The Chesterbrook Chronicle
TopofPageChesterbrook PTA January 2010
Left facing chipmunkDear Parents,

Welcome to the fourth issue of the Chesterbrook PTA Chronicle!

President's Remarks
Janie Strauss, our Dranesville School Board Member, will speak about the FCPS budget during our Tuesday, February 9th PTA Meeting (7:30 PM).  I encourage everyone to attend this meeting.  If you can't make it to our PTA Meeting but are still interested in learning more about the FCPS budget, consider attending the Saturday, February 6 School Board Forum at the George C. Marshall High School from 9:00 AM to Noon.

I attended the Cluster I Parent Advisory Committee Meeting last night at Langley HS.  Marty Smith, Cluster I Assistant Superintendent invited three Cluster I principals -- Judy Baldwin, Hutchison ES, Carole Kihm, Longfellow MS, and Matt Ragone, Langley HS -- to participate in a panel discussion.  They focused on the effects of cuts at the schoolhouse and classroom level, including:
  • Increase the student-teacher ratio by 1.0 (this year).  The real effect of this is that faculties will be reduced.  At Longfellow MS, it would result in five fewer teachers.  Some of Chesterbrook's classrooms have a small area in terms of square footage.  More students crammed into a small classroom with one teacher and maybe one Instructional Assistant (their numbers may be reduced) does not a good teaching environment make.  At the ES level, it will almost certainly result in more combination classes with students from two grade levels sharing the same teacher in the same classroom at the same time.  Unacceptable.
  • Assistant Principals (AP) may be reduced.  These important professionals do a lot:  Data Analysis; Test Administrator; Mentor; Safety & Security; Discipline, etc.  Safety & Security and Discipline means dealing with unruly students.  This is a particular concern at the middle and high school levels, obviously; but, then most of our Chesterbrook students will matriculate to Longfellow MS and then McLean HS.  Scenario:  A teacher with a class of 36 students (not an uncommon size in some Longfellow MS and McLean HS classes) is having a problem with a student (not yours, not mine) and needs some help.  The AP is busy elsewhere leaving the teacher to "deal with it" while the other students suffer through the boorish behavior of one student.  Unacceptable.
  • Cuts to Central Office Staff, Assistant Principals and Teachers means that the last hired is the first fired -- seniority rules in academia.  Scenario:  A Teacher has worked her way up through the ranks, attaining a Masters degree and Ph.D. and is now in the Central Office.  Her position is eliminated.  What happens to her?  She goes back to being an AP.  The AP she replaces goes back to being a Teacher.  The young, energetic Teacher the AP replaces goes to Montgomery County.  Unacceptable.
Uncertainty about job security within the faculty does not make for a good workplace environment.  Yes, we have excellent, dedicated professionals teaching our kids.  But, they don't do it for free.  Most, if not all of our Chesterbrook Teachers, spend extra time in the school outside regular wokhours and still take work home with them.  Many MS and HS teachers sponsor/mentor after-school activities until 4:30 or later and then take work home with them.

I hesitate to imagine what would happen to the quality of life in Fairfax County if teenage students are left with fewer and fewer after-school activities to participate in.  The Fairfax County Youth Survey reveals that students who participate in after-school activities, which includes freshmen sports, show fewer risky behaviors -- drinking/driving, drugs, sex, truancy, gang activity.  Maybe not your kids and hopefully not my kids, but somebody's kids will be getting into trouble and that is going to affect the quality of life in our Fairfax County neighborhoods.

Allow me to back-up a bit.  Marty Smith lead off the meeting last night with a discussion about Professional Learning Communities (PLCs).  The previous link does a good job of describing this team-oriented staff development environment that Principal Bob Fuqua has created within the schoolhouse, and indeed, all of our FCPS principals attempt to create.  Marty has created a PLC among his twenty-two Cluster I principals.

PLCs depend on more than just meetings, though.  Teacher Leadership Grants, Tuition Reimbursement, Instructional Coaches, and National Board Certification -- all programs that will be cut to "save" $7.1 million -- are integral to cultivating vibrant PLCs.  A cohesive, low-turn-over faculty lead by experienced administrators who are attuned to the school community is, perhaps, most important of all.  We are lucky to have this at Chesterbrook ES.

