Latest Scare Tactic

        The use of fear as a motivator in political campaigns is nothing new.  All political parties have attempted at times to scare the electorate into supporting their candidate or issue.  The most recent health care debate has seen numerous attempts at scare tactics:  death panels, higher taxes, loss of benefits, the government being between you and your doctor, and others.  Sometimes the scare is great enough and the fear is strong enough that the approach does influence people's thinking.  Other times the scare tactic taken from a national playbook and applied to local situations can seem silly.
 
        Republican Party leaders in Virginia switched from their anti-immigrant rhetoric when it backfired on them in recent elections.  The latest big scare from them seems to be the supposed influence of labor unions.  When attempted in Virginia, the tactic comes across as ridiculous.  The notion that somehow big labor could cause the economy of the Commonwealth to collapse and send big companies fleeing the state is absurd.
 
        This year's annual debate sponsored by the Reston Citizen's Association provided an opportunity for me as the incumbent delegate in the 36th district to debate my Republican challenger.  Questions were posed by members of the local media except that each candidate was given the opportunity to ask the other a single question.  With all the concern about traffic congestion in our region, the needs in education at all levels, the budget reductions in vital services brought on by the recession, and the challenges brought on by continued growth, my opponent went directly to the Republican playbook for his question and asked me about the influence of labor unions on my campaign, the right to work law, and the potential of companies leaving the area because of unionization.  It was the latest scare tactic at work to suggest that Democrats are controlled by unions.
 
        A minimal amount of advanced preparation before the debate would have revealed to him that in my 30 years in the House of Delegates I have never introduced a bill to repeal the right to work law nor has anyone else as I can recall.  Likewise, I am not aware of any campaign on the part of unions to repeal the law.  Unions would have no self-interest as far as I can detect on having companies leave the state and take their jobs with them.  My talks with union bosses have been about raising the minimum wage that has not been done in Virginia in ten years, improving schools for their children and workforce training for their members, and eliminating predatory lending companies that prey on the poor.
 
        Organized labor union members make up only about 4.1 percent of the Virginia labor force (U.S. Bureau of Labor Statistics, Union Members in 2008, Jan. 28, 2009) and a lesser percent than that in the Dulles Corridor.  I am pleased to have union endorsements for my re-election as I have also  been endorsed by the Fairfax County Chamber of Commerce Political Action Committee, the Northern Virginia Technology Council, and the Northern Virginia/Realtors Political Action Committee.  Our region faces many challenges, but organized labor is not one that we need to fear.  We need to join their efforts to help working men and women.

Voting Absentee
In-Person Absentee Voting is available at the Office of Elections, 12000 Government Center Parkway, Suite 323, Fairfax, VA  22035, and seven Satellite locations including the North County Governmental Center, 12000 Bowman Towne Drive, Reston, VA  20190.
 
Schedule for In-Person Absentee Voting at the Office of Elections, Fairfax County Government Center:
  • Today through October 31, 8:00 a.m. to 7:30 p.m.
  • Saturdays, October 17, 24, and 31, 9:00 a.m. to 5:00 p.m.  October 31 is the last day to vote absentee in-person.

Absentee Voting By Mail
 
Applications to vote absentee by mail must be received in the Fairfax County Office of Elections no later than 5:00 p.m. on Tuesday, October 27.  The voted ballots must be received in the Office of Elections by 7:00 p.m. on Election Day, November 3, in order to be counted.
 
You must complete an Absentee Ballot Application and mail it to the Office of Elections, 12000 Government Center Parkway, Suite 323, Fairfax, VA  22035 or fax it to them at 703.324.3725.  Absentee ballot applications are avialable at county government centers and libraries.  You may also choose to use the fillable online absentee ballot application form found at www.fairfaxcounty.gov/eb .  This form allows you to complete your absentee ballot application form online.  Once you have entered the required information into the form, you must then print the form, sign the form, and then return the form either by mail to the address listed above or by fax at the number listed above.

Climate Change Citizen Action

The new Habitat for Humanity ReStore is now open at 4262 Entre Court in Chantilly.  The ReStore benefits all members of the community.  Not only does it provide a space for donors to dispose of perfectly good materials, it also prevents waste from filling up landfills, provides a wonderful place for people to volunteer their time and energy, and most of all brings in revenue for the Northern Virginia affiliate of Habitat for Humanity.  Amazing deals can be found at the ReStore!
 
