New Year, New Opportunities
Despite the woes of the California State Budget and the dismal economic reports given at this year's Tri-County Economic Development Forecast Conference, there is much reason for optimism and hope that 2010 will provide more and better economic opportunities than last year.
As Dr. Eyler suggested at the Conference, we need to look around and explore those regional opportunities that might have been overlooked in the past. Here at the Center for Economic Development, we are actively exploring opportunities to link business needs with the academic and research talent at CSU, Chico, to both promote and propel economic growth in the region. We are engaged in a number of research efforts examining the economic impacts of new opportunities in the region, the results of which we look forward to sharing with you in the near future. We are also starting our planning for this year's County Profiles and Profile Workshops and looking forward to recruiting a new group of student researchers to assist us in these efforts.
Finally, we have inked an agreement with the Edward Lowe Foundation that will showcase many successful local companies and promote the economic opportunities in this region; I look forward to sharing information on this initiative in future newsletters as this program develops. So, while you may think that there are plenty of problems in our region, remember that in every problem there is opportunity. Let's not think problem - let's think opportunity!

10th Annual Economic Forecast Conference was a Success
The 10th Annual Tri-County Economic Forecast Conference was held January 14, 2010 at the Bell Memorial Union, at California State University, Chico and a remarkable success it was, too! With over 400 attendees, the auditorium was near capacity this year.
State Controller John Chiang bestowed a hard-hitting forecast about the next year in California, predicting that California's financial economy will continue to decline over the next year unless dramatic steps are taken. Sonoma State University economist, Robert Eyler, once again gave an outstanding presentation about the local economy. He suggested that the slow recovery actually presents a great opportunity because it can offer time to explore and create partnerships, conduct research, and look at economic development in a regional perspective; as written by Laura Urseny from the Chico ER.
Senior Economist Gary Zimmerman of the Federal Reserve Bank gave a forecast of the U.S. economy and the role the banking industry will play in the next year. Presenting on the positive impact of the thriving olive industry on the local economy were guest speakers: Gregg Kelley, President/CEO of California Olive Ranch; Jamie Johansson, owner of Lodestar Farms; and Pat Campbell, Vice President of Operations at Bell Carter Foods Company.

How Can CED Help Your Community?
Lake Tahoe Community Indicators

The CED recently completed a project providing research support, data collection and analysis, and a data report in support of the Lake Tahoe Watershed Sustainability Indicators Project. Community indicators projects such as this are designed to provide data and information to local decisionmakers that measure community attributes (i.e., economy, society, and environment); show if these attributes require policy attention (if they are either lower than they should be or are declining); and demonstrate the community's linkages between them (i.e., how the economy can support the environment, and vice versa). Community indicators reports are essential tools for effective community planning.
A final report will soon be released by the North Lake Tahoe and the Lake Tahoe South Shore chambers of commerce.
The project involved collecting data on fourteen economic, social, and environmental indicators across the basin. The unique challenge in this project was a service area comprised of small portions of five different counties, and separated between two states. Every state and county has its own systems (where they exist) for collecting and reporting data for which the state or county is responsible. For example, states are responsible for collecting and keeping school performance data and counties are responsible for reporting tax collections in sub-county areas. The CED utilized its unique knowledge of data sources and its experience through its long history of collecting data from various types of sources to compile what is now by far the most comprehensive set of data and information specific to just the two-state, five-county Lake Tahoe Basin.
Project partners included environmental consultants Huffman & Carpenter, which acted as the project lead and provided guidance on the environmental indicators. The Sierra Business Council was another partner and they added their expertise on indicator connections and local policy guidance.
