Welcome to the fifth issue of the Chesterbrook PTA Chronicle!
 
President's Remarks 
 
January, February and March mark the high season for Chesterbrook PTA Fundraising, but that is stating the obvious (my specialty). Our PTA Budget -- unanimously approved by our parent membership community last September 22 -- set the goal of raising about 63% of our net profits from the Online Auction and the Fun Fair fundraising projects.  
Fun Fair:  A lot of PTAs will have bake sales and raffles sprinkled throughout the school year.  Chesterbrook PTA combines all of that, plus games and moonbounces and prizes into one volunteer-intensive fun-packed second Saturday in March.  Although this is a barefaced fundraiser, there is a very important community-building aspect to the Fun Fair as parents mingle and chat in the cafeteria and game rooms and students mingle, play games and eat delicious foods with their friends. 
Online Auction:  Until last year, what had been a Silent Auction concurrent with Fun Fair, is now exclusively online.  This is a fun way to get good deals for restaurant gift certificates, golf and travel packages, photography packages, kids items, unique things and services, etc.  In fact, I'm pleased to announce that ATK, a school partner, has donated two exclusive and, dare I say, priceless Family Golden Tickets for a Space Shuttle Launch Adventure.

The National PTA requires local PTAs to use the 3-to-1 Rule when planning fundraising activities.  For every fundraising activity there should be at least three non-fundraising projects aimed at helping parents or children or advocating for school improvements. 

Here is a partial list of non-fundraising projects that the Chesterbrook PTA either runs, funds, or provides volunteer assistance for:
  1. Discovery Gardens
  2. Art Appreciation
  3. Teacher Support
  4. Staff Development
  5. Support for Field Trips
  6. Technology Purchases
  7. Summer Quest Camp (this enrichment activity also makes money for the school)

  12. Grade-Based Educational Events (Fiesta Day, Colonial Day, Greco Day, Renaissance Day, Science Fair) that the PTA helps subsidize
  13. After-School Classes (Chess Club, language, art, yoga, drama, Girls on the Run, revenue- and cost-neutral)
  14. Yearbook Assembly (school manages the business part of this)

Among all the activities the PTA is involved with, I counted at least 100 non-fundraising projects!

Fairfax County Board of Supervisors (BoS) Advertise the Real Estate Tax Rate on Tuesday, March 9
 
Anthony Griffin, Fairfax County Executive, presented the FY 2011 Fairfax County Advertised Budget Plan presented to the BoS on Tuesday, February 23.  He suggests that 53.8% ($1.61 billion) of the county budget should go to FCPS.  This is a decrease of 1.0% ($16 million) from the FY 2010 level and $100 million less than the FY 2011 FCPS School Board Transfer request of $1.71 billion. 
 
The $1.71 billion FY 2011 FCPS School Board Transfer request is 5.0% ($81.9 million) greater than FY 2010.  It should be noted that the major sources of the $108.9 million increase over the FY 2010 FCPS budget comes from "unavoidable increases" such as membership growth, health insurance, retirement benefits and utility costs. 
 
The County Executive has recommended a proposed residential real estate tax rate of $1.09 per $100 assessed value and an advertised residential real estate tax rate of $1.12 per $100 assessed value.  This is a 5 cent and 8 cent increase from the FY 2010 tax rate.  The advertised rate will give the BoS flexibility as they mark-up the budget prior to the budget adoption on April 27. 
 
The March 9 date is important because the BoS will decide the upper limit of the real estate tax rate.  Each penny in the residential r.e. tax rate adds $18.7 in revenue to the county budget.  This past November many FCPS budget observers were arguing that a tax rate of $1.11 is necessary to "hold steady" while others suggested that a $1.15 tax rate is required just to achieve "equalization."
 
David Edelman, the NoVA District PTA Legislative Chairperson and a Kent Gardens ES and Longfellow MS parent, offers this analysis:  
Today, Feb 23, County Executive Anthony Griffin presented his proposed budget for FY2011.
 
He proposed a 1% cut in the Board of Supervisors transfer to FCPS over the FY2010 rate (which was already flat funded from the FY2009 rate, despite 9000 more students in last few years).  Based on a $176 million shortfall, the School Board had already found cuts of almost $100 million, but still needed an increase of $81 million over FY2010 in their FY2011 Advertised Budget.  According to Griffin, a 1% decrease would mean a CUT of $16.3 million from last year's schools budget, instead of $81 million MORE than last year's budget. 
 
The difference between Griffin's proposed and the School Board's request is $98.2 million.  Without the additional $98 million, all the potential programs on the chopping block will be eliminated - full-day kindergarten, elementary band & strings, all foreign language in elementary programs (FLES and immersion) - EVERYTHING!!!    And FCPS will need to expand class size AGAIN by 1-2 students per classroom - on average.  Your students' classes may see increases of 5 students or more, and some already have 30 kids per classroom.
 
