Welcome to the second issue of the Chesterbrook PTA Chronicle and our first using Constant Contact!
 
 

President's Remarks 

Confession:  A smile crossed my face a few months ago when I opened a check from my mortgage bank.  You see, the envelope contained a refund check from my escrow account.  It seems that with my property's lower assessed value and the failure of our local government to raise the tax rate/$100 assessed value, I paid lower property taxes. 

Why is this a confession?  Well, my good fortune meant that local government services were going to suffer, including Chesterbrook Elementary School and our staff and faculty.   I was part of the problem.
 
I guess that, in my own way, I'm also part of the solution, at least as far as Chesterbrook Elementary School's financial health is concerned.  With the success of our five fundraisers -- School Kits, Sally Foster, Book Fair, Online Auction, and Fun Fair -- all of us helped to somewhat offset Chesterbrook ES's portion of the school budget cuts.  Book Fair bought a ton of books for the library. Summer Quest -- not quite a fundraiser, but it does generate a profit, thank you very much! -- bought new laptop computers and upgrades for existing desktop computers.  From other money raised, the Chesterbrook PTA paid for the Renzulli website, field trips, instructional events, school handbooks and folders, staff development and teacher support, PE equipment and musical equipment, and something called "Core Instructional Materials." 
 
Without our PTA dollars paying for these things, 1) either the school would have to pay for them, in which case money better spent on staffing would be reduced; or, 2)  the school would be filled with obsolete computers; parents would have to pay higher fees for field trips; students would play with beat-up PE and musical equipment; and, all of the extra things that make Chesterbrook ES the "Go To" school would disappear. 
 
Are we going to become like California?
 
Did you know that around 1980 parents in some California school districts created non-profit foundations to help fund their public schools?  This is beyond the support provided by their local PTAs and PTOs.  Some of these foundations annually raise hundreds of thousands of dollars that they give to their public schools to make-up for chronic government underfunding.  Just one example: The Reed Union School District in Marin County is responsible for two elementary schools and one middle school.  The school system depends on the Foundation for Reed Schools to raise $1.3 million to pay for art, music, physical education, technology, and foreign language programs.*
 
That works out to 13,000,000 Box Tops, my friends!

FCCommunityBudgetDialogueFairfax County Tax Facts
1.  Virginia is a Dillon Rule state which limits a county's ability to diversify the tax base.
2.  This results in an over-reliance on Real Estate Taxes -- up to 64% of total General Revenue fund.
3.  FCPS receives 19% of its funding from the state and 74% from the Fairfax County government.  This is significantly less than the average 48% share that other Virginia school divisions receive from the state.
4.  This means that Fairfax County taxpayers send more tax money to Richmond than we get back for schools and government services. 
5.  Basically, a Residential Tax Bill is dependent on the property's annually assessed value (called equalization) multiplied by the tax rate per $100 assessed value.  If the assessed value is halved and the tax rate remains unchanged, the tax bill is also halved.  If the tax rate is halved and the assessed value remains unchanged, the tax bill is also halved. 
6.  Historical Perspective:  In 2002 (good times), the average assessed value of residential property in Fairfax County was $234,749, the tax rate was $1.23, whiich meant that the average tax bill was $2,887.  In 2006 (the last "good" FCPS budget year), the average assessed value was $448,491, tax rate was $1.00 and the average tax bill was $4,484.  In 2008 (the beginning of the big cuts in the FCPS budget), the average assessed value was $542,409, tax rate was $0.89 and the average tax bill was $4,827. 
7.  The estimates for 2011 are that the average assessed value of residential property will be $413,305, tax rate will be $1.04 (same as last year) resulting in an average tax bill of $4,298.

