Roadside Litter

        In the 1970's when FairfaxCounty was divided into two legislative districts with five delegates representing each half, one candidate used roadside signs as his major strategy for getting elected.  He went about the northern half of FairfaxCounty attaching his signs to every fence and signpost, utility pole, and even some trees in the district.  He literally had thousands of signs.  When the election results were in, he ran last among the ten candidates for the House of Delegates. 
 
        I have never observed a race where there was a clear relationship between the number of signs and the outcome of the election.  Experts who study communications say that most people are oblivious to roadside signs unless they are involved in the message of the sign.  For example, realtors and prospective buyers notice real estate signs; others of us tune them out.  Persons who participate in election campaigns notice political signs intensely and oftentimes judge the strength of the campaign by the number of signs posted.  The result is that if you drive through southern FairfaxCounty or into Alexandria you can face a sea of signs along the roadway.  It has become part of the local culture to see how many signs can be put up for a candidate.  Invariably a debate ensues as to who is taking down whose signs.
 
        Fortunately, the community of Reston has been spared the major sign wars.  Most campaigns recognize the respect that Restonians have for their community and the environment and only sparingly display signs here.  I hope we can keep it that way.  Actually, placing signs in the highway right-of-way or in the median is illegal (Section 33.1-378, Code of Virginia).  The law came about for the safety concern that some may block the drivers' full vision, all provide a distraction from driving, and they add to the cost of roadway cleaning and maintenance.  Each year the Virginia Department of Transportation sends all candidates a letter advising them of the law regarding signs.
 
        For those who want to express their freedom of speech and participate in the election, there is the option to put the sign in one's yard or other private property or put a bumper strip on one's car.  For candidates it is an opportunity to show one's concern for the environment by not contributing to roadside litter.  I will have signs at the polling places on Election Day, but otherwise I plan to make bumper strips and small window and office signs available to persons who request them for use on their personal property (kenplum@aol.com).  We simply cannot let Reston become littered with signs like we see in other communities.

Voting Absentee
In-Person Absentee Voting is available at the Office of Elections, 12000 Government Center Parkway, Suite 323, Fairfax, VA  22035, and seven Satellite locations including the North County Governmental Center, 12000 Bowman Towne Drive, Reston, VA  20190.  NOTE:  There will be no in-person absentee voting on Monday, October 12, due to county holiday.
 
Schedule for In-Person Absentee Voting at the Office of Elections, Fairfax County Government Center:
  • Weekdays (M-F) through October 13 - 8:00 a.m. to 6:00 p.m.  Office will be closed for in-person absentee voting on Monday, October 12, due to county holiday.
  • October 14 through October 31, 8:00 a.m. to 7:30 p.m.
  • Saturdays, October 10, 17, 24, and 31, 9:00 a.m. to 5:00 p.m.  October 31 is the last day to vote absentee in-person.

Absentee Voting By Mail
 
Applications to vote absentee by mail must be received in the Fairfax County Office of Elections no later than 5:00 p.m. on Tuesday, October 27.  The voted ballots must be received in the Office of Elections by 7:00 p.m. on Election Day, November 3, in order to be counted.
 
You must complete an Absentee Ballot Application and mail it to the Office of Elections, 12000 Government Center Parkway, Suite 323, Fairfax, VA  22035 or fax it to them at 703.324.3725.  Absentee ballot applications are avialable at county government centers and libraries.  You may also choose to use the fillable online absentee ballot application form found at www.fairfaxcounty.gov/eb .  This form allows you to complete your absentee ballot application form online.  Once you have entered the required information into the form, you must then print the form, sign the form, and then return the form either by mail to the address listed above or by fax at the number listed above.

Climate Change Citizen Action

Don't forget the upcoming Virginia ENERGY STAR Tax Holiday.  During October 9-12, you can purchase an ENERGY STAR qualified refrigerator, clothes washer, dishwasher, and other selected home appliances with a price tag of $2,500 or less for your personal use and the Virginia 5 percent sales tax will be waived.  This tax holiday also applies to other energy-efficient items such as compact fluorescent bulbs, programmable thermostats, and more.  For more details, check with any participating appliance retailer or go to www.tax.virginia.gov
 
Governor Kaine recently announced the launch of the Virginia Energy Efficiency Appliance Rebate program, a new program to encourage the purchase of high-efficiency appliances and products.  The program will use $15 million in funds from the American Recovery and Reinvestment Act to provide rebates to residential and commercial consumers on certain qualifying appliances and equipment.  Homeowners will be eligible for rebates for 20 percent of the costs of the products, up to $2,000, and commercial consumers will be eligible for 20 percent of their costs up to $4,000.  Rebates will be distributed on a first come-first served basis.  Consumers will be required to complete an application form available online from the Department of Mines, Minerals, and Energy.  Get details and information at www.dmme.virginia.gov.
 
