Legislating in Troubled Times
Kenneth R. "Ken" Plum
 
        Thomas Jefferson referred to the orderly transfer of power in government as a "bloodless revolution."  Such a revolution occurred in Mr. Jefferson's Virginia last week as Democratic Governor Timothy M. Kaine ended his Constitutionally-limited one term, and former delegate and Attorney General Robert McDonnell took the oath of office as Governor last Saturday.  Overshadowing the personality and philosophical differences in the two men are the troubled times during which the transfer of power occurred.  Virginia's statewide economic indicators are at the worst levels since the Great Depression.  There is little solace in realizing that some regions of the Commonwealth are doing better than others and that Virginia is doing better than most states.  The state legislature must be concerned about the state as a whole.
 
        As chair of the Democratic Caucus in the House of Delegates I have pledged with my Democratic colleagues in leadership in the House and Senate to give priority without partisan consideration to programs and services that will restore our economy and put Virginians back to work, strengthen the public's trust in government, move people and goods, and protect our most valuable and vulnerable citizens.  I have introduced a budget amendment to require that ten percent of any monies withdrawn from the Rainy Day Fund be used in the Governor's Economic Development fund to attract and maintain businesses in the state.
 
        Numerous bills have been introduced including a couple from me to help restore confidence in government by expanding the requirements of disclosure of economic interests in bills and strengthening our ethics laws.  In response to the pressing need to relieve traffic congestion I have introduced a resolution that would establish a Transportation Commission much like the one that did outstanding work in the mid-1980s in identifying the extent of need for transportation funding and in making recommendations that were enacted for funding transportation.  Unfortunately, the work of that Commission has not been updated.
 
        Protecting education, mental health, and other human services will be difficult with the sizable reduction in the budget that must be made, but we must ensure that groups that are small in number or limited voting power are not unfairly treated.
 
        I will be working hard to ensure that the quality of life of Virginians takes precedence over partisan gain.  In fact, the best way to be politically successful is to be effective in governing.  Few years have been more challenging in which to legislate than this one.

Yesterday was "C.P.A. Day" at the Capitol.  Delegate Plum met with former Reston resident Larry Schwartz of Oakton, Brenda Fogg of the Virginia Society of CPA's, and Charlie Bish of Great Falls.

Climate Change Citizen Action
 
A new picture book for children, Johnny Green and the Little Green Man, by Roanoke, VA writer Suzan Decker, is a story about a boy that runs into a little green man on his way home from school one day claiming he is lost from the recycling center and would like Johnny to help him get back.  Ms. Decker wrote the book in part to encourage more schools to participate in recycling programs while at the same time reading to children.  Read more about it at www.johnnygreenandthelittlegreenman.blogspot.com or at www.suzantylerdecker.com.
Announcements - Help for Haiti
 
The American Red Cross website, www.redcross.org, contains a great deal of information about ongoing rescue efforts in Haiti and also provides an opportunity to make a contribution online.
 
The Jewish Federations of North America is partnering with the American Jewish Joint Distribution Committee to provide urgently needed aid and relief on a nonsectarian basis to victims of the earthquake.  Visit www.shalomdc.org/helphaiti for information.
 
Former Governor Tim Kaine and Governor Bob McDonnell joined in establishing a system for state employees to contribute to ongoing earthquake relief efforts.  Funds donated to the Commonwealth of Virginia Campaign will be forwarded to the International Disaster Relief Fund of the American Red Cross.  Mail a check to the CVC office at CVC - Disaster Relief, Dept. of Human Resource Management, 101 North 14th Street, 12th Floor, Richmond, VA  23219.  Enter tye charity code as "9999."

This Sunday, January 24, marks the kickoff for the 2010 Electric Sunday recycling schedule from 10:00 a.m. to 3:00 p.m. at the I-66 Transfer Station located at 4618 West Ox Road, Fairfax.  Residents can recycle televisions, computers, and peripheral devices including keyboards, speakers, printers, external drives, and other such materials.  Fluorescent light bulbs and tubes will also be accepted for recycling.  The Electric Sunday recycling program is a free service to Fairfax County residents made possible in partnership with Covanta Fairfax, Inc.  This year's Electric Sunday events are scheduled monthly through November.  Complete details on this event and other recycling opportunities can be found at www.fairfaxcounty.gov/recycling.
 
A performance by "The Capitol Steps" on January 24, 7:00 p.m. at the Hyatt Regency Reston will kick off Reston Interfaith's fortieth year of support for our community.  It comes at a time when there has never been greater need for all of RI's substantive programs that give people the means to learn to help themselves.  There will also be a silent and live auction, with Delegate Ken Plum serving as the guest auctioneer.  Go to

The American Association for Retired Persons (AARP) will offer its Driver Improvement Course on Thursday and Friday, January 28 and 29, 10:00 a.m. to 3:00 p.m. at Falls Church Community Center, 223 Little Falls Street.  This course will provide information on safe driving strategies and a thorough review of the "rules of the road."  There are no tests.  Cost is $12 for AARP members and $14 for nonmembers (bring your AARP membership card with you).  Participants also may be eligible to receive a discount through their auto insurance.  Preregistration is required, and class size is limited.  Students must attend both days of class to complete the course.  Call 703.248.5020 to register.
 
A Fairfax County license is required by law for all dogs four months old or older.  Licenses are $10 for each dog, are valid for 1 year, and must be purchased by January 31.  License tags are issued free to charge to the owners of trained service dogs.  Those who have bought tags in prior years automatically receive application forms in the mail in October.  You may obtain a license in person, by mail, or online.  Applications must include a $10 check payable to fairfax County and a copy of a current rabies certificate.  Licenses also may be obtained in person at the Fairfax County Animal Shelter, 4500 West Ox Road, Fairfax.  For more information call 703.222.8234, TTY 703.222.7594.