Doesn't take into account state uncertainties to education funds.  Concurrently, in Richmond, the Local Composite Index (LCI) hasn't been officially unfrozen yet (still moving through the VA Assembly), and the State House and Senate committees have reported out funding measures that potentially cut funding to Fairfax by as much as $30-$50 million. 
 
Griffen proposes tax decrease.  The reason for these cuts to FCPS, according to Griffin, is a need to decrease local property taxes further.  Griffin recommended a $.05 tax rate increase - or maybe even a $.06 tax rate increase, and he suggested that the County's March 9th "advertised tax rate" - the one that they can't go surpass, despite uncertain state action - be only 8 cents.  Because housing prices have declined, even an 8 cent increase gives the County less revenue than in FY2010.  Significantly lower housing prices multiplied by a slightly higher tax rate means that the County, in effect, will be enacting a tax decrease (again, on average, affecting neighborhoods differently).  An increase of 8 cents doesn't even mean "equalization" - we'd need 11 cents increase for equalization (where the average household has the same average tax bill).
 
So despite increased student membership of 9000 students and significant state cuts to FCPS, the County has proposed a cut to FCPS.  This cannot stand. To save families $48 per penny tax increase, he has proposed gutting FCPS schools.  Griffen says that he cut the transfer to FCPS out of "fairness" - because other County programs were cut equally.  That way, the schools still receive 53.8% of County funding.  He did not make these cuts based on substantive needs of FCPS, or based on the education cuts already felt by State actions, but because it was "reasonable to share" the burden.
 
On the other hand, Griffen did announce that the County's shortfall wasn't over $300 million, but was only $257.2 million.  To balance the FY2011 budget, he suggested cuts to the County portion of the budget of $103 million (mostly from reorganizations, but some layoffs), as well as other "enhancements," reserve spending, and extra fees.  Included in "enhancements," he recommended bringing back to the car registration decal fee ($33 each), which would bring in $27 million.
 
If the County adopts Griffen's proposed cuts, but increases the property tax rate by 11 cents - equalization - and brings back the car decal ($33 each), there is enough money for a BOS transfer to FCPS of the requested $81 million over FY2010.  This would save all critical programs, instead of gutting FCPS.  Please act now.
So, according to David, the $1.15 real estate tax rate achieves equalization -- the average residential tax bill remains the same as last year given the expected average assessed value of residential real estate -- AND saves FCPS programs.

UPDATES ON THE FCPS FY 2011 Proposed Budget

The Fairfax County School Board has voted to adopt the Fairfax County Public Schools (FCPS) FY 2011 advertised budget of $2.3 billion, restoring some programs previously identified for elimination in the proposed budget. Restoration of these programs depends on whether or not FCPS receives adequate funding from the Fairfax County Board of Supervisors and the state. Details

VIrginia PTA Action Alert  Write Letters!
The Virginia PTA has an excellent tool that will help you as your write letters to your National and Commonwealth Elected Representatives.  Click HERE To Go To The Take Action Page.  I suggest that you either email them or write a letter and fax it to them.  I would avoid using the USPS to send them a letter because of the time delay as the letters go through enhanced security inspections.  They also do not like opening documents attached to emails because of security issues.

Snow Makeup Days

Wondering how Fairfax County Public Schools (FCPS) will make up snow days? FCPS Superintendent, Jack Dale, has recommended turning a teacher workday on April 12 into a full day of school for all students and adding 30 minutes to each school day-including early release Mondays for elementary students-from March 8 through June 21 to make up four instructional days lost due to inclement weather.  The Fairfax County School Board will consider this option, along with two others, at its meeting on February 17 and will vote at its meeting on March 4. The Cake Walk Committee has pre-ordered cakes from the Chesterbrook Safeway to be used as prizes during the Fun Fair's popular Cake Walk.  We use your donations to purchase delicious six-inch cakes from Safeway.  The donation is $5 per cake. Summer Quest 2010

We are in the final planning stages for Summer Quest 2010 and expect a formal roll out of class offerings by February 28th.  We will be offering a variety of morning and afternoon classes for each of the following weeks.
 
Week 1:  July 12 - 16
  |  Week 2:  July 19 - 23  |  Week 3:  July 26 - 30
 
Morning classes are from 9:00 AM to Noon and Afternoon classes are from 12:30 to 3:30 PM. 
 
We have classes for rising kindergartners to rising 7th graders.
Extended day care is not currently available.  Look for more information on February 28th!

Chesterbrook Girl Scouts Raise $600 for Haiti Relief

The girls of Cadette Troop 3576 want to thank Chesterbrook Girl Scouts for the generous donations made for Haiti Relief during the Girl Scout's Thinking Day Celebration on February 19th. Together, the proceeds from the raffle and "spare change for Haiti" collection totaled over $600.  It was touching to see so many young girls empty their piggybanks in order to help a nation of people they may never meet.  It's a nice example of how many small contributions can make a huge impact when brought together.
