Transportation Progress Reported

Governor Bob McDonnell ran for office as the only candidate with a "transportation plan," a multi-page, single-spaced document that was good for waving to political crowds but which critics who read its content said had little substance.  A report from the Governor's office last month on the progress of implementing his transportation plan raises anew the question of whether this plan will do anything to relieve traffic congestion.
 
The first mentioned accomplishment of the Governor's new plan was the reopening of nineteen rest stops, now called "safety rest areas," by April 15.  While this action draws a contrast with his predecessor, Governor Tim Kaine, who had closed some rest stops as part of a $4.2 billion budget reduction, the report of the reopening was accompanied by an announcement that "VDOT will soon announce a creative plan to implement innovative concepts that will reduce the costs of operating and maintaining all of Virginia's safety rest areas."  Apparently there is some recognition of the questionable use of highway funds for rest stops when there is so little money to go around, but why the closed stops were not opened under the "creative approach" is not mentioned.  The alternative is likely to be a "pay as you go" plan.
 
The Governor reported on a measure passed by the General Assembly "initiated at my request...to reduce congestion on rural sections of the Commonwealth's interstates" by increasing the speed limit to 70 miles per hour "where feasible."  VDOT is currently studying where the increases will occur.  It is unlikely that a study will conclude that raising the speed limit on a congested road as being feasible, and raising the speed limit to less than the prevailing speed of traffic on uncongested roads is not likely to make much difference.  The first area announced for the higher speed limit is I-295 south of Richmond, hardly an area known for heavy traffic.
 
A popular promise among politicians who suggest that traffic congestion can be relieved without spending any money is to propose an audit of VDOT.  The Governor reports that there are currently three audits underway of VDOT:  one by the Joint Legislative Audit and Review Commission; one by Cherry, Bakaert and Holland, LLP; and the final one by KPMG.  That will make seven audits in five years by my count with no recommendations forthcoming that will add a single mile of road, save any significant amount of money, or add a transportation alternative.
 
The Governor in one sentence in his press release acknowledged that his bill to devote eighty percent of all "offshore energy exploration royalties" to transportation passed the legislature, but there was no mention of when or if that will ever happen.  The only part of his report that produces any revenue is a request to the federal government to add tolls to I-95 at the North Carolina border.  Projected revenue from the tolls is estimated to be $50 million toward the one billion needed annually.
 
The Governor promises that "in the coming weeks the Secretary [of Transportation] will be meeting with agencies, legislators, business groups and other stakeholders to assemble a set of initiatives to dramatically improve transportation."  There was no mention of the other elements of his campaign plan including the sale of ABC stores.  Sounds like he is trying now to figure out what to do.
 
Impacting on transportation issues in the state is the Governor's announcement in a separate press release of his "business-friendly proclamation to attract large trucking firms to title and register fleets in Virginia."  Under this plan, trucks that operate in interstate commerce under federal requirements for annual safety inspection will not be inspected for safety in Virginia.  His press release states that "many large trucking firms meet safety requirements through a self-inspection program."  Will this help move traffic in Virginia or make our streets safer?
 
In his usual affable style, the Governor ends his report by expressing appreciation for the "hard work many of you have put into achieving these successes."  Hopefully the standard for success will be raised in the future, for I cannot see where anyone's commute is any easier as a result of this first round of "successes."

Herndon Friends Meeting Used Bike Collection
Recycle your old bikes at the 15th annual Herndon Friends Meeting Used Bike Collection on Sunday, July 25, Noon to 3:00 p.m., rain or shine, at the Herndon Friends Meetinghouse (the former Fortnightly Library Building), corner of Locust and Spring Streets, across the street from the firehouse.  Since 1996 Herndon Friends have collected over 2,100 bikes.  in December 2009 Bikes for the World shipped its 40,000th bike!  BFW's partners in Africa, Central & South America and the Caribbean extend a big "Thank you, Fairfax County!" for the success of this program.  Kids' bikes, parts, accessories, tools, sewing machines, wheelchairs, bike trailers accepted.  $10 donation requested to pay for shipping.  All material and monetary contributions are tax deductible.  For special drop-off arrangements contact Paul Murphy in Reston at 703.517.2784 (mobile) or www.bikesfortheworld.org.
 
Odwalla Plant-A-Tree Program 
Would you like to have a tree planted in a state park for free?
  Check out the Odwalla Plant-A-Tree program.  Go to www.odwalla.com/plantatree, enter your email address, and choose the state park in which you would like Odwalla to plant a tree.  One per person.  Odwalla will plant the tree in the chosen state.  This program runs until August 15 or until 175,000 trees are donated.  The cost of the trees is paid by Odwalla.  Should a state not accept the donated tree, the donation would benefit a non-profit organization, which would plant the tree.
 
Reston Environmental Action

This month's record setting temperatures caused two of the region's 15 active air quality monitors to register Code Red.  According to NVTA, the fact that our region's air quality has improved dramatically over the past two decades despite millions of new people, jobs, and automobiles, indicates that we are on the right track with improved technology as the key to improving air quality, but so is doing what we can as individuals to reduce ground level ozone.  Actions that individuals can take or avoid to improve air quality on extremely hot days include:
Do - Postpone unnecessary trips and combine others.  Carpool, telework, or take public transit.
Don't - Don't refuel your car during the day (evening is best).  Don't mow your lawn.  Don't use charcoal grills (gas or electric are ok).

Attend the Family Fun Series, "Beowulf T. Wonderbunny Travelling Show of Mystery," on Saturday, July 24, 11:00 to 11:45 a.m. at Reston Town Square Park.  This is a fun-filled show that combines magic, juggling, and balloonacy with loads of audience participation.  Fun for all ages, and it's free.  This show is presented by Reston Community Center and MSE Entertainment.

It's "Totally Trucks!"  Bring the kids out to see all the vehicles that Reston Association uses at RA's Central Services Facility, 12250 Sunset HIlls Road (next to the YMCA) on Friday, August 13, 9:30 to 10:30 a.m. and again from 11:00 a.m. to noon.  Each child will receive a truck coloring book and the first 250 kids in each session will receive a "Totally Trucks" construction helmet.  All ages are welcome, rain or shine, at this FREE event.  Call 703.435.6530 for more information.

The 2010 Environmental Education Conference and Partners meeting will be held at James Madison's Montpelier in Orange, Virginia on September 15-16.  The theme for the conference is "Looking Back to a Sustainable Future."  Titles of the conference's strands represent basic root elements needed for our survival.  They are:  Earth, Wind, Fire, Water, and Rock.  The spectacular and historic grounds at Montpelier are ideal for promoting environmental education.  Register at www.vanaturally.com/eeconference10.html.
 
The Northern Virginia Senior Olympics will be held September 18-29, 2010.  Senior adults 50 years of age and over are eligible to enter the 2010 Northern Virginia Senior Olympics.  The $10 registration fee includes one event, with additional events costing $1.  There are additional charges for golf, bowling, and fencing.  Registration information is available at local senior centers, community centers, and senior residences or by calling 703.228.4721.  Forms can also be downloaded at www.nvso.us.

NOVACO, a Northern Virginia organization specializing in housing for our neighbors in need, will hold its annual benefit on Saturday, October 16, at Westwood Country Club in Vienna.  This year's benefit, "The Victory over Violence 'A World of Difference Gala,' " will feature success stories as inspiration to us all.  Details about this event will be released closer to the event.  Delegate Ken Plum will again serve as an Honorary Chair of this event.
