Hello,   :

Welcome to Spring!

Now that we've lost that hour of sleep to set our clocks ahead for Daylight Saving Time, and the trees are starting to bud out, and the winter rains have subsided; it's time to get down to the hard work of rebuilding our local economy.  I am pleased to introduce a new effort on the part of CED - the Companies to Watch Programsm, and Warren Jensen has written an article this month that addresses how CED can help with community health care studies.

Additionally, we've started work collecting the data and creating the format for our new 2010-11 County Economic and Demographic Profile series and we have started planning for our regional economic profile workshops.  The profiles will be completely reformatted this year.  They will be easier to use with even more useful data.  Look for them coming August 2010!

Finally, we continue to provide marketing intelligence support for small businesses - a free service that is paid for in part through our University Center grant from the US Department of Commerce, Economic Development Administration (EDA), and offered in collabortaion with the Northeastern California's Small Business Development Center (NEC SBDC).

I am truly pleased to announce that the Center for Economic Development at CSU Chico, in partnership with the Edward Lowe Foundation, is launching our Upstate California Companies to Watchsm Program. This initiative celebrates those successful second-stage companies throughout our 22-county region.  While small business is seen as the source of new jobs, statistics show that most new "small business" jobs are generated by second-stage companies - the engines of sustained economic growth.

We believe that the benefits of this celebratory program include branding Upstate California as a unique and desirable region in which to do business; allowing us to work directly with regional business retention and expansion strategies; providing graduates of Small Business Development Center programs with a vision and goal for growth; but primarily, shining a spotlight on those successful second-stage companies that have faced and overcome the challenges of growth and expansion.

Candidate Upstate California Companies to Watchsm must be:
  • For Profit and Privately held,
  • Headquartered in the 22-county region (Alpine, Butte, Colusa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Nevada, Placer, Plumas, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Yolo, or Yuba)
Further, they must have:
  • 6-99 full-time (or Full Time Equivalent) employees, and
  • Between $750,000 to $50,000,000 in sales and/or working capital
Our separate website for this program,
www.UpstateCA.CompaniesToWatch.org highlights the program, the sponsorship opportunities and frequently asked questions.

Finally, we look forward to hosting a gala celebration on the evening of October 28, 2010 to present the winners of the Upstate California Companies to Watchsm to the media, the region, the State of California, and the World.  If you are interested in this program or this event, then visit the website and Get Involved!

California Announces Inaugural Designations of the Newly Established Innovation Hub Initiative

CA Small Business Development Center Network Makes
Commitment of $1.2 million

SACRAMENTO -- California Business, Transportation and Housing (BTH) Agency Secretary Dale E. Bonner today announced the establishment of six inaugural designations of California's new, forward-thinking Innovation Hub (iHub) initiative that will enhance the state's national and global competitiveness by stimulating partnerships, economic development, and job creation around specific research clusters. The locations include Livermore, Orange County, San Francisco, Sacramento, Sonoma County, and Coachella Valley.

"California is home to some of the most innovative companies in the world and serves as the chief supplier of innovative research, and technology to the world," said Governor Arnold Schwarzenegger. "As a leader in developing new technologies, California will reap tremendous rewards for our economy from the newly established iHub initiative because each of the iHubs will serve as a regional network of public and private sector groups focused on promoting business creation, research, and investment."

The goal of the initiative is to harness the creative and entrepreneurial spirit of the state by encouraging regional collaboration between research institutions, start-up technology companies, local governments, venture capitalists, and economic development organizations with the common goal of creating jobs.

"The new ideas and technologies generated by the iHubs will help grow California's economy and bring the benefits of innovation to the marketplace more quickly," stated Secretary Bonner, whose agency developed the iHub initiative and will be providing program oversight. "This initiative will enhance California's global competitiveness and promote investment around our state's prominent research clusters."

iHub designees will provide a platform for research clusters, startup companies, government entities, business groups, and venture capitalists by leveraging assets such as research parks, technology incubators, universities, and federal laboratories to foster innovation and job creation statewide. This collaborative effort will be especially important to the ultimate success of fledgling enterprises within an iHub.

Additionally, iHubs stand to benefit from the generous financial commitment of $1.2 million made by California's Small Business Development Center (SBDC) network - part of the U.S. Small Business Administration's SBDC Program - which has steadfastly supported entrepreneurs and innovators statewide.

How Can CED Help Your Community?

Hospital Economic Studies

Warren Jensen

With our current health care financing system in America, rural health care organizations can struggle when they're unable to capture enough of the local, and sometimes limited, market.

Part of the solution for rural health care is current, reliable data and analysis of an organization's local market and the their role in that market.  The CED can help.  We have a special, low-cost package for health care organizations that illustrate their importance in their community.

A hospital economic study from the CED includes:
  • an economic impact analysis;
  • physician specialties supported by local population totals (using national average);
  • hospital-use leakage by market area or district residents;
  • population forecasts by age to determine if local demand for health care will grow.

In February 2010, Plumas District Hospital in Quincy hired the CED to conduct a hospital economic study for their facility.  "We've wanted this type of work to be done for some time," indicates CEO Richard Hathaway, "to have this information to pull off the shelf when you need to show the community your hospital's value.  We plan to share the document broadly with the community so they can become aware of the issues facing the hospital and the value we contribute - what the loss of our presence might mean."
 plumas hospital
According to the report provided by the CED, Plumas District Hospital is responsible for a net economic impact of nearly 13.4 million in labor income and 284 jobs, after the hospital district's property tax assessment is considered.  Not bad in a community with 2,044 private payroll jobs according the U.S. Department of Commerce's 2007 Zip Code Business Patterns.

"We [also] will  use the information internally for our strategic planning process-to keep that updated," continued Mr. Hathaway.

The base cost of a hospital economic study is only $5,000 and the information has proven to be incredibly valuable to CED's clients.