Greg Brandon, Chesterbrook PTA President

Cluster 1
What is a cluster?  A cluster is composed of three pyramids.
What is a pyramid?  A pyramid is typically composed of one high school, one middle school, and four to eight elementary schools.  The elementary schools feed to the middle school and the middle school feeds to the high school.  Some pyramids have a secondary school that includes grades 7 to 12.  Some pyramids include alternative schools, career centers, or career academies.  Thomas Jefferson High School for Science and Technology is in the Annandale HS Pyramid in Cluster 3

Fairfax County's 173,573 public school students are enrolled in one of 139 elementary schools, 22 middle schools, 21 high schools, 4 secondary schools, 3 alternative high schools or 8 special education schools that are organized into eight clusters.  Each cluster office provides leadership and supervision to the schools in the cluster and acts as liaison to schools and communities. School principals report directly to the appropriate Cluster Assistant Superintendent.  Cluster Assistant Superintendents' duties include:
  • Monitors, assesses, and evaluates school effectiveness to ensure that a high-quality instructional program is provided for all students.
  • Monitors student achievement and implementation of the Program of Studies.
  • Directs the provision of student services.
  • Evaluates principals.
  • Responds to parental concerns that cannot be resolved at the local school.
Cluster 1 includes the Herndon, Langley and McLean High School Pyramids.  As of December 2009, there were 20,102 students in Cluster 1 schools.  To put this in perspective, the Richmond Public School system has 24,226 students; the Arlington County Public School system has 20,130 students; and, the Alexandria Public School system has 11,225 students.

See videos and pictures of parents and students who participated in a budget crisis rally in Churchill Road Elementary School's gym held on Sunday, January 24th to urge state legislators to unfreeze the Local Composite Index (LCI), an action that could slash the $175 million anticipated 2011 school budget shortfall by more than one-third. Class sizes will be even larger next year if we don't take action now!   <Read More>

FCPS FY 2011 Proposed Budget

FCPS LogoDr. Jack Dale released his FY 2011 Proposed Budget last week.  Here are a variety of budget presentations that should serve to inform you about what parents, teachers, administrators -- but most of all, students, are facing come July 1, 2010.

FCPS Proposed Budget Highlights

On Thursday, February 4th, the School Board adopts the FY 2011 Advertised Budget.  Typically, the School Board's Advertised Budget isn't much different from the Superintendent's Proposed Budget.  However, with all of the grassroots interest in maintaining world-class schools and the testimony of hundreds of citizen-parents, maybe the School Board will make some favorable budget decisions before they present the FCPS FY 2011 Budget to the County Board of Supervisors on Tuesday, April 6.

Meet Jennifer Barrett,
 New Chesterbrook PTA Secretary

Jennifer is the mother of Jack (2nd grade) and two-year old twins, Tommy and Caroline.  In January, Jennifer was elected to serve as PTA Secretary for the remainder of Amy Hollingworth's term (since Amy's family has moved out of the McLean area).  Jennifer volunteered for the Book Fair and donated to the PTA's Online Auction.  She volunteers in the classroom having served last year as a room parent, a regular center volunteer and in Strategies Lab.  Outside of Chesterbrook, Jennifer is also involved in her twins' preschool.  From a work perspective, she is a representative for Kelly's Kids children's clothing.  Prior to that, she served as an Assistant Chief Accountant in the Enforcement Division of the Securities and Exchange Commission.  Jennifer and her family moved to McLean from Arlington in December 2007.  Welcome Jennifer!

Care Package for the Troops
Miss Dickerson's Sixth Grade Class Donates Much-Needed Items to U.S. Troops

By: Kristen K. Tiscione

Despite twenty inches of snow and weeks of delay, Miss Dickerson's class held its annual holiday party on January 4th.  In the spirit of the giving season, students contributed many small items needed by our troops stationed in
Iraq and Afghanistan.  Donated items included tea, hot chocolate, snacks, toothpaste, dental floss, shampoo, hand wipes, hand sanitizer, Chapstick, DVD's, and more!  Each student also sent a personal holiday greeting card to a soldier.