1.  FY 2011 $176 million projected shortfall:
a.  Projected revenue loss of $28.3 million.
b.  More students in FCPS
c.  Higher employee retirement costs
d.  Higher employee health care, insurance and utilities costs
e.  Cut an additional 788 position. 
2.  Spending assumptions:
a.  NO pay increase for school employees
b.  NO increase in per-pupil allocation
3.  FCPS is Efficient
a.  Cost per FCPS pupil is $12,898 (32% less than Arlington)
b.  Percent of Nonschool-Based Management to Total Positions is 0.89% (Arlington is at 2.3%)
4.  FY 2010 budget:  $170.0 million in cuts and costs avoidances including cutting nearly 900 positions
5.  FY 2009 budget:  $95.9 million in cuts and cost avoidances including cutting 423 positions
6. 
FY 2008 budget:  No new programs; with the exception of unavoidable increases, such as utilities and legal fees, baseline budgets were held at the FY 2007 approved level. Since revenue sources were limited, over $8.9 million was saved by denying departmental requests and holding per pupil funding at the FY 2007 level. This represented a savings of 0.6 percent on the county transfer.
Observation/Opinion:  Waiting for  Fairfax County residential property values to return to peak levels to solve the budget problems is perilous.  From a leadership/management standpoint, it is difficult to recover the  talent and institutional memory loss from previous budget cuts.  Parents-Taxpayers-Voters may become comfortable with underfunded schools that eventually will deteriote from world-class to just so-so.  This complacency is contrary to the PTA's mission to be . . .
  • A powerful voice for all children,
  • A relevant resource for families and communities, and
  • A strong advocate for the education and well-being of every child.

Chesterbrook Online Auction
The Chesterbrook PTA Executive Committee is pleased to announce that our Chesterbrook Online Auction staff is in place.  Julia Nelson and Greg Brandon will co-chair this important -- and fun -- source of revenue.  
Parents, friends and and area businesses support the auction with their donations and bidding.

The Chesterbrook Online Auction opens at 2:00 PM, Sunday, February 14 and closes at 10:00 PM, Sunday, March 7.  Winning bidders may pick-up their items during the Saturday, March 13 Fun Fair.

Last Day of PTA Book Fair 

Remember to stop in to the Chesterbrook Book Fair on Monday, November 2nd from 9 AM to 3:30 PM.  The inventory is re-stocked.  You can buy books and educational games as presents for the holidays and support Chesterbrook Elementary's library!  There are even Chinese Language books!
 
Fairfax County budget cuts have hit library funding over the last three years so please give your support so we can help bridge the gap and continue the strong support for our students!

Hotel for Dogs Family Fun Night
 

We have a reservation for you and your family on Friday, November 6th.  Check-In is 6:30 pm for the Family Fun Movie Event.We will watch Hotel For Dogs. Join your friends for fun in the cafeteria.  You won't need a suitcase, but pillows and blankets are welcome for sitting on the floor.  All children must be accompanied by an adult!

 

Don't forget, we will be doing our final collection of new and gently used Beanie Babies for soliders who will distribute them to children in Afghanistan.

Join Us for Thanksgiving Lunch

On Wednesday, November 11th, parents, sibling and other family members are invited to join their Chesterbrook student(s) for a Thanksgiving lunch with all the trimmings!   Our students love to have their family members attend the lunch, so please check your calendars and make every effort to attend. You should have received a letter in the mail from Chesterbrook which has the ticket order form and your child's scheduled time for lunch. We appreciate it when you buy the tickets in advance, as it allows our cafeteria staff to better plan for the event, but tickets will be available at the door, as well.

 

Many hands are necessary to make this lunch an enjoyable event for everyone and it's a great opportunity to put meaning into the "giving" part of the holiday. If you can volunteer some time to help set up on Tuesday and/or before or after your student's lunch, please take a look at a new volunteer link that is up (thanks to Greg Brandon) on our site,

 
 
Signing up to volunteer is very easy!  We need helpers for set up of decorations on Tuesday from 4:00 to 6:00, many helpers for serving the lunch on Wednesday either in half hour or more time slots beginning at 10:30, and a few for clean up right after the lunch for about an hour ending around 3:00. 

 

Helping serve Thanksgiving Lunch is a very fun way to get to know a lot of the other parents and kids at our great school. I hope to see many of you dishing up turkey, gravy, "pumpkin dessert", and all the other holiday goodies!  Please sign up to volunteer now!

Chesterbrook's Living Classroom

Chesterbrook fourth graders and families (on the weekends) are helping Fairfax County to create an environmental educational center in the land in front of the pumping station across from Chesterbrook school. This new space will have native plants, meandering paths, and places to sit. The upper field next to the pumping station will become an upland forest.

