GOVERNOR SCHWARZENEGGER ADDRESSES OCBC DELEGATION
Sac trip1 Top OCBC business leaders met with Governor Schwarzenegger in his capitol office for lunch and a private briefing with administration officials on the budget, water, AB 32, regulatory reform and other business issues.

The Governor remains the State's top cheerleader but after many years of budget battles, knows that tough choices must be made to fill a $24 billion budget deficit.  The Governor foreshadowed some of the tax reform measures coming from the California Commission on the 21st Century Economy www.cotce.ca.gov to stabilize revenue volatility.

Sacramento Bee Columnist Dan Weintraub noted that the Governor has proposed the most fiscally responsible budget package to date but it's unclear what legislative proposal may move forward as negotiations continue.  On the other hand, Mr. Weintraub also commented that he supported the Governor's ballot measures for spending reform and tax extensions this past May and those went down in defeat! STATE CONTROLLER CHIANG AND COMMISSIONER POIZNER TACKLE STATE ISSUES
ChiangIn separate meetings, OCBC's delegation met with both State Controller John Chiang and Commissioner Steve Poizner on the budgetary woes and the curtailing of California's education and infrastructure system. Chiang, who was dubbed by Sac Bee Columnist Dan Weintraub as the likely "new dictator of California, deciding who does and doesn't get paid when the state runs out of money" provided OCBC one of the most impactful and thorough presentations on the state budget and the consequences of the very real cash flow crisis the state is contending with currently.

Chiang underscored the importance of no longer being able to run the state as is. With spending out of alignment and revenue far short of predictions, the state is weeks away from fiscally drying up. The controller pointed out that this is not a legal problem, the legislature passed a budget already but it was immediately out alignment with revenue shortfalls far below projected levels. He stated the budget debate is about getting the budget back into balance and it's going to require tough choices. [Read more]
OCBC ADVOCACY MEETINGS PACKED WITH INFORMATION, INSIGHT
sac groupOCBC held a number of high-level meetings with the Orange County legislative delegation and starting with a private briefing with Senate Republican Leader Dennis Hollingsworth on the state budget. It is clear the Senate Republican Caucus will push back on any proposals to increase taxes and advocate strenuously for cuts in spending. He also provided some good feedback on other priority issues for the Business Council, including critical interim measures to address water delivery in California, expanding tax credits to turn around housing markets, and expressed support for CEQA reform and other initiatives to deliver vital infrastructure cost-effectively.

The agenda also included a series of meetings with OC legislators who provided varied and individual perspectives on the budget process. Senator Lou Correa discussed the importance of balance, stating "We need to grow our way out of this recession. It's not going to get done by taxing or cutting alone." Senator Correa also highlighted his voluntary 10% cut in salary, noting it's difficult to see others pleading for relief when they haven't cut themselves first. [Read more]

Chick3In her first appearance to Orange County as National Recovery Act Inspector General, Laura Chick sat down with the Business Council and business leaders to discuss her new role as Inspector General.

Chick, formally LA City Controller, was selected by Governor Schwarzenegger to track, monitor and ensure accountability in the funds dished out to California under the American Recovery and Reinvestment Act (ARRA). As the stimulus watchdog for California, Inspector General Chick's three priorities are simple: deter, detect and disclose. [Read more]

2010 CANDIDATE FOR CALIFORNIA STATE SUPERINTENDENT TALKS EDUCATION WITH OCBC
torlaksonA diverse group of business and educators, led by OCBC's Workforce Development chair, Chris Harrington, of Toshiba, met with Assemblymember Tom Torlakson for breakfast at OCBC to discuss the current state of education.  Mr. Torlakson heard some terrific ideas for education reform including eliminating burdensome state and federal regulations that hamper local control and waste funding, eliminating or curtailing the use of tenure, including opportunities for students to learn online and schools receive funding for it, increasing 21st century technology in the classroom. 

Looking ahead as Torlakson vies for the 2010 California State Superintendent of Public Instruction, he believes in focusing on local needs and local visions in order to prepare and excite young people for jobs and career tracks. [Read more]
SCAG SB375 OUTREACH BEGINS IN ORANGE COUNTY
traffic OCBC's Lucy Dunn and Kris Murray attended a kick-off meeting at First American Title for the Southern California Association of Government's SB 375 Outreach Efforts in Orange County.   Coordinated by Curt Pringle & Associates, the meeting brought together a broad reaching group of Orange County elected officials, business and community leaders and city planners to discuss Orange County's future within SB 375. 
 
This group will continue to meet monthly to develop a strategy to reduce green house gas emissions while ensuring future jobs, housing and transportation growth throughout Orange County.  The group will aim to provide maximum flexibility and development choice, while protecting the quality of life enjoyed by those in our region.

OCBC MEMBER HOSTS SUSTAINABLE SOUTHERN CALIFORNIA SUMMIT
SolarOCBC staff attended Siemen's Sustainable Southern California Summit at the Ritz Carlton in Laguna Niguel last week. The event showcased The Golden State's leadership role in addressing climate change including the ROI and performance of green buildings and the ability to improve operational efficiencies through innovative technology.  Much emphasis was placed on cultivating renewable energy strategies to reduce our carbon footprint and to increase our nation's energy independence.

CAL STATE FULLERTON ADDRESSES ORANGE COUNTY's WORKFORCE NEEDS
CSUFOCBC's Workforce Development Committee hosted Cal State University, Fullerton's Chris Reese and Frances Teves who presented to the committee what Cal State Fullerton is currently doing to help address Orange County's growing workforce development needs.

CSUF estimates that by 2025, 41 percent of jobs will require a college degree, however, only 32 percent of adults will have achieved that by that time. In response, Cal State Fullerton is working on campus wide workforce development in addressing the achievement gap as well as building a strong and talented nursing workforce.

Health Care Reform: A National Priority
