Legislative Agenda
Delegate Kenneth R. "Ken" Plum
I often describe the General Assembly session as being like a roller coaster ride. It starts off slowly but accelerates in speed as the bottom seems to drop out. There are many ups and downs along the way. The session is scheduled to adjourn February 26. In the meantime about 3,000 bills and resolutions will have been considered. Committee meetings start as early as 7:00 a.m. and often extend into the evening.
Among the bills for which I am chief patron is a bill that removes phosphorus from most fertilizers as part of the Chesapeake Bay clean-up. Excess phosphorus in the Bay and Reston lakes and streams degrades the quality of the water. Aside from helping start a new lawn, phosphorus is not needed for healthy grass. Starter fertilizers will continue to include phosphorus. The bill is supported by the Reston Association, Chesapeake Bay Foundation, and other environmental groups. A bill I introduced several years ago removed phosphorus from dishwashing detergent. Phosphorus was removed from laundry detergent more than two decades ago as part of early efforts to clean up the Bay.
A bill I introduced at the suggestion of the Northern Virginia Coalition on Aging provides a tax credit for building or retrofitting homes to be "livable homes" with access for persons with disabilities. As the population ages and more persons attempt to continue to live out their lives in their homes, there are various accessibility issues that need to be addressed. The tax credit is intended to encourage an increase in the number of livable homes. At the recommendaiton of the Reston Accessibility Committee (RAC) I am also working on legislaiton to improve access in public places for persons with disabilities. The RAC has realized amazing success at negotiating improvements in access in Reston area parking areas, and the legislation is designed to strengthen their efforts. Another of my bills would establish a registry of providers of respite care and caregivers who provide in-home care for aged or disabled family members. A bill similar to one I have introduced on numerous occasions to establish an independent redistricting commission is not likely to be heard since the Governor has appointed a "bipartisan" commission.
I am continuing my effort to include "sexual orientation" in Virginia's Human Rights Act to protect against discrimination. The bill continues to pick up more support each year. Another bill would enhance the efforts against bullying in the public schools. My perennial bill to extend access to HOV lanes to hybrid vehicles has been introduced.
My bill to raise the cigarette tax by fifty cents would have raised enough money to pay the $400 million annual cost to Medicaid for smoking related diseases. It has already been tabled.

Consider honoring those who died and those who survived the tragedy of April 16, 2007, at Virginia Tech by purchasing the "In Remembrance April 16" license plate. Help those survivors and family members who formed the VTV Family Outreach Foundation assist other victims of campus tragedy, secure and make safe our universities and colleges and create a legacy for those who died by purchasing the "In Remembrance April 16" license plate. A minimum of 350 prepaid applications are required for the General Assembly to approve the plate. Once the Foundation has received orders for 1,000 plates, it will receive $15 for every plate sold and renewed. DMV collects $25 for non-personalized plates and $35 for personalized plates. These funds will help the Foundation in its mission to promote and advocate for the public safety and security of our universities and colleges and to provide assistance and services to victims of campus crimes and their families. Beginning Monday, February 7, the Virginia Historical Society will be open seven days a week. The museum and shop operating hours will be Monday through Saturday from 10:00 a.m. to 5:00 p.m., and Sundays from 1:00 p.m. to 5:00 p.m. The library will be open Monday through Saturday from 10:00 a.m. to 5:00 p.m. Free admission will continue throughout the year. Reopening on Mondays will allow visitors the maximum amount of time possible to see An American Turning Point: The Civil War in Virginia, a 3,000 square foot exhibition featuring more than 200 objects and 17 state-of-the-art audiovisual programs. The Annual "Taste of Reston" needs volunteers! Taste of Reston, held this year on June 17 and 18 at the Reston Town Center, is Northern Virginia's largest outdoor food festival featuring two days of restaurants and community vendors, Guns 'n' Hoses Chili Cook-off, live entertainment on three stages, beer and wine gardens, fun and games at Kids Corner, and a 3 day carnival. the Greater Reston Chamber of Commerce is forming the Taste of Reston Planning Committee. The Fairfax County Human Rights Commission is accepting nominations for its 33rd Annual Human Rights Awards. The deadline for submitting nominations is February 28, 2011. Let's Help Kids! will celebrate its first annual "Dual" Gala (adults in one room, kids in another!) on Saturday, January 29, 2011, 6:00 to 10:00 p.m., at the Springfield Golf & Country Club. Black tie optional. The Kids Gala was conceived in the spirit of a child's vision of "kids helping kids." The room adjacent to the adult party will be chaperoned and will include kid-friendly food, games, and a movie. The Action Alliance (Northern Virginia Affordable Housing Alliance), in partnership with Housing Virginia, a statewide coalition promoting the benefits of affordable housing for communities across the Commonwealth, will sponsor a demonstration of the SOURCEBOOK, a new interactive online tool that measures housing affordability. This demonstration will take place on Friday, February 4, 12:30 p.m., at the Charles E. Beatley Central Library, 5005 Duke Street, Alexandria. All are welcome, especially those who work with data for research, advocacy, and policy considerations. Staff members from local government agencies may find this demonstration particularly useful.