The Fairfax County Solid Waste Management Program will host its next Electric Sunday recycling event this Sunday, October 18, from 10:00 a.m. until 3:00 p.m. at the I-66 Transfer Station located at 4618 West Ox Road in Fairfax.  County residents will be able to recycle televisions, computers, and other peripheral electronic devices such as printers, scanners, speakers, keyboards, and similar items at no cost.  For complete event details, including information about materials collected and inclement weather cancellations, visit www.fairfaxcounty.gov/recycling.
  
Don't forget the upcoming Virginia ENERGY STAR Tax Holiday.  During October 9-12, you can purchase an ENERGY STAR qualified refrigerator, clothes washer, dishwasher, and other selected home appliances with a price tag of $2,500 or less for your personal use and the Virginia 5 percent sales tax will be waived.  This tax holiday also applies to other energy-efficient items such as compact fluorescent bulbs, programmable thermostats, and more.  For more details, check with any participating appliance retailer or go to

Governor Kaine recently announced the launch of the Virginia Energy Efficiency Appliance Rebate program, a new program to encourage the purchase of high-efficiency appliances and products.  The program will use $15 million in funds from the American Recovery and Reinvestment Act to provide rebates to residential and commercial consumers on certain qualifying appliances and equipment.  Homeowners will be eligible for rebates for 20 percent of the costs of the products, up to $2,000, and commercial consumers will be eligible for 20 percent of their costs up to $4,000.  Rebates will be distributed on a first come-first served basis.  Consumers will be required to complete an application form available online from the Department of Mines, Minerals, and Energy.  Get details and information at www.dmme.virginia.gov.
 
"Get Square VA" - Tax Amnesty Program
 
The 2009 General Assembly enacted legislation that allows a tax amnesty program to run for a 60-day period from October 7 to December 5, 2009.  Individuals and businesses can participate in Get Square VA to satisfy tax bills and file delinquent returns for taxes that are administered by the Virginia Department of Taxation.  If the taxpayer qualifies for Get Square VA and files and pays the delinquent taxes and one-half of the accrued interest, TAX will waive all of the penalties and the remaining half of the interest on each tax bill paid during the amnesty period.  At the conclusion of Get Square VA, any tax liability that was eligible for amnesty benefits but remains unpaid will be subject to a 20 percent post-amnesty penalty in addition to all other penalties.  For more information about eligibility and answers to some frequently asked questions about Get Square VA go to www.GetSquareVA.com.

October is Sudden Infant Death Syndrome (SIDS) Awareness Month.  The death of an infant is a tremendous loss that may provoke serious feelings of sorrow, guilt, self-incrimination, and inadequacy in family members and caregivers.  parents need reassurance that the emotions they are experiencing are normal and a part of the healing process after such a traumatic event.  SIDS Mid-Atlantic gives support to families who have suffered the death of an infant.  Since 1994, SIDS Educational Services has provided information and comfort to hundreds of bereaved families in the greater Washington area through counseling, books, a hotline, referrals, and a support group.  For more informaiton contact www.sidsma.org.
 
Low-income Virginians can stay connected to local resources and emergency services by participating in discounted telephone service programs offered by their local telephone company.  Under the Virginia Universal Service Plan, telephone customers who participate in certain medical or food public assistance programs are entitled to receive basic telephone service discounts which in some cases are valued at over $14 per month.  another program called "Link-Up" provides a 50 percent reduction in the telephone service installation charge, up to a maximum of $30.  This program can be used by qualifying households that do not currently have telephone service.  Additional Universal Service Plan information is available at www.scc.virginia.gov/puc/univ.aspx.
 
Fairfax County asks for your help to identify and refer clery as possible candidates for a new Community Chaplain program.  The program would work in conjunction with the current Police and Fire & Rescue Chaplains who support first responders.  A Community Chaplain Orientation session will be held on Monday, November 16, 9:00 a.m. to 12:30 p.m. at the Fairfax County Government Center for clergy interested in learning more about this initiative and to begin their Chaplain training.  Contact schish@fairfaxcounty.gov or 703.324.3453 to learn more.
