 million to the cost. A consideration of alternatives found an aerial alignment that brought the line in by the North Parking Garage was feasible and recommended by the staff. The Board chose a shortened tunnel option that added a $300 million cost to the project, less than the original tunnel design but $300 million more than the aerial alignment.
Letters from Fairfax and Loudoun Counties and the Commonwealth of Virginia contained strong language asking the Board to reconsider its position. Newspaper editorials have been highly critical. Dulles Corridor Rail Association, which I chair, and local chambers of commerce have asked the MWAA Board reconsider its position.
The project is clearly in jeopardy, but the solution lies clearly with the MWAA Board. It needs to reverse its decision and go with the aerial alignment. This option will provide riders to Dulles with an unparalleled view of the Saarinen Terminal and a reasonable walk on a moving sidewalk to the Terminal. It reduces costs and tolls. The final phase of the Silver Line must move forward.

Cyclist Arrives First in Bike/Car/Bus Challenge

It turns out that the fastest way to get to the Reston Town Center from the neighborhood near South Lakes High School, about 3 miles away, is to ride a bicycle. Bruce Wright, Ken's neighbor and a member of Fairfax Advocates for Better Bicycling (FABB), made the trip in just over 13 minutes. Another bicyclist who took the same route but rode at an easier pace, Kerie Hitt, also of FABB, arrived next. Delegate Ken Plum's trip in his hybrid car took 19 minutes. Taking the long route with a ride through Hunter's Woods Vilage Center on her way to the Town Center on the RIBS 2 bus was Kathleen Driscoll McKee, RA President, whose trip took 50 minutes.
"This was a good simulation that demonstrates real alternatives to the automobile for short trips in Reston and the rest of our community," noted Delegate Plum. He also said that short car trips are the least efficient, even for his hybrid, which only averaged 30 mpg on the 3 mile trip.
According to Wright, "Riding a bike for transportation is a viable option for many people. What we showed today is that bicycling and driving travel times are very comparable for short trips, and bicycling costs much less and is better for the environment. I didn't use any foreign oil on the trip."
While Reston Association President Kathleen Driscoll McKee had the longest trip, she noted that the RIBS 2 bus was nearly full during the trip. The fare for the trip was $1.50. As a bus rider she could read, check her email, or otherwise make productive use of her time.
When Metroraiol arrives in Reston the local bus routes will be modified to provide more frequent service for accessing the Wiehle and Reston Parkway stations, making them an even more attractive alternative to driving and paying to park.

Fairfax County Operation WOW! (Wellness Opportunities for Warriors) is recruiting veterans who are interested in mentoring injured military service members who have returned from Iraq and Afghanistan. Volunteers will pull garlic mustard (Alliaria petiolata) in the woods near Snakeden Branch, which is the site of a recent stream restoration project. Water, gloves, snacks, pre-poison ivy wipes, and tools will be provided. Please wear long sleeve shirts and long pants. Park at Glade Pool or along Glade Drive.
