Delegate Ken Plum and Senator Jill Vogel of Winchester held a press conference on Monday, January 25, to promote passage of their legislation to form a bipartisan redistricting commission that would draw legislative districts. Plum and Vogel were joined by other members of the General Assembly and citizens representing a large number of business and community interests across Virginia that support the legislation.

Commentary
Enter Governor McDonnell Kenneth R. "Ken" Plum For the first hundred years of its existence as part of the new nation, Virginia elected its governor by a vote of the General Assembly for a one-year term. While now elected by the people for a single consecutive four-year term, the governor is inaugurated in a Joint Assembly of the House of Delegates and the State Senate. A couple of Saturdays ago I along with other senior members of the legislature donned formal English morning suits with tails and escorted Robert Francis McDonnell to the portico of the Capitol for his swearing in as Virginia's 71st governor. In his speech that followed, Governor McDonnell pledged that his administration was dedicated to building "A Commonwealth of Opportunity." He expressed that "All Virginians must have the same fundamental opportunities to work hard, live free and succeed" with the caveat "that government cannot guarantee individual outcomes, but equality of opportunity must be guaranteed for all." The Governor returned on the following Monday evening to further address a Joint Assembly on the details of his plans for his administration. His speech was at the same time filled with some small details but devoid of specifics of what he hopes the General Assembly will accomplish this session. For example, on transportation he announced the reopening of the interstate highway rest stops that had been closed as a budget cutting action and he announced support for raising the speed limit on rural interstate highways. There were no specifics on raising the billions needed for transportation improvements in the state. He was specific in announcing his opposition to Governor Tim Kaine's proposal to cut the car tax completely and replace it with an income tax. "If you pass a bill in this recession that raises taxes on the hardworking families of Virginia - I will veto it," he said. That means an additional two billion dollars in cuts must be made. No mention was made as to where the reductions should be made. Even Republican legislators were heard grumbling that the proposals in the remainder of his speech required additional spending. For public education, his goal is for "every child to graduate from high school either career-ready or college-ready." To accomplish this goal he will be introducing legislation to establish charter schools, expand access to virtual schools, and pursue college laboratory schools. There is a promise to "put Virginia on a track to become a leader in higher education and make a college education affordable and accessible to all motivated young people." No mention was made of who will foot the bill. How to accomplish these goals when the state is cutting back so severely on its budget? The new Governor concluded in part, "The opportunity to serve one another is a call we all must answer...I encourage all Virginians to continue to give back, help out, and work together." Volunteers will not be able to keep the essential core services of government running. Legislators are eagerly awaiting more specifics. They need to be forthcoming in the days and weeks ahead. The legislature is scheduled to adjourn March 13, and the budget is several billions of dollars from being balanced. Climate Change Citizen Action
What is the largest source of greenhouse gases? Most emissions during the past 20 years are due to fossil fuel burning. The rest (10 to 30 percent) is mostly due to land-use change, especially deforestation. The U.S. is the world's largest source of greenhouse gases. The U.S. has about 4 percent of the world's poulation but contributes about 25 percent of the global greenhouse gas emissions.

Reston Association is seeking candidates to fill three open positions - Lake Anne, North Point, and At-Large - on the Board of Directors this spring. 2010 Census
Working through their community partners, Fairfax County is spreading the word about the importance of the 2010 Census. Their goal is for every person in the County to fill out a Census form and mail it back by April 1. The Census is safe and confidential, and no personal information is shared with any local, state, or federal agency. This year's Census form has only ten questions, making it easy to complete. Census data are used to apportion seats in Congress and directly affect how more than $400 billion per year in federal funding is distributed to our locality. Help spread the message -- encourage everyone to complete and return a 2010 Census form when it arrives in the mail. This is one activity that benefits us all!
Changing What it Means to be Blind
The National Federation of the Blind is America's largest organization of the blind. With more than 50,000 members, they are not an "agency" claiming to speak for the blind; they are the blind speaking for themselves. In Virginia they are organized into local chapters in major population centers and into special interest affiliates. Through advocacy, scholarships, literature, training, technology, oeer support, and more, they do whatever is necessary to promote full integration of the blind into society on terms of equality. Fairfax Connector Changes in Reston
Effective earlier this month the Fairfax Connector added trips, adjusted routes and schedules, split RIBS, 4 and created a new route RIBS 5 as an effort to better serve passenger needs. Bus bay assignments at Reston Transit Station changed, and minor routing adjustments around Reston Town Center were made to routes 505, 605, and 950. Bus routes at Reston Transit Station were moved to different bus bays (passenger loading/unloading areas) to facilitate smoother transfers between routes. New bus bay assignments can be viewed online at www.fairfaxconnector.com, or look for information posted at each bus bay.

Help for Haiti
The American Red Cross website, www.redcross.org, contains a great deal of information about ongoing rescue efforts in Haiti and also provides an opportunity to make a contribution online.
The Jewish Federations of North America is partnering with the American Jewish Joint Distribution Committee to provide urgently needed aid and relief on a nonsectarian basis to victims of the earthquake. Visit www.shalomdc.org/helphaiti for information.
Former Governor Tim Kaine and Governor Bob McDonnell joined in establishing a system for state employees to contribute to ongoing earthquake relief efforts. Funds donated to the Commonwealth of Virginia Campaign will be forwarded to the International Disaster Relief Fund of the American Red Cross. Calendar of Events
The American Association for Retired Persons (AARP) will offer its Driver Improvement Course on Thursday and Friday, January 28 and 29, 10:00 a.m. to 3:00 p.m. at Falls Church Community Center, 223 Little Falls Street. This course will provide information on safe driving strategies and a thorough review of the "rules of the road." There are no tests. Cost is $12 for AARP members and $14 for nonmembers (bring your AARP membership card with you). Participants also may be eligible to receive a discount through their auto insurance. Preregistration is required, and class size is limited. Students must attend both days of class to complete the course. Call 703.248.5020 to register.
A Fairfax County license is required by law for all dogs four months old or older. Licenses are $10 for each dog, are valid for 1 year, and must be purchased by January 31. License tags are issued free to charge to the owners of trained service dogs. Those who have bought tags in prior years automatically receive application forms in the mail in October. You may obtain a license in person, by mail, or online. Applications must include a $10 check payable to fairfax County and a copy of a current rabies certificate. Attend the 2010 Preservation Virginia (Northern Virginia Branch) Annual Meeting on Saturday, March 27, 1:00 p.m. at Morven Park in Leesburg.