COMMUNITY OUTREACH 
Beanie Baby Drive

Remember the Beanie Baby craze in the late 1990's? Folks snapped up the plush items, pinning their hopes on future payout potential.  Today, as Marines patrol precarious areas in Afghanistan, Beanie Babies are sought after once again -- albeit for very different reasons. 
 
Many Marines carry small token items such as Beanie Babies, pencils or small note pads and hand them out to the children. They do this for several reasons: 
  • Humanitarian actions can engender a spirit of good will, improving the Marines' ability to accomplish their mission
  • Helps show that the Marines are there to help the citizens of Afghanistan rebuild their country
  • Helps spread joy to the Afghan children who have been amid a war for the past eight years 
The Chesterbrook PTA is collecting Beanie Babies for the Marines to give out to children in Afghanistan.  You can help with this effort by donating one or more new or gently used Beanie Babies when you come to the Family Fun Night on November 6th or by dropping them in the collection bin in the library any time up until November  6th.  Thanks for your support!

Community Caring for Carlin Springs Elementary

Our Fall collection for Carlin Springs is well underway!  Many thanks to the families who have already donated.  If you haven't had a chance to donate to our sister school, but would still like to, we'll be accepting and delivering items throughout the fall.

 

Carlin Springs Elementary is an Arlington County model  "community school." The school facility is used as a base to support students and their families (a large percentage of whom qualify for free and reduced lunches) by addressing not only academic needs, but also social, emotional, and health needs through linkages to community partners.

 

In 2007, Carlin Springs received the National Award for Excellence from the Coalition for Community Schools. The award recognizes the school for focusing on results, offering extended learning time, encouraging family and community involvement and addressing real student and family needs.  The Chesterbrook ES community has played a large role in addressing the needs of Carlin Springs' students and families that cannot be met by the school. 

 

Each year, Chesterbrook families provide jackets, mittens and hats for the many students who come to school without them; school supplies that many families cannot afford; and grocery gift cards for the neediest families during the Thanksgiving and December holidays.  Your support has been a valuable component in the dramatic success of this community school model.

 

Throughout the Fall, we will continue to accept donations of scissors, pencil sharpeners, index cards, pocket dictionaries, calculators, new hats and gloves (ages 7-12), new boys and girls underwear (sizes 5-12), and new or gently-used jackets (sizes 6 and above only please).  These donations may be placed in the bin marked "Carlin Springs," outside the Media Center.  In addition, in preparation for the Thanksgiving and December holidays, we will begin accepting donations of grocery store gift cards in any denomination, though several cards in smaller denominations help to divide the card evenly amongst the neediest families.  Please place gift cards in an envelope marked Shawna Saaty/PTA School Outreach and send through backpack mail.

 

While we appreciate the incredible outpouring of support for our sister school, we encourage families to donate only those items that have been requested and to make sure that used items are clean and in good condition.

 

Finally, many thanks to Theresa Hehir and her son Chris Schram for making our first delivery of more than 20 coats, 15 sweatshirts, more than 30 sets of hats and mittens, dozens of colored folders, and notebooks to our friends at Carlin Springs.

Passport Days Volunteers Needed

The first presentations for Passport Day will take place November 17th and November 19th. Although we already have some exciting speakers lined up, we are still looking for volunteers for November 17th.

Volunteers Needed for the Health Room

 

The Chesterbrook Elementary School Health Room is seeking parent volunteers for assistance when the school is conducting vision/hearing screenings, for occasional help if Mrs. Matammu, the Chesterbrook School Health Aide, is scheduled to be out (e.g., for a doctor's appointment), and to help with administrative duties.  In order to participate, volunteers must go through free training conducted by the Fairfax County Health Department.

Health Room Needs Spare Clothes

 
Occasionally, students need a change of  clothes during the school day.  The Health Room's supply of clothes is low and could use don-ations of fall/winter clothes for boys and girls in all sizes with 5-6 year old sizes of underwear, pants, socks and shirts being needed the most.   Please send clean clothes to school and clearly mark that they are to be sent to the Chesterbrook Health Room.  Also, if your child borrows spare clothes from the Health Room, please be sure to wash and return them to the school so another child can use them!  
 
