Back from Richmond

Anyone who has ever been several time zones away for a period of time knows the feeling of exhaustion that can come with returning home.  The tired feeling that can last for a couple of days is known as "jet lag."  Even though I had only been in Richmond since early January, I have the same kind of feeling.  The drive to Richmond on late Sunday nights and the return home on Friday evenings takes only two hours each way.  The 10 to 12 hour workdays of intense debate of issues that sometimesseem to be from worlds away can be rather trying.

 

This session saw a slew of bills taking on federal issues from immigration to air and water quality.  Not unlike the nullification debates of the past, these debates attempt to assert state authority over that of the federal government.  At the end of the session there is relief that the debates in the House to point out the ridiculousness of the arguments helped the Senate to defeat most of them.

 

The debate really does matter even when you are in a minority without the votes to get anything passed on your own.  I led a series of debates on the House floor pointing out the serious loss of funding to public education in the House version of the budget.  Localities would have lost an additional nearly $100 million for their schools by the House budget on top of the nearly one billion that had been cut over the past several years.  State funding of schools that is supposed to average 55 percent of cost has slipped to less than 44 percent.  Ultimately the arguments I made that were supported by the Senate prevailed, and the funding for schools was increased beyond the level of the Governor's budget.  For Fairfax County alone, that meant going from losing five million dollars in the House budget to gaining four million dollars over the Governor's budget in the final conference committee report.  In fact, theconference committee was able to make such strong improvements in the budget that their report was adopted unanimously by both houses of the legislature.  To see parts of the debate, go to YouTube and search "Delegate Ken Plum on 1/24."

 

Over the next couple of weeks I will discuss other issues and how they were dealt with this legislative session.  It is great to be back home amidst the people of the 36th district for whom I have the greatest admiration.  By the time you read this column I will have already bounced back to take on the issues of the redistricting session.  Thank you for permitting me to represent you.  I am honored to do so.

Reston Association is now hiring people to fill summer jobs.  RA's aquatics department needs lifeguards, water safety instructors, lifeguard instructors, and water aerobics instructors are needed.  RA Camps is looking for fun, energetic people to work at camps for the 2011 season.  Senior counselors must be at least 18 years old with two summers of camp counselor experience or the equivalent.  Counselors must be at least 16 years old.  Visit RA's online careers page at http://careers.reston.org.

The Virginia Department of the Treasury's Unclaimed Property Division may be holding uncashed paychecks, lost stocks, bonds, dividends, utility deposits, insurance claims, and more that are YOURS.  Stop by to meet with representatives from the Virginia Department of Treasury to see if any money is owed to you on Thursday, March 10, 10:00 a.m. to 3:00 p.m. at the Fairfax County Government Center, North Atrium, 12000 Government Center Parkway.

 Attend the Green Breakfast on Saturday, March 12, 8:20 to 10:00 a.m. at Brion's Grille, 10621 Braddock Road, Fairfax (located in the University Shopping Mall at Braddock Road and Route 123).  The topic will be "Demystifying Recycling" by Pamela Gratton, Recycling Manager for Fairfax County.  The presentation will focus on the different types of materials that can be recycled and what really happens to them on their journey to becoming new products.  Cost is $10.00 for the buffet, which includes tax and tip.

For local teens, this year's quest for the perfect prom dress can begin and end at Diva Central, Reston Community Center's 9th Annual Diva Central Prom Dress Giveaway event.  This year's Diva Central will be held on Saturday, March 12, Noon to 6:00 p.m., at the Southgate Community Center (new location this year), 12125 Pinecrest Road, Reston.  Participants must be enrolled in a high school and eligible to attend their prom.  Limit one dress per person; admission is free.  Local area teens will have the opportunity to "shop" for their prom dresses and accessories from an array of sizes, styles, and colors.  There will also be raffle drawings for prizes from local business sponsors.  For further information or to volunteer, contact Eileen Boone, Reston Community Center General Programs Director, at eioleen.boone@fairfaxcounty.gov.
 
Virginia's Independent Bipartisan Advisory Commission on Redistricting will hold a public hearing in Northern Virginia on Tuesday, March 15, 7:00 p.m. at George Mason University.

Attend the "Senior Social" on Wednesday, March 16, 1:30 to 3:00 p.m. at the Reston Community Center at Hunters Woods, 2310 Colts Neck Road.  Plan your social calendar while you learn about upcming senior adult trips, classes, and events that are facilitated by Reston Community Center and Reston Association.  Enjoy a sampling of treats while meeting new people and cataching up with friends.  Door prizes will be awarded during the event.  Contact Ashleigh@reston.org or call 703.435.6530 for information.  This event is free for ages 55 years and older.
 
The fifth annual Reading:  A Family Affair will be held on Saturday, March 19, 10:00 a.m. to 3:00 p.m. at the James Lee Community Center, 2855 Annandale Road, Falls Church.  This free, family-friendly event offers live performances from some of the area's most sought-after children's entertainers.  The day will continue with interactive theatre, reading, origami, and dance.  Details and the schedule of performances can be found on the Literacy Council of Northern Virginia's website, www.lcnv.org/rafa.
  
The Fairfax Department of Transportation brings its "How to Ride the Bus" program to the Reston Museum on Saturday, March 19, at 1:30 p.m. at the Reston Museum.  Board a special training bus to learn first-hand how the system works.  Hear stories from riders and "busmeisters" of earlier commuter days and internal bus systems in Reston.  All are welcome to attend.

The March Senior Movie Day is on Wednesday, March 23, featuring the film "You Again" at the Reston Town Center Theater.  Doors open at 9:15 a.m.; show time is 10:00 a.m.  Refreshments are provided, and door prizes are distributed prior to the movie.  Movie titles for Senior Movie Day are posted at www.reston.org.
