CPA Breaking News: SB 90 Advances on Beacon Hill

SB 90, legislation to update and strengthen the Community Preservation Act, cleared a major hurdle this week. After a careful review by the House Ways and Means Committee, the bill received a favorable recommendation. This is a significant development, as many bills never advance past Ways and Means. Movement out of Ways and Means signals that the bill has strong support in the House, evidenced by the many contacts made by your state representatives to House leadership, The legislature's formal sessions ended on Saturday, which means no further progress on the bill will be made until the next session begins in January. However, we are very encouraged by the favorable Ways and Means report and confident that the legislature can get the bill passed next year with another strong push from local advocates. The Coalition is grateful to our sponsors, Senator Cynthia Stone Creem and Representative Stephen Kulik, for their leadership on SB 90. We are also appreciative of the support of House Ways and Means, led by Chairman Charles Murphy and Vice Chair Barbara L'Italien. And a big THANK YOU to all CPA advocates across the state who took action to support SB 90 in these past weeks and months -- we have made great progress and will need you again in 2011 to get to the finish line!

Free Assistance for CPA Housing Efforts

 Could you use help with your CPA affordable housing projects? The Massachusetts Affordable Housing Alliance (MAHA) has begun a new program to provide free assistance on affordable housing issues. MAHA is a founding member of the Community Preservation Coalition.
The program is staffed by Shelly Goehring, MAHA's new Community Preservation Manager. Read on for Shelly's contact information, and to learn more about her work -- past and present. |
CPC Chair: Springboard for Board of Selectmen

We have noticed a new trend among Selectmen in Massachusetts towns: Many of them are former CPC Chairs! Three more were elected this spring: Frances Fleming in Rockport, Gregg McBride in Norwell and Curtis Sears in Yarmouth. They join at least half a dozen other former CPC Chairs who are now serving on their Board of Selectmen. Fleming said her role on the CPC played a big part in her election. "For six years I had been getting up at town meeting and explaining difficult projects in a way that folks could understand and had confidence voting for. I think they associated me with a group, our CPC, that does their homework and is well prepared. It also didn't hurt being associated with projects that are building a better community in our town."

DEP Drinking Water Protection Grants Funding is available for CPA land purchases | |

There's help available if your community is acquiring conservation land protecting drinking water supplies. The FY 11 Department of Environmental Protection Drinking Water Supply Protection Grant is now open. This program provides funding to public water systems and municipalities for acquisitions of land or interests in land (i.e. Conservation Restrictions) to protect public drinking water supplies.
The program requires a 50% local match; CPA funds can be used for that match! - Maximum award amount: $500,000

Featured CPA Project: 89 Oxbow Road, Wayland A former Nike missle site is now green affordable housing and community open space | |
In a great example of beating swords into plowshares, land that once housed lethal missiles is now the location of an impressive green affordable housing development, funded in part by Wayland's CPA program.
Pictured at left (and at the top of this newsletter) is the affordable housing development at 89 Oxbow Road in Wayland, an old Nike missile site formerly owned by the federal government. CPA funds were used to acquire the land and to clear the site of hazardous waste and military structures, including filling in the missile silos!