Thanks!  Your donations could mean the difference of a child going back to class instead of having to wait for clothes to be dropped off by the parent.

Library Committee Volunteers Needed

The Library Committee helps to shelve books and perform other support functions for Chesterbrook's Media Center. This is a great volunteer activity for parents of students new to Chesterbrook as it's a great way to learn more about the activities in the media center and in the school. You can choose your schedule! The commitment is only one hour a week every two weeks. Of particular need are shifts for Tuesday afternoon, Wednesday morning and Friday morning (Friday is only needed monthly). If you are interested in helping out in the library and/or finding out more about the Library Committee, please contact Beth Lord at kinglord@cox.net

Spotlight on Chesterbrook's Front Office Staff

This month, I interviewed Chesterbrook's Front Office Staff: Nancy Thomas, Linda Barnard, Deborah Pereira and Kay Park. They always have an answer when someone needs something.  They know the school inside and out.  If you add their time of service together, they have contributed nearly 65 years to making  the Chesterbrook Office run smoothly.  Please read on to learn more about these incredible ladies and the work they do at Chesterbrook. 
Meet Nancy Thomas
Chesterbrook's Finance Administrative Assistant

How long have you worked at Chesterbrook and what are your general responsibilities?
 
I have worked at Chesterbrook for 15 years, but have worked for FCPS for 27 years.  My main responsibilities are serving as the admini-strative assistant to the principal, office manager, handling the school finances, and ordering the materials and supplies needed to run the school. It is an interesting and fun job because it includes so many different opportunities to work within the school.

What is your favorite thing about working at Chesterbrook? 
 
My favorite thing about Chesterbrook is being with the children, helping the administrators, and working with other staff members and teachers.  We have a great
PTA which makes it very pleasant to work here. The supportive atmosphere makes it a pleasure to come to work.
 

How long have you lived in Washington, D.C. area? 

Our family moved to Oakton, VA over 30 years ago from Michigan. We still call Michigan home after all these years as we grew up there and still have family there.

Tell us about your family.
  

Our children, two boys and one girl are married and all have children of their own.  We have a total of 6 grandchildren.  Three live in West Virginia but fortunately we get to see them quite often.

 
What do you do when you're not at Chesterbrook?
 
On the weekends and whenever we have a holiday, I love to cook and entertain.  Even occasionally during the week, I find time to do a special dinner.  I also love to babysit those grandchildren and take them to special places.
 

Do you have advice about how to be successful at Chesterbrook?
 
My advice to families when they come to Chesterbrook is to get involved with the PTA and the activities here at the school and they will feel a part of the community and the children will adjust quickly.

Meet Linda Barnard

How long have you worked at Chesterbrook and what are your general responsibilities? 
 

I have worked at Chesterbrook for 23 years. I am responsible for enrollment and student record keeping for our school. My other responsibilities (among others) include inputting: staff leave and time for substitutes, custodians and cafeteria; work order requests for any maintenance repairs that our custodians can't fix; and community use requests.


What is your favorite thing about working at Chesterbrook? 

I love being in the main office, since I have the opportunity to interact with students, parents and teachers.

 

How long have you lived in Washington, D.C. area? 

 

I have lived in the Washington DC area for 31 years.

 

Tell us about your family 

 

My husband, Bill, used to work for the US government, but he has been happily retired for almost a year and is spending some of his free time volunteering at Hospice. My son, Rick, and his wife, Dani, live on Hardy Drive with their two boys - Jake (5) and Nick (3). Jake is in kindergarten at Chesterbrook this year which is really fun for me! My daughter, Betsy, married a Scottish boy, Graham Cox, and lives in England with her 1 year old daughter, Heather. 

What is your favorite book?

What is your favorite food?
 

Just ask anyone in the office - there isn't much that I don't like, but I love chocolate!

  

Do you have advice about how to be successful at Chesterbrook?
 

To have a successful experience at Chesterbrook, I encourage parents to be involved with the school. If possible volunteer in some capacity, but if that isn't an option, ask your child about school and make sure they know you value them and education.

How long have you worked at Chesterbrook and what are your general responsibilities?
 
