A Gordian Knot

According to an ancient Greek legend, oracles told the people of Phrygia that the next person who came into town riding in an ox cart would be their king. When a poor peasant named Gordius arrived with his wife in an ox cart, the lucky man was named king. To show his gratitude, Gordius dedicated his ox cart to Zeus and tied the cart to a post in the acropolis with an intricate knot that became known as a Gordian Knot. Oracles declared that whoever could untie the knot would rule all of Asia. Many tried and failed.
 
I believe that tax policy is a Gordian Knot for Governor McDonnell and the Republicans in the General Assembly. With revenues at their slowest growth since the Great Depression, with an increasing number of children and adults to be educated in public schools and colleges, and with a crumbling transportation infrastructure, the state's political leadership has tied themselves in knots by refusing to address the revenue side of the budget. No reasonable person expects any proposals for a general tax increase during a recession to ever be proposed or considered. More than a fourth of the members of the House of Delegates have signed pledges of no tax increases. Governor McDonnell pledged that he would not sign any tax bills. But there are reasonable ways to enhance revenue.  
 
The knot tightened when the Republicans declared that any fee increases would also be considered a tax. Taken literally, that means that a person receiving a unique service from government would not need to pay a fee sufficient to cover the cost of that service. The practical result is that when a bill that passed the Senate to raise fees for permits for solid waste disposal to cover the cost of issuing the permits, a committee of the House of Delegates killed the bill because they called it a tax. As a result, Virginia taxpayers continue to subsidize the cost of out-of-state waste haulers by at least four million dollars a year. The Senate budget contained about a half-billion dollars in fee increases with two-thirds of those rejected by the House because they were considered taxes even though they were charged only to a person receiving a direct service of government.
 
The Gordian Knot of transportation for Governor McDonnell is that any reputable commission he appoints to make recommendations will dismiss his campaign promises of ABC store sales and offshore oil as being what The Washington Post called "pixie dust." Any such commission is going to point out the billions of dollars needed for any serious transportation plan. Certainly there will be a reluctance to call the solution a tax, but there will be a need for a serious revenue enhancement by whatever name. It remains to be seen if the Governor has the political courage to name a transportation commission to study the transportation problem.
 
In 333 B.C. Alexander the Great attempted to untie the Gordian Knot. He was unsuccessful as all others before him had been until he took out his sword and cut the knot. Alexander went on to conquer Asia. Governor McDonnell must be bold if he is to undo the Gordian Knot of being unable to address government revenues. Failure to act may well doom his governorship.

Climate Change Citizen Action
 
Virginia's Appliance Rebate Program will launch on April 28, providing rebates for the purchase of certain EnergyStar appliances.  These rebates will be offered for refrigerators, clothes washers, storage and tankless water heaters, gas furnaces, and heat pumps.  The rebates will be for a fixed dollar amount for each type of appliance compared with the percentage based EE Rebate Program.  More details are posted on the Virginia Department of Mines, Minerals and Energy's website, www.dmme.virginia.gov
 
Virginia Invasive Plant Removal Day will be held on Saturday, May 1, 9:00 a.m. to noon.  Volunteer with the Reston Association in the state-wide invasive exotic plant removal day.  By volunteering with RA on this special day, you will join hundreds of volunteers throughout the state helping to protect forest environments.  Meet at the Glade Pool parking lot (corner of Glade Drive and Soapstone Drive).  From there, continue to Old Trail Drive Natural Area, Snakeden Branch watershed.  The goal is to remove all visible garlic mustard plants.  Wear long pants and long sleeves to protect against poison ivy.  To volunteer contact Ha Brock, RA Volunteer Specialist, at habrock@reston.org or 703.435.7986.

Host a Member of the Wolf Trap Opera Company!
Needed:  volunteer and pet free housing situations within a radius of 6 miles from May 10 through August 17, 2010 (lengths of stay vary).  Hosts provide a private bedroom and bath with access to kitchen and laundry facilities.  Company members are responsible for their own food and transportation.  Housing hosts are an essential part of the Wolf Trap Opera Company "family."  Providing housing for a Company member is a great way to make a personal connection with a young artist and get a behind-the-scenes look at Wolf Trap Opera Company in performance.  Housing hosts will have the opportunity to attend dress rehearsals and other Company events.  Music and stage management staff members are young professionals.  They have typically worked in the field for 5-10 years.  Their non-summer employers include Washington National Opera, New York City Opera, Houston Grand Opera, Spoleto Festival, and Julliard.  Interns have been selected to participate in the Wolf Trap Foundation's highly selective internship program.  Most are college students, but some are graduate students.  Interested or have questions?  Consider this a contribution to Wolf Trap and contact Susan, Wolf Trap Opera Company, at 703.255.1935 weekdays or at susanw@wolftrap.org.

Attend a Universal Design Workshop on Wednesday, May 5, 9:00 a.m. to 1:30 p.m. at the Universalist Unitarian Church, 2709 Hunter Mill Road, Oakton.  Recent demographic studies in Fairfax County have referenced the trend that our population is "aging in place."  Universal Design is a concept that can assist with making aging in place easier through design modifications to make a home safer and more comfortable.  Call the Hunter Mill Supervisor's office at 703.478.0283 for additional information.
 
"Project Take Back:  where young people come together to create positive social change" is the theme of the fifth Northern Virginia Regional Youth Summit to be held Saturday, May 8, 2010, at Liberty Middle School, 6801 Union Mill Road, Clifton, from 9:30 a.m. to 4:00 p.m.  The free event, sponsored by the Fairfax County Department of Community and Recreation Services' Teen Services Division, will provide training to young people to create change focused on improving health and well-being while also gaining experience and skills to become leaders in their communities.  The event is open to Northern Virginia teens in grades 6 through 12.  Chris Bowers, an expert in developing youth leadership, will be the keynote speaker and will talk to teens about the power they have to take risks and to have confidence in themselves.  He uses humor to build camaraderie with students so he can encourage them to overcome their fear of failure and fear of what others may think of them.  The summit will have prizes, food, promotional items, and other activities that appeal to teens.  A media presentation from Motivational Media Productions entitled "One Day" will show teens how to make change in their lives one day at a time.  Register at www.fairfaxcounty.gov/rec or call 703.324.TEEN, TTY 711 to have a registration form sent to you.  Deadline for registration is April 15.
