Enforcing Immigration Laws

With the wide publicity the Arizona law has received requiring police to question people if there is reason to suspect they are in the United States illegally, the Police Foundation distributed to state legislators the results of a study it had conducted on the issue.  As the President of the Foundation explained in his transmittal letter, there is "the possibility of similar legislation being introduced in Virginia."  It is more like "probability" than "possibility" that such legislation will be introduced in the General Assembly.  After all, it was Prince William County, Virginia, that gained such notoriety by passing a local ordinance similar to the law, and it was Herndon, Virginia, that closed its day labor site over concerns about illegal immigration.  Most recently Virginia Attorney General Ken Cuccinelli opined that police in Virginia can check the immigration status of anyone they stop.
 
The Foundation's report, "The Role of Local Police:  Striking a Balance Between Immigration Enforcement and Civil Liberties" is available at www.policefoundation.org/strikingabalance/.  Clearly there are differences of opinion on an issue this controversial among the diverse group of local law enforcement officials who studied it, but "a majority of police chiefs seem to regard the cost of participation in civil immigration enforcement efforts, where there is no criminal nexus, as outweighing the potential benefits."  They would oppose what the Attorney General is supporting in Virginia.  There was also agreement that local police officers should be prohibited from arresting and detaining persons to solely investigate immigration status in the absence of probable cause of an independent state criminal law violation.  Noteworthy was the finding that "local and state authorities should develop policies and procedures for monitoring racial profiling and abuse of authority."
 
Several studies of issues within the broad topic of immigration were conducted for the report.  One study related to the popular myths that have been perpetuated by some politicians and the media about immigrants and crime.  "Undocumented Immigration and Rates of Crime and Imprisonment:  Popular Myths and Empirical Realities" study found that perceptions that the foreign-born, especially "illegal aliens," are responsible for higher crime rates "are not supported empirically; in fact, they are refuted by the preponderance of scientific evidence."
 
The Police Foundation study concluded with advice to its members that should be heeded by all:  "place pressure on the federal government to comprehensively improve border security and reform the immigration system."  As President Obama said recently in a speech on the issue, "The American people demand and deserve a solution.  And they deserve common-sense, comprehensive immigration reform grounded in the principles of responsibility and accountability."
 
Cooperation that has been developed through community policing between immigrant communities and local police should continue without state or local interference.  That will make for safe communities and the protection of civil liberties.

Kids R First is an organization of community volunteers who believe that children are the most important investment of our future.  Providing kids from families in need with their supplies at the beginning of each new school year and mini-scholarships for college or career bound kids helps to lay a greater foundation for organizational skills, academic success with enhanced self esteem, and opportunities for success beyond high school.
 
Earlier this month Kids R First volunteers worked in teams at Langston Hughes Middle School Cafeteria, filling orders for 85 schools that received school supplies for 16,000 students.  Learn more about this outstanding organization and contribute to its efforts at www.kidsrfirst.org.

Shift energy-intensive household chores such as laundry and dishwashing to off-peak hours - nights, mornings, weekends - when there is less strain on the power grid, and operate these units with full loads to get the most for your energy dollar.
 
Clean the coils on your refrigerator, which are loated behind or underneath the appliance.  A refrigerator runs 24/7 and accounts for almost 10 percent of your home's total electricity bill, so proper maintenance is of the utmost importance.

Literacy Council of NoVA Sponsors Training for Volunteer Tutors
More than 75 new volunteer English for Speakers of Other Languages (ESOL) tutors are needed to help area immigrant adults learn to speak, read, and write English.  Currently on a waiting list to be matched with tutors, these adult students are eager to improve their English skills by working one-to-one with a trained volunteer.  Specifically targeting those adults at the lowest literacy levels, LCNV offers the only individualized adult literacy and English tutoring programs in Northern Virginia.  You can be a part of this dynamic and important program by attending the next Tutor Training workshops on three consecutive Saturdays (all three sessions are required) on August 14, 21, and 28 from 9:30 a.m. to 3:30 p.m. at the James Lee Community Center, 2855 Annandale Road, Falls Church.  Fee is $40 for books and materials.  For information, contact volunteers@lcnv.org or call 703.237.0866 x 111.

"Meet Me at the Movies - Senior Movie Day," presented by the Reston Association, is on Wednesday, August 25, 10:00 a.m. at the Multiplex Cinema, Reston Town Center.  Come see a feature film.  Doors open at 9:15.  Refreshments and door prizes provided prior to the movie.  This event is free to those 55 and older and takes place on the 4th Wednesday of each month.
 
"Virginia Speaks:  A Conversation about Jobs, Government Reform and Our Future" with Governor Bob McDonnell will be held on Wednesday, August 25, 7:00 to 8:30 p.m., at the Northern Virginia Technology Council Auditorium, 2214 Rock Hill Road, Suite 300, Herndon.  This Conversation will be one of several held around the Commonwealth during the month of August.
 
The Northern Virginia Training Center's (NVTC) Fifth Annual Race Into Autumn 5K and 1 Mile Fun Run will be held on Saturday, August 28, 8:00 a.m. at NVTC's facility at 9901 Braddock Road, Fairfax.  This Race will benefit NVTC, a state run residential facility for adults with intellectual disabilities.  All proceeds will go to the general recreation fund for the adults living at NVTC.  To register on-line, go to www.active.com/page/Event_Details.htm?event_id=1869142.

The Northern Virginia Senior Olympics will be held September 18-29, 2010.  Senior adults 50 years of age and over are eligible to enter the 2010 Northern Virginia Senior Olympics.  The $10 registration fee includes one event, with additional events costing $1.  There are additional charges for golf, bowling, and fencing.  Registration information is available at local senior centers, community centers, and senior residences or by calling 703.228.4721.  Forms can also be downloaded at www.nvso.us.