I have worked at Chesterbrook for 17 years.  My general responsibilities are maintaining attendance and tardy records, helping to organize field trips and obtaining buses for those trips, compiling and publishing the Byline each month, coordinator for the Impact Aid Survey, and various other assignments as needed.

 

What is your favorite thing about working at Chesterbrook?

 

The wonderful parents and children I get to know, and the dedicated staff I work with each day.  Our teachers are amazing!

 

Do you have any advice you'd like to give to families about having a successful experience at Chesterbrook?

 

I would say first and foremost that you need to become involved in your child's classroom, and to take advantage of all the wonderful activities that the PTA has to offer.

 

What is your favorite book?

 

The Help by Kathryn Stockett and Winnie the Pooh by A. A. Milne.

 

How long have you lived in this area? 

 

I was born in Washington, D.C. and have lived here all my life except for one year when I lived in Portugal.

 

Tell us about your family   

 

I have two wonderful children:  Nicholas who is married and lives in Richmond.  He is an electrical engineer.  And Tiffany, who works as an Instructional Assistant at Chesterbrook while studying to get her Masters in Education.

 

What is your favorite food? 

 

My favorite food is any kind of seafood, summer fruits, and veggies.

Meet Kay Park

How long have you worked at Chesterbrook and what are your general responsiblities?
 
I have worked at Chesterbrook for nine years.  You can see me in the front office and also in the library.
  

What is your favorite thing about working at Chesterbrook?

 

I love managing the green slip process, especially in the morning.  I also love working in the library, checking in books, especially the ones that are overdue!
 

What would you want with you if you were stranded on an island?

 

The Little Prince by Antoine de Saint-Exupery, Travel With Charley by John Steinbeck, and a World Atlas book accompanied by any sweet treats will be my survival kit if I am stranded alone on an island in the Pacific Ocean.
 
How long have you lived in this area?
 

 

A little bit of everything like wonderful weather, museums, and people have kept me living in this area for 26 years.
 
Tell us about your family   

 

My wonderful son, Curtis, will earn his Bachelor of Arts in music and a minor in creative writing from VCU in December. He sings, composes music and plays six instruments!   Curtis is also the lead

guitarist for a band in Richmond.

SHORT NOTES
Halloween Safety
Select Halloween Costumes Carefully - As we get ready for a fun night of trick-or treating, here are some tips for selecting the safest Halloween costumes:

  • Billowing Halloween costumes and lit Jack-'o-lanterns are not always compatible.  If you buy costumes, look for ones labeled as "flame resistant."   If you make your own, don't use tissue paper, paper towels, or gauze since these materials can easily catch fire.  
  • Select light colored garments, if possible, that will be visible to motorists.
  • Make sure costumes are short enough so they don't drag on the ground or cause your child to trip and fall. 
  • Don't overlook shoes.  Mom's high heels may look great but may be too wobbly for kids to wear.
  • Some costume accessories can cause eye injuries and are best left at home. Avoid dangerous accessories such as sharp or pointed swords, scepters, canes or knives; all should be made of a soft, flexible material.  Accessories such as scarves and hats should fit and be tied properly to avoid obstructing your child's eyes. 
  •  If your child wears a mask, make sure it doesn't block his vision.  It should be secure and he should be able to breathe through it easily.  If your child uses makeup instead of a mask, make sure it's labeled as FDA-approved.

Picture Day Makeup Day is November 12th
 

Did your child miss picture day or you didn't like your child's photo?  November 12th is the missed picture day.   The makeup day is for any student who was absent on October 9th or a student who purchased a portrait package and was not satisfied with the picture taken on October 9th.   Photos taken on October 9th/November 12th will be included in the yearbook. Don't miss out!

Advertising Guidelines

If you would like to include an ad in the Chronicle, please email editor@chesterbrook.org. In keeping with our goal to support the Chesterbrook community, classified ads must be relevant and fit within these guidelines.   

· Ads will be placed on a space available, first come first served basis. We reserve the right to edit or refuse any classified ad.

· Ads are offered free of charge to Chesterbrook students, staff, parents, or alumni.

· For businesses not associated with Chesterbrook students, staff, parents, or alumni, we only consider ads that have an educational value or would be of benefit to our member community.  A $10 donation to the PTA is requested with each ad.