The donations filled three large boxes, and we shipped them off this week to WashingtonState, where they will be sorted into care packages and sent overseas.  Thanks to all who participated in this worthy cause.  For more information on donating items for U.S. Troops, visit the following website: http://www.ustroopcarepackage.com/.

Thanks to Mr. Fuqua and Miss Dickerson for their support in this effort!

Website Editor, Friday Digest Editor, Email Database Manager and Chipmunk Avenue Manager Needed
By:  Greg Brandon

These four PTA positions/functions can be divided between two or three people or performed by just one person.  All four positions/functions are necessary to keep our Chesterbrook communication and fundraising empire in good working order.
  • Website Editor:  Prepare stories, calendar events, webforms and other items to keep the website up-to-date and relevant for our parent community.  Website  stories, events, etc are the primary source for the "top-of-the-list" Friday Digest items.  Creating and inserting PayPal "Add to Cart" buttons into certain stories is part of the job.  Volunteer will need to learn Drupal, a powerful and FREE open-source content management system that is maintained and developed by thousands of users and developers.
  • Friday Digest Editor:  Collect information from a variety of sources -- Chesterbrook PTA Chairs and webpage, National, State, District, Council PTAs, McLean Community Center, FCPS, CDC, Smithsonian, various non-profits -- that have interesting and timely items that are of interest to the Chesterbrook Parent Community.  FD items can be accumulated over the course of the week to meet the Friday evening deadline.  FD can be scheduled for automatic release while your familiy is at the local pizza joint.  Learn Constant Contact email system.
  • Email Database Manager (EDM):
  • Our email database, which resides within the Chesterbrook PTA website, is an important and valuable asset which requires maintenance.  The EDM's busy time of year is August, September and October as new PTA members join and students move up in grade.  Making sure the PTA members update their Online Directory Profile/Accounts or updating their profiles/accounts for them is important to make sure the online and paper directories are accurate.  Balancing the school's database against the PTA's database assures that all families who want to be included are indeed included.  The email database is shared with the Constant Contact email list.  The EDM works with the Family Directory Editor.
  • Chipmunk Avenue Manager:  Works with the School Kits Chair, VP, Membership, After-School Activity Managers, and Summer Quest Chair to create/update products/services, handle phone orders, manage customers and coordinate website stories to promote Chipmunk Avenue products/services.

Good News:
These jobs can be done at home wearing bunny slippers or on your laptop at the local Starbucks, your choice.
More Good News:  Training is available for all of this.

Spotlight on Chesterbrook Staff

By: Elizabeth Ende

This month, I interviewed Chesterbrook's Chinese FLES Teacher, Annie Chou. Please note that Foreign Language is an important program in the elementary schools which is at risk of being cut from the budget next year. If you're interested in speaking up on foreign language instruction and other programs, please see the Churchill Road Budget Crisis Rally Article above.

Please read on to learn more about Annie Chou and the Chinese FLES program at Chesterbrook.
 Meet Annie Chou
Chesterbrook's FLES Teacher

                             Annie Chou

How does the Chinese FLES program work?

The FLES (Foreign Language in Elementary School) is organized by the department of foreign language. I teach first, second and third grade this year. I meet the students twice a week and half an hour for each lesson. The teaching is all done in Chinese. Students start to appreciate learning Chinese and try to understand my instructions. This year, I will incorporate math skills and concepts, language arts and vocabulary from social studies.

With increasing awareness of language importance and Mandarin being the number one most spoken language in the world, many schools in big cities are starting to offer Mandarin classes. I feel fortunate to be able to work at Chesterbrook, a place where parents and students know the importance of learning languages.

How did you get interested in teaching Chinese?

I have a background in economics.  I developed an interest in education when I took some classes as my elective in my final year at the university. Before I graduated, I was offered to be a foreign language teacher in Japan for three years (teaching more of the cultural aspects); however, I didn't take the job, but moved back to Taiwan.  I became a certified school teacher in Taiwan. I was hired to teach English language to the students. After few years of teaching, I felt that I could learn more about language teaching so I went back to school. My role as a language teacher at Chesterbrook is similar except that I am teaching Chinese to English speaking students instead of English to Chinese speaking students.

