SOQ X LCI = State Aid to Localities 
That formula is Richmond-speak for Standards of Quality multiplied by the Local Composite Index equals the amount each locality receives from the state for education. 
The Constitution of Virginia requires the Board of Education to prescribe standards of quality for the public schools of Virginia, subject to revision only by the General Assembly. These standards are known as the Standards of Quality (SOQ) and form part of the Code of Virginia. The Code requires the board to review the SOQ every two years.
There are . . .
"eight Standards of Quality, the second of which prescribes staffing standards (primarily for core instructional positions) for school divisions, which are the primary determinant of funding for eachof the state's school divisionseight SOQs, one of which determines staffing standards for school divisions.  The staffing standards are personnel ratios (students to personnel or personnel to students, sometimes expressed in per 1,000 student terms) and class size caps that both specify the numbers of personnel that each school division should employ and serve as the basis for determining, in large part, how much revenue each school division needs. Some personnel ratios are expressed in division-wide terms while others are expressed in school-wide terms. Personnel ratios exist for specific types of instructional staff and some support staff. Some ratios provide basic personnel while others reflect student characteristics, such as students with individualized education programs and students who are English language learners. Several are related to school characteristics, such as school size, or whether a school is an elementary, middle, or high school. In essence, the application of all personnel ratios to the numbers of students in schools and school divisions determines a roster of personnel for each school division, which can be multiplied by standard salary and benefit rates to determine the total cost for each school division. School divisions can choose to both employ additional personnel and pay all personnel at rates above those used by the state to determine the revenue needs of school divisions, although any added costs are likely funded through resources other than those specifically related to a particular ratio.
The LCI is a number between .1692 and .8000 that reflects a locality's (city or county) "ability-to-pay" or relative wealth.  A locality's property values, adjusted gross income, retail sales, total number of public school students, and total population are used to determine the LCI.  Fairfax County's LCI is .7126.  Arlington County's LCI is .8000.  Of Virginia's 144 localities, there are ten at the maximum LCI of .8000 and six localities with a LCI less than .2000. 
 
Because FCPS is the largest locality in Virginia and has one of the highest LCIs, we receive less than $2,000 per student in state aid while the state average is more than $3,800.

The Fairfax County Health Department will hold H1N1 Clinics next Monday, Tuesday and Thursday from 1:00 PM to 8:00 PM.  A total of 650 people on the CDC target list will be served each day. 
Clinics will be at the five Clinic Service Sites, except as noted above and on a walk-in basis.  The closest clinic to McLean is in the Seven Corners area of Falls Church at 6245 Leesburg Pike, Suite 500, Falls Church. 
The vaccine is voluntary and will be offered on a walk-in basis, FREE of charge.  Seasonal flu vaccine will not be available at these clinics.