"Get Square VA" - Tax Amnesty Program
 
The 2009 General Assembly enacted legislation that allows a tax amnesty program to run for a 60-day period from October 7 to December 5, 2009.  Individuals and businesses can participate in Get Square VA to satisfy tax bills and file delinquent returns for taxes that are administered by the Virginia Department of Taxation.  If the taxpayer qualifies for Get Square VA and files and pays the delinquent taxes and one-half of the accrued interest, TAX will waive all of the penalties and the remaining half of the interest on each tax bill paid during the amnesty period.  At the conclusion of Get Square VA, any tax liability that was eligible for amnesty benefits but remains unpaid will be subject to a 20 percent post-amnesty penalty in addition to all other penalties.  For more information about eligibility and answers to some frequently asked questions about Get Square VA go to www.GetSquareVA.com.

Volunteers are needed to make the Oktoberfest Reston community event a success.  Volunteer to work a 3-4 hour shift to help with set-up, logistics, pouring beer and wine, security, break-down, or cleanup.  A variety of shifts are available Friday, Saturday, and Sunday, October 9 through 11, from noon to 3:00 p.m., 3:00 to 7:00 p.m., and 7:00 to 11:00 p.m. Call the Greater Reston Chamber of Commerce at 703.707.9045 to sign up.
 
Seasonal influenza remains a serious concern this flu season, even with the presence of the 2009 H1N1 virus.  The flu is not a cold.  It's a serious disease.  Annual vaccination against seasonal influenza is recommended for more than 80 percent of the U.S. population.  It is especially important for those in high-risk groups including children six months to 18 years of age, adults over 50 years of age, pregnant women, anyone with chronic health conditions, and caregivers and household contacts of these high-risk groups.  Flu season lasts from fall through early spring.  The American Lung Association urges us to get vaccinated as soon as possible and offers a quick and easy way to find the flu vaccine at www.flucliniclocator.org by just typing in your zip code.
 
Governor Timothy M. Kaine announced five free Northern Virginia Job Seeker workshops between now and January 2010.  The workshops are the result of a collaboration of the Governor's Economic Crisis Strike Force with online employment service Monster and The SkillSource Group, Inc. (SSG), the non-profit arm of the Northern Virginia Workforce Investment Board (NVWIB).  Joe seekers can register by emailing a name and address to info@myskillsource.org or by contacting a local SkillSource Center.  Registration is requested as space is limited.  The afternoon workshops will conclude with a Resource Fair.  Representatives of state and local government and community organizations will be on hand to provide information on additional resources available to job seekers attending the workshop.  Locations and dates are as follows:

Fairfax County residents who need help to pay home heating bills or who face an emergency heating situation this winter may be able to receive assistance from two federally funded programs.  These programs are administered locally by the Fairfax County Department of Family Services.  The Fuel Assistance program helps eligible, low-income households with the costs of heating their homes.  The application period for the fuel assistance program begins Tuesday, October 13, 2009, and closes Firday, November 13, 2009.  The Crisis Assistance program helps households in emergency situations by providing primary heat security deposits and funding the repair or replacement of heating equipment.  The application period begins Monday, November 2, 2009, and closes Monday, March 15, 2010.  To apply for these programs, call the Department of Family Services' energy assistance line at 703.324.7604 (TTY 703.222.9452) and ask for an application to be mailed to you, or pick up an applicaiton at the Lake Anne Office Building, 11484 Washington Plaza West, Reston, 703.787.4900, TTY 703.707.9346.

On October 12, 8:00 p.m., WETA will broadcast Candidates for Governor - The People's Debate, the Virginia gubernatorial debate organized by the League of Women Voters of Virginia and AARP Virginia.  Moderated by Judy Woodruff, senior correspondent for PBS NewsHour, the event will take place at the studios of PBS station WCVE in Richmond.
