Director's Message
| This year we are celebrating our 25th anniversary. On September 1, 1985 Dr. John Sanzone and a group of regional business, university, and community leaders came together to create the University Center for Economic Development and Planning at CSU, Chico. Today this office is known simply as the Center for Economic Development. Over the past 25 years we have held over 3,000 events, provided assistance to over 14,000 businesses, community groups, or individuals, and supported/assisted in the creation and expansion thousands of small businesses. Our work has been cited in the LA Times, New York Times, and the Wall Street Journal, just to name a few. We have been asked to speak across the country to help other communities replicate our success. We look forward to working with you, your business, and your community, to achieve long term economic prosperity.
Now that the new year is upon us, the challenge for many communities in California is how to support an effective, sustained economic development program. With most state funding for economic development eliminated (the last being redevelopment), there remain few programs within the State to support economic development. The State Legislature is challenged with creating/rebuilding some type of infrastructure to support regional economic development efforts, but the timing couldn't be worse with State revenues questionable and fiscal deficits looming. The question remains whether a distinction can be made between strategic investments and budget cuts. If it is January, it must be economic forecast time. For the past 12 years, the Center for Economic Development has hosted its forecast conference in Chico. This year, thanks for support from our sponsors, including Rabobank, Gold Country Casino, the City of Oroville, Pacific Gas and Electric (PG&E) and Oroville Enterprise Zone, to name a few, we moved the forecast conference to a larger venue in Oroville. Over 500 attendees joined us to learn about the economic outlook, and participate in regional discussions on issues facing the North State. Each year at the forecast conference the Center for Economic Development releases an economic profile, or in the case of the past two years, an Economic Scorecard. This year's scorecard, disseminated at the conference to all attendees, is downloadable in the article below and is also available on our Web site. We hope you find the document helpful in your work, and will provide you with valuable insight into the performance of our local and regional economy. Happy 2012!!!

2012 Economic Scorecard

The 2012 Economic Scorecard is an objective, data driven, document that examines 24 indices and ranks 9 regions on their scores in 5 different categories ranging from economic activity to quality of place while still providing an overall ranking of the regions. This year's scorecard has expanded to examine nine regions including parts of five states. Also, we have changed the theme of the scorecard to put special emphasis on the four regions of the Northern Sacramento Valley, including not just the Tri County Region, but also Redding MSA, Yuba City MSA, and Sacramento MSA. The Northern Sacramento Valley is compared in every index and category to the Medford, Reno, Boise, Portland, and Fresno MSAs, as well as to the national average.

Click on the map below to see full-size The CED has access to detailed 2010 Census Block data in map format. The map above was produced for a client with small children looking for a place to live in a neighborhood with potential playmates age 1-5 years old in the Oroville area. The dot density map shows the concentration using blue dots. The density of the dots indicates the density of the population of small children. The map shows the greatest concentrations in the downtown residential area, South Oroville, north of the river, and the lower foothills. The client was surprised by the larger concentration of small children in the east foothills and north of the river, and how relatively low the concentration was in the Kelly Ridge area near Lake Oroville.

| RFP for Small Business Assistance Services extended through February 16th | The Center for Economic Development (CED), in collaboration with USDA Rural Development, has issued a Request for Proposals (RFP) for Northern California businesses to participate in a business assistance program running through 12/31/2012. CED intendeds to select seven businesses that are poised for growth from the applicant pool and provide assistance in the following areas of their operation: competitive intelligence, marketing services, financial services, website services and social media utilization. The goal of the program is to position businesses to be able to expand their operations through information on new and existing market and customer bases and to position the business to approach both private and public lending organizations to seek funding for the business's expansion. To qualify for the program, applicants must be headquartered in Northern California but outside of the Chico and Redding Urban areas (for a list of available areas please contact the Center) and have fewer the 300 employees. Businesses located in Oroville, California, will also be given precedence in the evaluation process.
The CED will rank candidates based on their adherence to application requirements as well as their ability to demonstrate participation and growth capacity. Special consideration will be given to medium sized (6-99 employees) high-growth companies. The application has been extended through February 16, 2012. Some of you may know her as our Broadband Project Manager, but her true passion, and also her education and experience, is in organization development and facilitation. She is a Certified Administrator of the Myers-Briggs Type Indicator (MBTI), and during her first year in California, Cathy continued with her master's degree program in applied behavioral sciences at the American University/National Training Labs. Ms. Emerson believes that successful project management and effective work flow processes can be achieved through the appropriate, and judicial, application of practical organization development theories.
