Third grade is a critical juncture in a child's academic development, and the consequences are severe and long-term when children do not read sufficiently well at this milestone. Yet in Miami-Dade County, one-third of our third graders fail to read at grade level. That's unacceptable. Together we can change it
 
Here's How We Can Help!

The Center for Early Literacy Learning (CELL) has released two new CELLpops for practitioners and parents. CELLpops are interactive web versions of CELL mini-posters that parents or practitioners can use to promote children's early literacy learning. On a Field Trip can be used by practitioners to provide preschoolers with easy and fun ways to incorporate early literacy learning into field trip activities. Music and Movement shows parents of toddlers how using songs and music as part of everyday activities can promote early literacy learning. CELL is funded by the U.S. Department of Education, Office of Special Education Programs Research to Practice Division and is a major initiative of the Center for Evidence-Based Practices at the Orelena Hawks Puckett Institute.

IDEA Part B Notice of Proposed Rulemaking

On September 6, 2011, the Department also released a notice of proposed rulemaking to amend the IDEA Part B regulations. Changes are being proposed to the regulations regarding when a State or local educational agency seeks to use a child's or parent's public benefits or insurance (e.g., Medicaid) to pay for Part B services. Final Part C Regulations and Video Highlighting Major Changes Now Available

The Final Part C Regulations governing the Early Intervention Program for Infants and Toddlers with Disabilities were published in the Federal Register on September 28, 2011. These regulations are effective on October 28, 2011.