What kind of background is needed to be a foreign language teacher?

I am getting my Masters' in Teaching with the endorsement in K- 12 English as a Second Language.  I had to take a language test in Chinese in order to be eligible to teach Chinese.

Any advice to families on how they can help their children in the learning of Chinese at Chesterbrook?

Chesterbrook students are reading from the Better Chinese book collection. There is a CD in each collection box. Children are welcome to borrow the CD and follow at home!  Please also check out some of the suggestions below from Chesterbrook parent, Susan Garrahan.

What are some of your favorite projects that you work on with Chesterbrook Students?

We are working on the family members in Chinese. Students are making their own story books.  I hope that they will tell their parents and friends about these books.  We are also reading about weather words, fruit and are learning some expressions. Students listen and repeat after me for a few times and some of the students even try to read it out loud by themselves. That always makes me smile!

What is your favorite food?

I love Asian food such as Vietnamese, Korean, Chinese and Thai, but believe it or not, I usually prefer eating Japanese food or pasta!

Tell us about your family and your background.

I was born in Taipei, Taiwan.  I have two younger sisters and we lived in Montreal, Canada until I graduated from the university.   I believe the move was a big change in my life.  I was fortunate to have the opportunity to learn French, a romantic language that is completely different than Chinese.  I thought that everyone in Canada spoke Chinese when I first arrived and I was surprised that I had to learn French on my first day of school!

Scientists believe that learning a second language "boosts" brain-power. I believe learning other languages open up our mind and our ways of thinking. When you learn a language, you learn about its culture and history as well!

My husband and I came to Virginia three years ago. We were in France when we first met and found out that we were both teaching and living in Taiwan. We decided to move back to his home town three years ago.  We are very glad and happy to move out of his little hometown to FairfaxCounty.  I have a son who is 26 months old.

How can Chesterbrook Parents support their children's  FLES Chinese Language Studies?

Check out this article written by Chesterbrook parent, Susan Garrahan:

My daughter and I started taking a pre-school level Mandarin class together when she was about 3.  That taught us some vocabulary and some children's songs.  Listening to the Children's songs can be very helpful - especially if you have English and Pinyin (read on to learn what pinyin is) lyrics to follow while listening.  There are two good catalogues/websites that sell CDs and DVDs with such songs:  China Sprout (www.chinasprout.com) and Asia for Kids (www.asiaforkids.com).  (One of these has a difficult website to navigate, so request a catalogue if you get frustrated.)  These companies sell a lot more than music, too!

Now that my daughter is learning Chinese at Chesterbrook, her pronunciation is much better than mine.  But I find that I can still help her practice vocabulary thanks to a couple of resources that might interest other Chesterbrook parents.  One is a book from DK Publishing called Get Talking Chinese:  Mandarin Chinese for Beginners.  I bought this at the Chesterbrook Book Fair!!  It has a CD to use with the book.  And it begins by teaching you how to read/pronounce Pinyin - the roman alphabet representation of chinese written language.  Once you can "read" pinyin, you can use tools like Usborne Books First Hundred Words in Chinese (a picture dictionary) or flash cards.  Asia for Kids also sells lots of classic children's board books in bilingual versions:  English, Pinyin and Characters (like Brown Bear, Brown Bear).

These same websites also sell very nice products that help teach about Chinese festivals and culture.  One of my favorite books about festivals is Moonbeams, Dumplings & Dragon Boats by N Simonds, L Swartz & The Children's Museum of Boston.  One of my favorite author-illustrators is Grace Lin.  The TV series Ni Hao, Kai Lan is great for teaching younger kids about chinese culture, and episodes are now available on DVD.  And a cute story about the Chinese Zodiac is The Great Race;  The Story of the Chinese Zodiac by D Casey.  Amazon and other on-line booksellers are another source for all these items.

I'd love to know if these suggestions are helpful to other parents, and I'm happy to share more ideas or get suggestions from other parents, too.  I can be reached at [email protected]
