Sidewalk Superintendent's Report

I have always liked big construction projects.  The sand bar in the creek across from our home was one of my favorite play spots when I was a youngster.  I would move the sand around to imitate the laying of asphalt on nearby roads, or I would dig a trench just like workers installing a natural gas transmission line were doing.  The Tonka toys Santa Claus brought my boys were my favorite.  Little wonder that I get excited about seeing the construction work on the Silver Line extension of Metrorail from west Falls Church through Tysons Corner and Reston to Dulles Airport and two stops beyond in LoudounCounty!
 
One has to be vigilant to keep up with the rapid pace of construction.  To the east the Orange Line of Metro has been interrupted a couple of times as the connections for the two lines are put into place.  The piers that will lift the new line from the center of I-66 up across the westbound lane to the median of the interconnector highway that runs between I-66 and the Dulles Toll Road are standing erect like a modern day Stonehenge.  Some of the spans between the piers are in place.
 
A most spectacular sight for construction project lovers comes when the line reaches Route 123 where it once again rises up from the median strip to cross Route 123 and the Beltway and to run parallel to Route 123.  Most of the piers are in place, and the movable gantry crane is in place assembling sections of bridge span that are being made in a specially constructed factory at DullesAirport.  The sections are held together with tension cables.  There is much to gawk at here, so be sure to be careful in your driving to not take your eyes off the road.  I wish there was a good place to pull off the road to properly supervise the work.  Do not confuse the work that is going on at this point with the work that is also going on at the same time to add the HOT lanes to the Beltway.
 
Inside the area that is enclosed with a high fence between the two shopping centers at Tysons Corner is where the tunneling is taking place under the crest of the hill.  Because the tunnel is through soil rather than rock, a special tunneling machine is being used to construct the incoming and outgoing tunnels.  Seldom mentioned during the debate about tunneling at Tysons Corner was the fact that a short tunnel was always planned at the highest point of the route.  The tunnels will end just west of Route 123 in the median of Route 7.  On that side of Route 123 the tunneling method will be "cut and cover," and you can see the beginnings of that work already in place.
 
The work in the median of the Dulles Access Road at Wiehle Avenue is the construction of the station there.  It is scheduled to open in 2013.  The Dulles Corridor Rail Association which I chair recently gave recognition to those persons and organizations who have worked to put the necessary financing and accessing documents in place to complete the line by 2016.  It seems like a long time to construct the line, but it is a complex project.  Commuters will have to wait for this great new transportation alternative for our community, but in the meantime it keeps us sidewalk superintendents employed.

Volunteers Needed for My Booth at Reston Festival on July 10 & 11! 
Each year Senator Janet Howell and I have a booth at the Reston Festival.  We are delighted to spend several hours during each of the two days meeting and talking with you and finding out what's on your mind.
 
We are seeking volunteers to help at our booth on July 10 from noon to 10 p.m. and on July 11 from noon to 6 p.m.  Duties would include saying hello to visitors, handing out maps and other free materials, and giving us short food and beverage breaks now and then throughout the day and evening.
 
If you can sit an hour or two at our booth on either day, please email me at kenplum@aol.com or call my office mornings at 703.758.9733.  Adults of all ages, young children accompanied by their parents, and older kids are all welcome.

Many appliances continue to use energy even when turned off because of features such as clocks or remote control sensors.  According to the U.S. Department of Energy, the electricity consumed by televisions that are turned off but still plugged in costs U.S. households $750 million a year.
 
You will save approximately $30 by replacing a single incandescent lightbulb with a compact fluorescent light over the life of the bulb, and CFLs last up to ten times longer than incandescents.

The White House will send greeting cards signed by the President to commemorate special events, accomplishments, or milestones free of charge to U.S. citizens.  Anniversary greetings are sent only to those couples who are celebrating their 50th and subsequent wedding anniversary.  Birthday greetings will be sent only to individuals 80 years of age and older.  Send a written request 6 weeks in advance of the event to:  The White House, Attn:  Greetings Office, Washington, DC  20502-0039.  Include the name and home address of the honoree; form of address (Mr., Ms., Mrs., Dr., Miss, etc.); age (birthdays); or number of years of marriage; your (the requestor's) name and daytime phone number; and any specific mailing instructions if other than to honoree's address.
 
