No to the Budget

        Thanks to the Democratic State Senators including Senator Janet Howell for making an almost intolerable budget more acceptable.  The draconian reductions to the Fairfax County Schools' budget to deny the County funding it was due under an updated funding formula proposed by Governor Kaine and to cut the cost to compete monies the County receives because of the high cost of living in the region as proposed by the House Appropriations Committee were eliminated.  The County will realize a much smaller reduction in its state funding for schools and will not have as great a percentage a reduction as do smaller and poorer school divisions.  Also, the senators were able to mend some of the holes that were torn in the safety net of social services by the House budget by appropriating federal monies that are expected but not yet approved by the U.S. Congress.
 
        I voted no on the budget conference report as I had voted no on the House budget.  While the loss of essential services to those most in need continues to concern me, I am also worried about the long-term effects of the budget.  Virginia has been known as the best managed state in the Union, but this budget could shake that designation.  Nearly half of the couple of billion dollars shortfall in state revenue will be made up by delaying payments to the state retirement system.  While this is a common practice among the states as a way to balance a budget, it has created huge unfunded liabilities in some states that threaten the economic viability of those state governments.  As one of the wealthiest states in the nation, Virginia does not need out of a sense of expediency to go there.
 
        Virginia politicians have also tied themselves up in a knot over the subject of taxation.  Of course there was not going to be a general tax increase during the recession.  But the "t" word has become so politicized that it stands in the way of rational discussion.  Between the people who have signed no-tax pledges to those fearful of political fallout within their own party with a primary election challenge there is no serious review of the revenue side of the budget.  Virginia state and local revenue as a percentage of personal income is 46th lowest among the states.  The Commonwealth is the twelfth largest state with the seventh highest per capita personal income.  Its per capita state expenditures are the 35th lowest in the country.  There was no willingness to consider many of the fees proposed by the Senate that would have shifted from the state the cost of certain government services to those receiving direct economic benefit from them because of a fear that some consider a fee as being the same as a tax.  Nor was there a willingness to revisit the repeal of the inheritance tax that would have affected only a couple of dozen of Virginia's wealthiest families but cost the state hundreds of millions of dollars in revenue.
 
        There was no way that a budget during this recession was going to be a pretty one.  The one we passed is not.  My vote of no reflects my feeling that as a wealthy state we can and should do better.  Next week I will comment on the failure of the state budget to address any of our transportation needs.

Regular Maintenance Equals a Sound Investment
Fairfax County Department of Vehicle Services encourages residents to use the eight tips below to prepare vehicles for the warmer weather and help alleviate the wear and tear from the winter's harsh weather.  Regular maintenance of vehicles reduces harm to the environment, prolongs use, and helps to maintain value.
  • Check the air filter at least twice a year.  Dirty filters increase fuel consumption and can cause poor performance.
  • Inflate tires according to manufacturer recommendations.  Under-inflated tires are a safety hazard and can cut fuel economy.
  • Check all fluids, which may have become depleted during the cold weather.
  • Routine oil changes will keep the engine running smoothly, reduce harmful emissions, and prolong the life of the vehicle.
  • Spark plugs should be in good condition.  Some will last for 100,000 miles, but many need to be replaced more often.
  • Wash and clean the vehicle inside and out to clean off road salt and dirt, which can tarnish paint and diminish the vehicle's value.
  • Check wiper blades, which may have become damaged from ice and freezing temperatures.
  • Keep track of gas mileage.  If there is a decrease in fuel economy, the vehicle may not be operating at peak performance.

Vote - 2010 Reston Association Board Elections
Time is running out to vote in the Reston community elections.  Ballots were mailed on March 5 with a return deadline of 5:00 p.m., April 2.  Reston Association Members and renters are eligible to vote by mail or online at www.reston.org.
 
Help Filling Out Your Census Survey
Reston residents who need help filling out their 10-question census survey can get assistance from a representative of the U.S. Census Bureau weekdays between now and April 19, 2:00 to 5:00 p.m., at Reston Association, 1930 Isaac Newton Square, Reston.  The Census Bureau began mailing the survey to homes on March 15. 
 
Environmental Excellence Awards Nominations Due

Calling for Volunteers for Fourth Annual Reston Sprint Triathlon to Benefit Reston Interfaith - June 6, 2010
The Reston Sprint Triathlon which was inaugurated in 2007, by collaboration between CORE Foundaiton and Reston Association along with others, has already become a valued annual tradition that promotes health, fitness, and good will in our comunity.  It takes place in and around Lake Newport Pool in Reston, this year on June 6.  With a family-friendly atmosphere, fast course, and early morning start, the race is fun for participants, volunteers, and spectators alike.  In 2009, over 500 athletes participated in the event and netted over $20,000, all of which was donated to Reston Interfaith.  Local and regional sponsors were joined by over 2500 supporters, spectators, and volunteers who gathered around the course to cheer the athletes and raise funds for and awareness of Reston Interfaith's work in the community.  Visit www.restonsprinttri.org to learn more about the event, volunteer, or become a sponsor.

Hear about Reston's stream restoration project in the Colvin Run watershed on Saturday, March 27, 9:30 a.m. to noon, at the Lake Anne Elementary School Cafeteria, 11510 North Shore Drive.  Wetland Studies and Solutions, Inc. will present information about the history and purpose of the stream restoration project and the plans for this watershed.  Time will be provided for questions and answers.

The Reston Community Orchestra will present "Spring Inflorescence - Ebony Vibrations" at a concert on Sunday, March 28, at 4:00 p.m. at the Reston Community Center at Hunters Woods.  Music by Chopin, Rubenstein, Debussy, and Crusell will be featured.
 
The Virginia Board for People with Disabilities seeks public comment on disability services and will hold a Public Comment Forum on Monday, March 29, University of Virginia Northern Virginia Center, 7054 Haycock Road, Room 213, from 3:30 to 5:30 p.m.  Periodic assessment of Virginia's disability services system by the Virginia Board for People with Disabilities is required by state statute.  As the state's federally established Developmental Disabilities Planning Council, the Board is also required to include assessment information as a part of its federal five-year State Plan.  In late spring 2011, the Board will publish a new edition of its Assessment of the Disability Services System in Virginia.  In August 2011, it will submit its 2012-2016 State Plan to the Administration on Developmental Disabilities, its federal oversight and funding agency.  These two important documents will impact the Board's activities and inform individuals with disabilities, their families, advocates, service providers, policymakers, educators, the media, and all Virginians for years to come.  Constituents will have opportunities to provide input on both documents and are strongly encouraged to do so.  Public comment can also be submitted by postal or other delivery to Attention:  Triennial Assessment, Virginia Board for People with Disabilities, Washington Building, Capitol Square, 1100 Bank Street 7th Floor, Richmond, VA  23219; by email to VBPD@VBPD.virginia.gov; by fax to 804.786.1118; or by phone to 1-800-846-4464.  To be considered, comments ust be received no later than Friday, April 30, 2010.  Both the current 2007-2011 State Plan and the 2008 Assessment are available online at www.VABoard.org/reports.htm.
