Today's announcement of the latest distribution from the statewide CPA Trust Fund demonstrates the clear need for quick action on SB 90, the bill pending on Beacon Hill that would stabilize the CPA Trust Fund, as well as make needed improvements to the Act. This issue of CPA Update contains the latest on the trust fund distribution, including the amounts for each CPA community, as well as a recap of the recent legislative hearing on SB 90 at the State House. |

Today, the Department of Revenue released the Community Preservation Trust Fund disbursements for each CPA municipality. In accordance with Massachusetts General Laws (MGL) Chapter 44B, Section 10, the Commissioner of Revenue annually disburses monies from the fund in mid-October to cities and towns that have adopted the CPA. This year's distribution bulletin also included an estimate for the percentage match communities can expect in October 2010.

CPA Hearing a Success!
Thank you to everyone who took the time to attend the SB 90 hearing at the State House on September 29, write a letter of support, call and visit legislators, and generally help promote CPA. We had an outstanding turnout. CPC members and CPA supporters literally took trains, planes and automobiles to get to the State House and rally in favor of SB 90. Hundreds of letters were delivered to legislators, and many of you provided exceptional oral testimony at the hearing in Gardner Auditorium.
Special thanks to Senator Cynthia Stone Creem and Representative Steven Kulik, lead sponsors of SB 90, for championing our cause. Thanks also to the legislators who testified in favor of SB 90: Senator Ken Donnelly, Senator Jamie Eldridge, Representative Jim Cantwell, Representative Carolyn Dykema, Representative Timothy Madden, Representative Sarah Peake, Representative David Sullivan and Representative Alice Wolf. What's Next?
The Committee on Community Development and Small Business will schedule a vote on whether to issue a favorable report on SB 90, and we are hopeful that will happen quickly. With a favorable report, the bill will continue to move through the State House, which will involve stops at more committees. We'll keep you updated each step of the way.

Free Assistance for CPA Historic Preservation Projects
The Circuit Rider program, a collabroation between Preservation Massachusetts and the National Trust for Historic Preservation, places three part-time professionals "in the field" to aid community-based preservation activity statewide. Circuit Riders receive training on CPA, and have long been of great help to CPCs. We welcome the newest Circuit Rider for the Boston metropolitan area: Steve Moga. Steve has a Master of Arts in urban planning at the University of California Los Angeles, and consulted to local governments, non- profits, and developers. In August 2005, he moved to Massachusetts and is pursuing a Ph.D. in urban planning at MIT. Circuit Riders are available to assist CPCs free of charge - for more information, click here.
Department of Revenue Revises CP-4 Form
In August, DOR revised the CP-4 form, which is used in many CPA communities for seniors and low income residents to apply for the optional exemption from the CPA surcharge. CPCs may want to consult with their city or town Assessor to be sure that the new form is now being used. The revised form, which is identified by the "7/2009" in the upper left corner, is available here. |
