Drama at the State Capitol

The General Assembly is nearing adjournment sine die as I write this week's column.  Major issues involving the budget and transportation funding remain unresolved by conference committees.  But this final week of the session has not been without drama.

 

An important bill to extend the timeframe during which a victim of sexual abuse can bring a suit against a perpetrator from the current two years to twenty years passed and has gone to the Governor who is expected to sign it.  The current law was never fair to sexual abuse victims who often suffer from repressed memory for many years.

 

My bill to limit phosphorus in lawn fertilizer was incorporated into another bill that passed as part of an effort to clean up the Chesapeake Bay.  Reston Association had endorsed my bill as an important step to improving water quality in our local lakes as well as the Chesapeake Bay.  Phosphorus will continue to be a component in starter fertilizer for new lawns, but it is not needed for established lawns.  It runs off into streams, lakes, and the Bay to cause excess nutritients and the decline of water quality.

 

The drama did not always produce positive results.  A bill that I vehemently opposed and voted against extended the offering of car title loans to persons who own cars titled in other states.  Currently, car title lending is legal in Virginia, but the car offered as collateral must be titled in Virginia.  Neighboring states including Maryland, West Virginia, and North Carolina have effectively eliminated the business by capping interest rates at 36 percent.  Rates in Virginia exceed two hundred percent.  There is a real fear that Virginia will become a destination for people who need some quick cash but who have little or no awareness of the excessive interest they will have to pay.

 

The Senate of Virginia in recent years has been the filter that stops anti-abortion, anti-immigrant, and other ultra-conservative bills from passing.  The Senate served that role again this year with one dramatic exception.  Through a successful use of the legislative rules, abortion foes were able to get a bill to require hospital-like standards for abortion clinics to the Senate floor for a vote where it passed with the Lieutenant Governor casting a vote to break a tie.  While described by its proponents as a bill for women's safety, there is concern that the effect of the bill will be to close 17 of the 21 abortion clinics in Virginia, returning us to a time of unsanitary and unsafe pregnancy terminations for women.  The clinics also offer a variety of other health services for families, particularly in areas that are medically underserved.  I voted against the bill.

 

The closing days will no doubt provide additional drama that I will describe to you in future columns and in community meetings.

Announcements

 

Virginia Performs website, www.VAPerforms.virginia.gov, is a portal to information about the quality of life in the Commonwealth.  Nearly 50 indicators provide information on the economy, education, health and family, public safety, natural resources, transportation, and government administration at the local, regional, and state levels with comparisons to other states.

 

The State Corporation Commission (SCC) has added another feature to its SCC eFile website.  Now customers can electronicfally file certain Uniform Commercial Code (UCC) forms and pay fees associated with these filings.  SCC eFile allows the electronic submission of UCC-1 and UCC-3 documents.  The UCC-1 form is a financing statement and serves as notice to the public of a lender's security interest in the borrower's assets identified in the statement.  UCC-3 is a financing statement amendment.  SCC eFile will also acept electronic payment of fees for filing these UCC documents.  Check out the system at https://scccefile.scc.virginia.gov.

Recipients of grants from the Giving Circle of HOPE will be honored Friday, March 4, at 7:30 p.m. at a reception at Midtown at Reston Town Center, 11990 Market Street, Reston, which the community is invited to attend.  Each of the 12 non-profit area groups that received $5,000 will have a representative and a display table.  This will be the seventh annual grantee celebration of the Giving Circle of HOPE, an organization founded in 2004 to promote volunteerism and effective philanthropy that has awarded over $350,000 through the grant program.  This year's recipients are Alternative House, Computer CORE, Empowered Women International, Friends of Guest House, Greenbrier Learning Center, Jeanie Schmidt Free Clinic, Just Neighbors, Kids Enjoy Exercise Now, Kids R First, Manassas Midwifery, NOVCO, and Stop Child Abuse Now.  For additional information, inquire at info@givingcircleofhope.org or 703.408.1354. 

 

Children 18-35 months will love the "Busy Beavers" program on Monday, March 7, 10:00 to 11:00 a.m. at the Walker Nature Education Center, 11450 Glade Drive.  Fee is $5/child RA members, $8/child non-members.  Children must be accompanied by an adult, and reservations are required by March 3 by calling 703.476.9689 or email naturecenter@reston.org.  Beavers are nature's builders, and they are active all year long.  Build a beaver dam and sing a beaver song.  Meet "Buster" the beaver and get your own set of beaver teeth.

  
The Virginia Department of the Treasury's Unclaimed Property Division may be holding uncashed paychecks, lost stocks, bonds, dividends, utility deposits, insurance claims, and more that are YOURS.  Stop by to meet with representatives from the Virginia Department of Treasury to see if any money is owed to you on Thursday, March 10, 10:00 a.m. to 3:00 p.m. at the Fairfax County Government Center, North Atrium, 12000 Government Center Parkway.
 
Attend the Green Breakfast on Saturday, March 12, 8:20 to 10:00 a.m. at Brion's Grille, 10621 Braddock Road, Fairfax (located in the University Shopping Mall at Braddock Road and Route 123).  The topic will be "Demystifying Recycling" by Pamela Gratton, Recycling Manager for Fairfax County.  The presentation will focus on the different types of materials that can be recycled and what really happens to them on their journey to becoming new products.  Cost is $10.00 for the buffet, which includes tax and tip.

For local teens, this year's quest for the perfect prom dress can begin and end at Diva Central, Reston Community Center's 9th Annual Diva Central Prom Dress Giveaway event.  This year's Diva Central will be held on Saturday, March 12, Noon to 6:00 p.m., at the Southgate Community Center (new location this year), 12125 Pinecrest Road, Reston.  Participants must be enrolled in a high school and eligible to attend their prom.  Limit one dress per person; admission is free.  Local area teens will have the opportunity to "shop" for their prom dresses and accessories from an array of sizes, styles, and colors.  There will also be raffle drawings for prizes from local business sponsors.  For further information or to volunteer, contact Eileen Boone, Reston Community Center General Programs Director, at eioleen.boone@fairfaxcounty.gov.
 
The fifth annual Reading:  A Family Affair will be held on Saturday, March 19, 10:00 a.m. to 3:00 p.m. at the James Lee Community Center, 2855 Annandale Road, Falls Church.  This free, family-friendly event offers live performances from some of the area's most sought-after children's entertainers.  The day will continue with interactive theatre, reading, origami, and dance.  Details and the schedule of performances can be found on the Literacy Council of Northern Virginia's website, www.lcnv.org/rafa.
  
The Fairfax Department of Transportation brings its "How to Ride the Bus" program to the Reston Museum on Saturday, March 19, at 1:30 p.m. at the Reston Museum.  Board a special training bus to learn first-hand how the system works.  Hear stories from riders and "busmeisters" of earlier commuter days and internal bus systems in Reston.  All are welcome to attend.

The Herndon Senior Center will host a free Senior Resource Fair from 9:30 a.m. to 2:00 pm. on Friday, March 25.  Presenters and exhibitors will provide information and education for adults preparing to retire; retirees; caregivers to senior adults; family members of senior adults; and professionals in the field of aging.  More information, call 703.464.6200.
