SBIR Reauthorization
SoCalBio Applauds the Reauthorization of the SBIR/STTR Program

 

SoCalBio MastOn Wednesday, December 14 Congress passed legislation to reauthorize the Small Business Innovation and Research (SBIR) and the Small Business Technology Transfer (STTR) programs that help innovative small businesses make products that will benefit the government and the private sector. The reauthorization includes many of the policy changes advocated by the  Biotechnology Industry Organization in collaboration with many regional bioscience associations throughout the U.S. such as SoCalBio. The list includes:

  • Raising the percentage that agencies would have to set aside for SBIR by 0.1% each year from FY 2014 through FY 2019 when it would be 3.2% more
  • Raising the maximum amount of grant funding for awardee businesses in the program's guidelines for the first time since 1982, from $100,000 to $150,000 for Phase I and from $750,000 to $1 million for Phase II. 
  • allowing companies (at an agency's discretion) to skip phase I (limited to DoD, NIH, and ED) and apply to get phase II grants
  • Adopting the Senate percentages for funds that can be awarded to businesses that are majority-owned by multiple venture capital firms, hedge funds, or private equity firms: 25% of SBIR funds from NIH, DOE, and NSF and 15% for all other agencies.

Amgen CEO Sharer, R&D Chief Perlmutter Stepping Down

 

SoCalBio MastKevin W. Sharer, chairman and chief executive officer of Amgen (photo right) since 2000, has announced his plan to retire from the Company at the end of 2012, following 20 years of service to Amgen. To facilitate an orderly transition process, Sharer will step down as CEO effective May 23, 2012, and remain as chairman of the Company's Board of Directors until December 31, 2012, SoCalBio Mastat which time he will retire from the Board and from the Company.... R&D chief Roger Perlmutter (photo right) will retire as executive vice president of research and development effective February 12, 2012.  Dr. Perlmutter will then work with Amgen as a consultant to aid in the transition until February, 2013 ...
