The economy continues to show signs of instability on both the national and local levels. A week of strong economic indicators is typically followed by a week of weak numbers.
Our economists continue to hold regional economic forecast meetings covering all Northern California counties. This week there will be economic forecast events held in Modoc, Lassen, and Plumas/Sierra counties. While the initial damage to the housing sector has passed, we are witnessing secondary weaknesses, as well as regional dislocation of populations as a result of the soft job markets.
The Center for Economic Development and the Northeastern California SBDC are working with regional partners on a number of new programs designed to grow new sectors within the regional economies. Additionally, we are happy to announce that two new offices have opened to provide services to Modoc, Lassen, Plumas, Sierra, Placer, and Nevada counties. For more information, see www.necsbdc.org

CEDS Planning and Updates
What's a CEDS? CEDS is an acronym for Comprehensive Economic Development Strategy and is a formal document used by the Economic Development Administration to help them evaluate proposals for funding public works, economic adjustment, and most planning projects. It is the result of a local planning process designed to guide economic growth in an area.
The CEDS analyzes local conditions, identifies problems and opportunities, defines the vision and goals of the community, designs the strategies to accomplish these goals, coordinates activities to implement these strategies, and evaluates and updates the process. To receive EDA ongoing planning grants, Economic Development Districts, Indian Tribes, and other eligible organizations must develop and maintain a CEDS process.
After EDA has approved an initial CEDS, all EDA-funded planning grantees are required to submit annual reports documenting the progress achieved on economic development activities regardless of the source of funding, and reports on changing economic conditions. A new, updated, or revised CEDS is required at least every five (5) years.

2010 Economic and Demographic Workshops
Our 2010 Economic and Demographic Workshop series started last month with visits to Del Norte, Humboldt, Lake, and Mendocino counties. At each of these workshops, either Dr. David Gallo or Dr. Robert Eyler presented information on national and state-wide economic conditions as well as discussed how these conditions directly impact what is happening at the county level. The workshops last about 2 ½ hours each using an entertaining, engaging, and interactive format. These are NOT economics courses. This is your opportunity to ask questions about what is happening economically in your county, and learn how the national and state trends impact your community--both positively and negatively.
Workshops are scheduled for the end of August in Modoc County, and in early September for Lassen and Plumas Counties. The list of scheduled workshops can be found on the CED web site at www.cedcal.com/workshops. If your county is not listed, check back often as this list is being updated as location arrangements are made and facility dates are confirmed.
This year we are providing all Workshop attendees with our 18-20 page Couty Quick Facts document. This document tracks 10 years of county data in the categories of Demographics, Labor Market, Income, Housing, Education, Health, and Crime. Presented in tables as well as time series charts, the Quick Facts document provides the data most commonly requested of the Center. Due to the costs associated with producing our traditional 160+ page County Profile, only those counties that have a fully sponsored County Profile will receive a County Profile at the workshop. The list of counties that have fully sponsored County Profiles are listed at the end of this newsletter. Jobs and Technology
Classes for the fall semester here at Chico State just started, but planning for our 2011 Tri-County Economic Forecast Conference is well underway. This 2011 kick-off event will be held at the Bell Memorial Union ballroom on Thursday, January 13th. Doors will open for registration at 7:00 AM and the hot breakfast will be making its return due to popular demand.
The theme of this year's conference is "Jobs and Technology" and our speakers will be addressing a variety of topics that include how companies in the technology industry in the Tri-county region are creating jobs, using technology in both front office and back office operations, and using technology to maintain a competitive position in their industry.
Dr. Robert Eyler from Sonoma State will be returning to discuss what has been happening in the national economy and Dr. Glenda Humiston, the USDA Rural Development State Director, will address updates from her Rural Jobs Forum this past fall. Additionally, we will be featuring speakers from our local community to discuss their uses of technology and how it is helping to create jobs locally.