The Virginia Housing Policy Work Group is seeking input in the form of suggestions for addressing identified critical housing issues.  Broad policy areas, initially identified by the Virginia Housing Commission in 2006, provided the initial structure for soliciting comments.  The Housing Policy Work Group identified several questions under each policy area that they would like you to address.  If you are a leader of a group or association, use the following link for organizational comments:

A task force established by the Greater Washington Board of Trade (BOT) and the Metropolitan Washington Council of Governments (COG) to examine Washington Metropolitan Area Transit authority governance has been organized.  As one of its first actions, the Task Force will hold a public forum on Thursday, July 1, 9:00 to 11:30 a.m., at COG, 777 North Capitol Street, NE, Suite 300, Washington, DC  20002. to invite a broad range of stakeholders and the public to comment on the Task Force's goals and assist in identifying critical governance issues and best practices for the Washington area.  To sign up to speak at the July 1 meeting, call

Each speaker will be allowed several minutes (depending on the number of speakers) to present his or her views.  Task Force members will have an opportunity to ask questions of the speakers and to engage in limited discussion.  Speakers are asked to bring written copies of their remarks (25 copies) for distribution at the meeting.
 
Attend the "Autism Champions" event with Good Morning America Anchor Sam Champion and meet Sam's Autism champion, his sister Teresa Champion, on Friday, July 2, 6:00 to 8:00 p.m. at the Country Club of Fairfax, 5110 Ox Road.  A donation to the Virginia Autism Project is requested.  Delegate Ken Plum will be one of the Hosts of this special event.

The Virginia Ability Alliance 2010 invites you to "Fest-ability," a festival to celebrate all abilities on Sunday, July 11, 1:00 to 4:00 p.m. at T. C. Williams High School, 3330 King Street, Alexandria, VA.  This year's Fest-ability celebration is in memory of Anne Lipnick, coordinator of the Alexandria City Public Schools Parent Resource Center.  For more than 10 years Ms. Lipnick provided training and support to parents and families of students with dissabilities.
 
The 16th Annual Rucker Memorial Golf Tournament, 40th Anniversary Dinner, and Auctions will be held on Monday, July 19, at the beautiful River Creek Country Club in Leesburg.  There are many opportunities for golfers and non-golfers alike to support the tournament as sponsors and guests.  New to the Tournament this year is a golf clinic and dinner option for novice golfers with River Creek's club pros.  Delegate Ken Plum will be master of ceremonies during the dinner and auction.  Contact Mandy Guernsey at 571.323.9565 for more information about participation and sponsorship.

The Northern Virginia Training Center's (NVTC) Fifth Annual Race Into Autumn 5K and 1 Mile Fun Run will be held on Saturday, August 28, 8:00 a.m. at NVTC's facility at 9901 Braddock Road, Fairfax.  This Race will benefit NVTC, a state run residential facility for adults with intellectual disabilities.  All proceeds will go to the general recreation fund for the adults living at NVTC.  To register on-line, go to www.active.com/page/Event_Details.htm?event_id=1869142.
 
The Northern Virginia Senior Olympics will be held September 18-29, 2010.  Senior adults 50 years of age and over are eligible to enter the 2010 Northern Virginia Senior Olympics.  The $10 registration fee includes one event, with additional events costing $1.  There are additional charges for golf, bowling, and fencing.  Registration information is available at local senior centers, community centers, and senior residences or by calling 703.228.4721.  Forms can also be downloaded at www.nvso.us.
 
On Saturday, September 25, George Mason University's College of Visual and Performing Arts will host its 5th Anniversary event celebrating the Arts at Mason to benefit student scholarships in Art, Dance, Music, Theater, Computer Game Design, Film and Video Studies, and Arts Management, as well as the Great Performances at Mason Season.  Enjoy sumptuous cuisine and beverages, participate in a silent auction of unique arts-related items and experiences, and witness the quality of the arts at Mason.  The evening culminates in the Concert Hall with a performance by Oscar and four-time Tony award winner, Joel Grey - Broadway, television, and film star hailed as "The quintessential song-and-dance man," by The Washington Post.

NOVACO, a Northern Virginia organization specializing in housing for our neighbors in need, will hold its annual benefit on Saturday, October 16, at Westwood Country Club in Vienna.  This year's benefit, "The Victory over Violence 'A World of Difference Gala,' " will feature success stories as inspiration to us all.  Details about this event will be released closer to the event.  Delegate Ken Plum will again serve as an Honorary Chair of this event.
