Saving the Bay

The beautiful vistas of the Chesapeake Bay belie the fact that the Bay is very sick.  Captain John Smith's exploration of the Bay in the early seventeenth century found oyster shells as big as a man's boot track and an estuary teeming with fish and seafood.  After centuries of sewage dumping, industrial and agricultural runoff, and neglect, the Bay is struggling to survive.  Every summer brings more reports of "dead zones" in the Bay where no life is present.
 
Former Delegate and Secretary of Natural Resources Tayloe Murphy wrote recently that the number of watermen who made their livelihood harvesting Chesapeake Bay seafood declined from 14,000 to 1,500 between 1993 and 2009 and that the loss of the Bay's native oyster population has cost the economies of Virginia and Maryland more than $4 billion.  But the news could have been worse.  Efforts over the past couple of decades to upgrade sewage treatment plants, introduce agricultural best management practices, and reduce runoff have slowed the decline.
 
The federal courts and the federal government with the pending Chesapeake Clean Water Act and an Executive Order from President Obama are leading a renewed effort to arrest the decline and to restore the Bay.  The U.S. Environmental Protection Agency has released draft requirements for pollution control on the six states and the District of Columbia that make up the Chesapeake Bay watershed.  Their proposed "pollution diet" of Total Maximum Daily Load (TMDL) of pollution limits is under discussion with the affected states and D.C.  These limits would have to be met by 2025 with 60 percent compliance by 2017.
 
Virginia's response to the EPA's draft requirements has been disappointing to date.  As the state with perhaps the most to gain from a healthy Bay, Virginia's draft Watershed Implementation Plan spends too much time debating the "science" of establishing TMDLs and too little acknowledgement of the clearly visible problem that needs to be solved.  There is too much discussion of schemes to trade pollution credits and too little effort at reducing pollution.  The Virginia Plan nods in the direction of protecting large developers and agricultural interests at the expense of greater advantages to society as a whole.  The Bay is sick; Virginia needs to get serious about saving the patient.

Absentee Voting for General Election 
 
Registered voters who will be away from Fairfax County on Election Day, or who are unable to go to the polls because of illness or disability, may vote by absentee ballot.  If you will be commuting and working for 11 or more hours on Election Day, between 6:00 a.m. and 7:00 p.m., you may qualify to vote by absentee ballot.Eligible voters may vote in person prior to Election Day or apply to have an absentee ballot mailed to them.

Absentee ballot applications are available at county government centers and libraries and can also be found online at www.fairfaxcounty.gov/eb.  You can also call 703.222.0776 to have an application mailed to you.  You must sign the application before you return it.  The Electoral Board begins mailing ballots 45 days before each General Election.  Ballots are mailed the next business day after the absentee ballot applications are received.  Please apply early enough to allow time to get your ballot and return it by Election Day.  Call 703.222.0776 if your ballot doesn't arrive within a reasonable time.

Talent Has No Boundaries

Telephone Assistance Helps Low-Income Virginians Stay Connected
Discounted telephone service programs are available through local telephone companies to low-income Virginians to enable them to stay connected to these resources.  The State Corporation Commission (SCC) encourages qualifying Virginia residents to "stay connected" by taking advantage of the Virginia Universal Service Plan program.  The plan makes wireline phone service more affordable to those who need it.  The Virginia Universal Service Plan has two components known as Lifeline and Link-Up.  The plan helps eligible consumers purchase more affordable telephone service.  Under the Lifeline plan, telephone customers who participate in certain medical or food public assistance programs are entitled to receive basic telephone service discounts which, in some cases, are valued at more than $14 per month.  The other program, Link-Up, provides a 50 percent reduction in the telephone service installation charge, up to a maximum of $30.  This program is available to qualifying households that do not currently have telephone service.  Additional universal service plan information is available on the SCC website at www.scc.virginia.gov/puc/univ.aspx.
