Virginia Priorities in an Economic Crisis

        Governor Kaine announced last week that "just like families and businesses, state government is feeling the effects of the national economic crisis."  In the current biennial budget the revenue shortfall already exceeds $2.5 billion.  "And just like Virginia families and businesses," the Governor said, "we're going to have to reduce our spending to make ends meet."
 
        To balance the current year budget the Governor announced the layoff of 570 employees and the elimination of 800 additional positions that are currently unfilled, delay of state employee 2% pay raise, bonding nearly $250 million in capital outlay that had been planned for cash payments, withdrawal of about $400 million from the Revenue Stabilization or rainy-day fund, and many smaller reductions throughout state government.  The Governor proposed no reductions in K-12 education as the school year is already underway.  The continuing, evolving financial crisis makes it clear that even more reductions will be needed.  Unlike the federal budget, the state budget must be balanced.
 
        Some of the Governor's actions will require General Assembly confirmation when it meets in January.  While use of rainy-day funds will be controversial, rejection of the Governor's plan would mean that $400 million or more of additional cuts would need to be identified.  A recent opinion column by Speaker of the House William J. Howell (The Washington Post, October 5, 2008) offered some insight into the way the Speaker as leader of the Republican majority in the House of Delegates viewed the financial crisis and the budget shortfall.  He expressed "hope that the Governor's spending reduction proposals will be based on common sense and fiscal restraint."
 
        The Speaker made clear his priorities.  "But Virginia's budget cannot remain on its current trajectory, with 54 percent of expenditures going to just three areas - education, health care and child welfare - that are growing at an unsustainable rate of nearly two percent faster than long-term general fund growth," he wrote.  His column did not mention that even with recent increases in public education funding the state continues to underfund its share of public school costs leaving the difference to be made up by local property taxpayers.  If his reference to health care means Medicaid, Virginia continues to have the least funded and stingiest system in the country.  The reference to "child welfare" may mean preschool education and/or children's health insurance, both of which are minimally funded by any national standards.
 
        The debate on balancing the budget will not be simply making expenses and revenue equal.  It will be about the priorities of government.  I happen to believe that education, health care and child welfare should be among our priorities.  I believe the Governor's proposals represent common sense and fiscal restraint.

Climate Change Citizen Action

Voting Information for November 4 Election
 
Check Your Voter Registration Status:  
 
Take advantage of a new web tool to confirm your registration status, polling location, and other vital information.  Visit www.sbe.virginia.gov, click on "Online Services" at left, and then select "Verify Your Voter Registration Status" or call 703.222.0776.  
 
Absentee Voting:
 
The Fairfax County Office of Elections initiative, "Voters on the Move," informs registered voters about the options for absentee voting in this fall's November 4 General Election.  Fairfax County voters who will be commuting and working for 11 or more hours on Election Day, between 6:00 a.m. and 7:00 p.m., may qualify to vote by absentee ballot.  Information on who is eligible to vote absentee is available at www.fairfaxcounty.gov/eb/absentee.htm.   To make absentee voting accessible, the Office of Elections offers in-person absentee voting at the Fairfax County Government Center, 12000 Government Center Parkway, Suite 323, Fairfax, through Saturday, November 1 from 8:00 a.m. to 6:00 p.m.   Absentee Voting will also be available at seven satellite locations throughout the county on Wednesday, October 15 through Saturday, November 1.  Satellite times and locations are available at www.fairfaxcounty.gov/eb.   To facilitate the absentee voting process, the Office of Elections Web page, www.fairfaxcounty.gov/eb, has an interactive online absentee ballot application form.  The link allows eligible voters to complete their application directly online.  The form may then be printed, signed, and either faxed or mailed to the Office of Elections.  The Web page also includes information about absentee voting deadlines, eligibility guidelines, and voting absentee in-person.   Applications for mailed absentee ballots must be received by Tuesday, October 28, 2008, at 5:00 p.m.
 Final day to vote absentee in person is Saturday, November 1, 2008.

Parks Bond Referendum Information:  
 
Information about this year's Fairfax parks bond referendum is now available on the Fairfax County Web site at www.fairfaxcounty.gov/bond.  This online resource offers specific information about projects expected to be funded, general information about bonds, and a form to request a presentation about the referendum.  
 
 
Announcements
 
Take your family to the Reston Halloween Trail at the Walker Nature Education Center, 11450 Glade Drive.  Go tonight -  Wednesday, October 22 - and Thursday, October 23, 6:00 to 8:00 p.m.  These two nights are recommended for preschoolers and their families.  Attend on Friday, October 24, 6:30 to 9:00 p.m. for Big Kids' Night, ages 5 and up only.
 
Another potential impediment to the construction of Metrorail in the Dulles Corridor was removed this week with the dismissal of a lawsuit challenging construction of the line by the Metropolitan Washington Airports authority and the use of tolls to partially finance its construction.  A full funding grant agreement with the federal governmetn is expected before the end of the year with construction on the line to begin in March 2009.
 
Fairfax County works to return over $1 million of unclaimed property to its rightful owners each year.  Residents and business owners can check their eligibility for these funds at www.fairfaxcounty.gov/finance/unclaimedmoney.
 
Rx Partnership (RxP) is a public/private partnership that collaborates with pharmaceutical companies and Virginia's free clinics and community health centers in order to increase access to prescription medication for Virginia's eligible uninsured.  For more information go to www.RxPartnership.org.
 
Check the October 2008 issue of the Northern Virginia Magazine, pages 84-91, for a wonderful article on four young people who are getting involved in the political arena at an early age.  One is Kristen Skowronski, and her success in lobbying for a bill to ban phosphates in dishwashing detergent is featured.  Congratulations, Kristen!
 
October is the start of flu season, and the Fairfax County Health Department reminds residents that the most effective method for preventing the flu is to get the influenza vaccination.  Although vaccination remains the cornerstone of prevention, the Health Department also recommends washing hands for at least 20 seconds with soap and warm water frequently throughout the day.  Flu vaccines are available by appointment and walk-in basis at the Health Department's five district offices located throughout Fairfax County.  The cost is $30.  County residents are encouraged to contact their nearest district office.  The office in Reston is at 1850 Cameron Glen Drive, Suite 100, 703.481.4242.

Reston Environmental Action (REACT) will hold its Annual Meeting tonight - October 22 - at the Reston Association Glade Room at 11550 Glade Drive, above the pool bathhouse, at the intersection of Glade and Soapstone Drive.  A social period to meet and mingle with fellow REACT members is at 7:00 p.m. followed by the meeting at 7:30.  Guest speaker Kate Sicola from the Fairfax County Division of Solid Waste and Recycling will answer questions we frequently hear such as, "What happens to our recycling," "Can I recycle more items," and more. 
 
The Virginia Council for Litter Prevention & Recycling will host a conference October 22-24 at the Hilton Garden Inn in Fredericksburg.  Save the date; more information on registration will  be available soon.  
 
Our troops need support from us at home.  Support our men and women deployed overseas by participating in an ongoing project called Adopt a Soldier.  Give a few hours of your time on Saturday, October 25, 10:00 a.m. to 2:00 p.m. at the James Lee Community Center, 2855-A Annandale Road, Falls Church, to pack "We Care Packages" for the soldiers.  Collect or donate items to pack in the boxes.  Individuals or groups can collect items to be placed in teh boxes.  Items can be dropped off at the James Lee Community Center by October 24.  Call 703.324.4386 for more information about volunteering.
