Virginia's Forgotten

We had a wind-up Victrola at home when I was growing up.  It was a handed-down piece of furniture rather than a serious music-making machine.  A few cranks on the handle on the side, lift the arm and put the needle in the beginning track on the 78 rpm vinyl record, and music would come out of the ornate wooden box with the fancy top.  Particularly funny to us as youngsters was the time when the needle would get to the scratch in the record, and it would keep repeating itself.  A little tap and the needle would get past the scratch for at least one more revolution.
 
Sometimes I am reminded of the stuck needle on the Victrola when I am writing my weekly column.  I return to some topics quite often with the state budget being one of them.  How we spend our money says a lot about our priorities and our values.  In recent columns I have warned of the questionable decision we made by balancing our budget with federal dollars we expected that the Congress would provide but had not done so.  It now seems fairly clear that the more than $450 million in Federal Medical Assistance Percentages (FMAP) we counted on will not be coming from the federal government.
 
Earlier this year 48 governors including Governor Bob McDonnell asked the Congress to appropriate nearly $25 billion to the states.  With the growing federal deficit, members of Congress, particularly those facing reelection campaigns, are showing no willingness to go forward with the approval of the FMAP monies.  There is no money in the package for Wall Street or Main Street; just money for the forgotten Virginians.  Governor McDonnell has withdrawn his support for the federal monies.
 
That leaves the Virginia budget out of balance by a number approaching nearly a half-billion dollars except that the programs to which these dollars would have flowed have reductions built in.    Providers of health care services primarily for the aged will receive three percent less in 2011 and four percent less in 2012.  This does not sound like a very big cut until you realize that current reimbursement covers just 90 percent of Medicaid patients in nursing homes and 70 percent in hospitals.  The result is that Medicaid providers often have to saddle other patients with the rest of the cost.  About 30,000 poor children and hundreds of pregnant women will be denied care as eligibility requirements are tightened.  About 16,000 aged, blind, and disabled persons will lose benefits as the eligibility requirements change.
 
A question remains as to whether the federal guidelines will permit cuts in services of this magnitude.  That issue must be resolved with federal authorities.  Whether the General Assembly will need to go into special session remains to be determined.  We need to be like that old Victrola and continue to repeat our support for Virginia's forgotten.

Volunteers Needed for My Booth at Reston Festival on July 10 & 11! 
Each year Senator Janet Howell and I have a booth at the Reston Festival.  We are delighted to spend several hours during each of the two days meeting and talking with you and finding out what's on your mind.
 
We are seeking volunteers to help at our booth on July 10 from noon to 10 p.m. and on July 11 from noon to 6 p.m.  Duties would include saying hello to visitors, handing out maps and other free materials, and giving us short food and beverage breaks now and then throughout the day and evening.
 
If you can sit an hour or two at our booth on either day, please email me at kenplum@aol.com or call my office mornings at 703.758.9733.  Adults of all ages, young children accompanied by their parents, and older kids are all welcome.

Climate Change Citizen Action
 
The Fairfax County Solid Waste Management Program will host two free recycling events for Fairfax County residents during the weekend of June 26 and 27:
* Saturday, June 26 - Document Shredding/Recycling:  This event will be held from 9 a.m. to 2 p.m. at Mark Twin Middle School, 4700 Franconia Road, Alexandria.  Residents may shred up to 5 medium-sized boxes of personal documents per household at no charge.  Please remove all paper from binders and binder clips.  Information stored on film or computer disks will not be accepted -- paper documents only.  All documents will be securely shredded on site by a private contractor and the shredded material will be taken to a local recycling facility for processing.
* Sunday, June 27 - Electric Sunday:  This event will be held from 10 a.m. to 3 p.m. at the i-66 Transfer Station, 4618 West Ox Road, Fairfax.  Residents may recycle old televisions, computers and peripheral electronics such as speakers, printers, scanners, etc.  Also, residents can recycle unbroken fluorescent tubes and light bulbs.

The Sustainable Reston Committee proudly announces the 2010 Reston Sustainability Awards Program.  This awards program has been created to honor those Reston citizens and organizations that have contributed significantly to making Reston a sustainable community.  The awards are intended to highlight global, national, and local sustainability issues and to stimulate a community-wide discussion of our mutual responsibilities to the future.  All nominations must be received no later than June 30, 2010.  Nominations may be mailed to:  Sustainability Awards, c/o Reston Citizens Association, P.O. Congressman Jim Moran's Federal Jobs Fair

State Delegates Patrick Hope, Adam Ebbin, and Charniele Herring will sponsor a Prison Reform Forum on Thursday, June 24, at the Walter Reed Community Center, 2909 16th Street South, Arlington.  Invited speakers include US Senator Jim Webb, a representative of Governor McDonnell's office, Bill Richardson of Virginia CURE, and Helen Trainor of Virginia Institutionalized Persons Project.  The Forum is open to the public.
 
Come learn about the stream restoration for the Forest Edge North stream reach and provide your thoughts on the design plans at a meeting on Saturday, June 26, 10 a.m. to 1 p.m. at Forest Edge Elementary School.  Everyone is invited, and lunch will be provided.  The stream section named Forest Edge North is the first priority stream reach for the Colvin Run Watershed.  Forest Edge North begins at Baron Cameron Avenue and runs between the Forest Edge Cluster and Hillcrest Cluster, past Forest Edge Elementary School and down to Lake Fairfax.  Design plans are available and will be discussed at this meeting.  For more information email Restoninfo@wetlandstudies.com.
 
Attend the 6th Annual Great American Backyard Campout on June 26 at Lake Fairfax County Park.  Whether you're an experienced camper or a first-timer, you'll enjoy spending the summer evening star-gazing, sharing campfire stories, roasting marshmallows, and creating new memories with your friends and family.  The event is hosted by the Reston-based National Wildlife Federation.  Register at www.greatamericanbackyardcampout.org.
 
On Sunday, June 27, beginner and expert bird watchers are all welcome to look at the birds that inhabit the beautiful Buttermilk Creek Trail area.  This free event will be held from 7:30-10:30 a.m., and participants are invited to meet at Uplands Pool, 11032 Ring Road, Reston.  The bird walk is jointly sponsored by Reston Association and its Environmental Advisory Committee, the Audubon Society of Northern Virginia, and The Bird Feeder store.
 
The Initiative for Public Art-Reston (IPAR) is pleased to announce that professional mosaic artist Valerie Theberge has been selected to realize IPAR's first public art project at the Glade Underpass.  Since May, Theberge, IPAR, and 35 students from Hunters Woods Elementary School for the Arts & Sciences have been collaborating on a permanent glass mosaic that, when completed, will be installed on the concrete exterior walls of teh Glade pedestrian tunnel in mid-July.  Find out all about Theberge, her previous works, and the Glade Underpass public art project at a special public presentation on Tuesday, June 29, 7:30 p.m. at Reston Community Center-Hunters Woods' CenterStage.  For additional information, visit www.publicartreston.org.

The Northern Virginia Training Center's (NVTC) Fifth Annual Race Into Autumn 5K and 1 Mile Fun Run will be held on Saturday, August 28, 8:00 a.m. at NVTC's facility at 9901 Braddock Road, Fairfax.  This Race will benefit NVTC, a state run residential facility for adults with intellectual disabilities.  All proceeds will go to the general recreation fund for the adults living at NVTC.  To register on-line, go to www.active.com/page/Event_Details.htm?event_id=1869142.
