Delegate Ken Plum's Computer Recovery and Recycling Act

Recycling Your Old Computer Kenneth R. "Ken" Plum A recent Newsweek article headline (November 2, 2008) implored consumers: "Don't Toss Out That Old Gadget." As the article stated, "old electronics can't be tossed out with watermelon rinds because they contain toxic elements, and most of them needn't be tossed anyway because they aren't waste." For Virginians the decision on what to do about their old computers has gotten easier. As a result of the Computer Recovery and Recycling Act I introduced in the last session and signed into law by the Governor, computer manufacturers are required to provide a recycling program for their used products. Already Dell Computers has developed a partnership with Goodwill Industries whereby consumers can drop off their old computers at any Goodwill Donation Center for free. Centers nearest our region are at 10 South Glebe Road (SW corner of Glebe/Rt. 50 intersection), Arlington; 8014 Sudley Road (former Luskins store across from Giant supermarket), Manassas; and 22405 Enterprise Street, Sterling. For drop-off hours and locations of other centers go to www.reconnectpartnership.com. Goodwill technicians will decide if the computer with a scrubbed-up hard drive has additional life and can be sold. If its useful life is over it is disassembled and its component parts are recycled. All proceeds of value recovered from the recycled computer equipment go to Goodwill to support job training and employment services programs. Another way to recycle your computer is to drop it off on scheduled days at PC Recycler at 4005 Westfax Drive, Suite A, Chantilly. They have a machine that destroys hard drives. Involving manufacturers in the recycling of products is a fairly new concept in this country but has been a requirement in European countries for decades. Decisions made in the manufacturing process can help or hinder the process of recovering renewable resources at the end of the product's life. The concept of product stewardship has found its way into legislation in other states as well as Virginia. Visit www.productstewardship.us for more information on this important trend in recycling. In addition to electronics, the product stewardship approach is being looked at for products as diverse as compact fluorescent bulbs, medical sharps, pharmaceuticals, paint, and mercury thermostats. As landfill space is at an ever increasing premium and concerns about hazardous materials in products increase, the product stewardship approach whereby manufacturers assume some of the responsibility for the end of life of products becomes more important. Congratulations to Reston Interfaith on having been chosen as one of two regional nonprofits for the Bank of America 2008 Neighborhood Excellence Initiative "Neighborhood Builder" award. Along with the recognition came an unrestricted $200,000 grant that Reston Interfaith will use in its housing initiative.
Governor Timothy M. Kaine announced an extension to apply for the state's Fuel Assistance program to help households meet rising energy costs. The new deadline is December 1, 2008. To qualify, a one-person household's maximum gross monthly income cannot exceed $1,127. For a household of four, the maximum gross monthly income level is $2,297. Applicants must apply through their local department of social services. Last year, Virginia served more than 108,000 households.
Each year Reston Interfaith works with community members to make the holiday season fulfilling and memorable for our neighbors in need. The Thanksgiving Basket Drive in November and the Adopt-a-Family Gift Drive in December ensure that families are well-fed and children receive personalized gifts. Dominion electric customers are encouraged to add $1, $2, $5, $10, $20, $25, or $35 to their amount due on their electric bills. Overpayments in these exact amounts are automatically recognized as a contribution and will be documented on the next bill. The money goes to help those in need of winter fuel. Applications for assistance are accepted through a number of EnergyShare agencies.

Herndon-Reston FISH, Inc. (Friendly Instant Sympathetic Help) is making an earnest appeal to the community for non-perishable food donations for their Thanksgiving and December food boxes. Their goal is to provide food for 650 people (about 200 families) for each of the two months. Donations are also needed to buy a $10 grocery store gift certificate for each box. Gift donations are requested for children, from infants to teenagers, for the December food and gift boxes. Gift cards are preferable for the teens. "Run with Alan Webb," the 8th annual benefit fun-run for Neediest Kids, is coming to Reston Town Center on the day after Thanksgiving, Friday, November 28. Olympian, U.S. record-holder for the fastest mile (3:46), and local hero Alan Webb will lead the races for children through high school age. A suggested donation of $5 is encouraged for participation, with all proceeds benefiting Neediest Kids.
