The Texas Head Start Association (THSA) is planning for the 27th Annual Texas Head Start Association Training Conference, held July 28 through August 1, 2012 at the Grand Hyatt in San Antonio, Texas. The theme is "Head Start Taking Quality To The Next Level For Texas Children, Families and Communities." The conference chairperson is Dr. Sharon Small, CEO of PCI.  The following programs are assisting:  City of San Antonio, Center for New Community-Early Head Start, Avance and Region 20 Education Services.

Washington -- Press Release: U.S. Department of Health and Human Services (HHS) - Apr 19, 2012

capitolHHS Secretary Kathleen Sebelius announced the availability of Head Start funding in 97 Head Start service areas across the country. These funding opportunities are consistent with new criteria for quality and accountability in Head Start programs announced by President Barack Obama in November 2011. These criteria were established through new rules that require, for the first time ever, that Head Start grantees that fail to meet rigorous quality benchmarks compete for continued federal funding. The funding opportunities are open to all eligible organizations, and applicants have 90 days to submit their Head Start grant proposals online.

 

"It is our top priority to ensure our Head Start children receive the high-quality services they deserve in order to reach their highest potential in school and in life," said HHS Secretary Kathleen Sebelius. "We are committed to funding only those organizations that can provide the highest-quality services to our children and families."

 

Yvette Sanchez Fuentes, director of the Office of Head Start, said the first goal of Head Start is to "put our nation's low-income children on a road to school readiness. We're keeping our commitment to America's children and holding programs accountable for their services. Our children deserve the best early education services today in order to be the leaders of tomorrow."

On the Road to School Readiness 
                       

The Head Start Approach to School Readiness means that children are ready for school, families are ready to support their children's learning, and schools are ready for children. All agencies are required to establish school readiness goals which are defined as "the expectations of children's status and progress across domains of language and literacy development, cognition and general knowledge, approaches to learning, physical health and well-being and motor development, and social and emotional development that will improve readiness for kindergarten goals" and that "appropriately reflect the ages of children, birth to five, participating in the program" (45 CFR Chapter XIII Head Start Regulation Part 1307.2 and 1307.3 (b)(1)(i), as amended). 

 

Head Start recognizes that parents are their children's primary teachers and advocates. Programs are required to consult with parents in establishing school readiness goals (45 CFR 1307.3 (b) (1) (iii), as amended).

 

The Head Start Approach to School Readiness encompasses three major frameworks to provide the foundation for implementing systemic and integrated  comprehensive child development services and family engagement efforts:

 

Parent and Family Engagement

Families play a critical role in helping their children to prepare for school and a lifetime of academic success. Agencies are required to consult with parents in establishing school readiness goals (45 CFR 1307.3 (b) (1) (iii), as amended). Programs should engage parents and families in their children's development and learning. Research indicates that:

* Children with supportive home learning environments show increased literacy development, better peer interactions, fewer behavior problems, and more motivation and persistence during learning activities.

* Among the youngest children, daily parent-child reading from infancy prompts cognitive skills as well as early vocabulary gains that lead to more reading and vocabulary growth.

* Continued family engagement is important through the school years. Longitudinal studies of low-income children show that high family involvement offsets the risks of children growing up in low-income households and in households with low parent education.

 

The Parent, Family and Community Engagement Framework can be used in program-wide strategic planning, program design and management, systems of continuous improvement, professional development for staff, and with governing bodies and parent groups. It can be used to help improve program services or to inform community partners about Head Start parent and family engagement goals and the importance of those goals for school readiness. To learn more about the PFCE Framework click here.

 

Understanding and Using CLASS for Classroom Quality

 

 

The Improving Head Start for School Readiness Act of 2007 requires that the Office of Head Start (OHS) include in the monitoring reviews of Head Start agencies a valid and reliable research-based observational instrument that assesses classroom quality, including the assessment of multiple dimensions of teacher-child interactions that are linked to positive child outcomes and later achievement. One such observational instrument, Classroom Assessment Scoring System (CLASS), will be used for that purpose.

 

WHAT IS CLASS?

CLASS is an observational instrument developed at the University of Virginia to assess quality in pre-school classrooms. CLASS assesses interactions between children and teachers, and can be used for professional development to improve teaching strategies and classroom quality. 

 

CLASS focuses on teacher-child interactions - processes - rather than on the content of the physical environment, materials or specific curricula. CLASS describes three broad domains of teacher-child interactions that support children's learning and develop­ment. They are:

* Emotional Support: how teachers help children develop positive relationships, enjoyment in learning, comfort in the classroom, and appropriate levels of independence.

 

* Classroom Organization: how teachers manage the classroom to maximize learning and keep children engaged.

 

* Instructional Support: how teachers promote children's thinking and problem solving, use feedback to deepen understanding, and help children develop more complex language skills.

 

How can teachers score high on CLASS?

Studies now show that professional development that focuses teachers on the quality of their interactions with children through targeted analysis and viewing of video examples of effective interaction with coaches, can improve CLASS scores - in all three domains. Teachers should become familiar with and use the specific teaching behaviors described in the domains, dimensions and indicators of CLASS.  

                          

Eight Principles of Best Teaching Practices*

  1. Learning is meaning making.
  2. Prior knowledge guides learning
  3. The gradual release of responsibility model and scaffold instruction facilitates learning.
  4. Social collaboration enhances learning.
  5. Learners learn best when they are interested and involved.
  6. The goal of best practice is to develop high-level strategic readers and writers.
  7. Best practices are grounded in the principle of balanced instruction.
  8. Best practices are a result of informed decision making.

Best practices include: 

  1. Building a positive classroom community
  2. Understanding how children learn
  3. Creating an effective room setup and design
  4. Establishing rules and routines
  5. Developing a daily schedule
  6. Providing cognitively challenging instruction

Local Community Happenings 

On May 16, Head Start of Greater Dallas (HSGD) will recognize CEO Wanda M. Smith for 40 years of service to the children of Dallas County by renaming a model center and the central office complex in her honor. The event will be hosted by the Head Start Board of Directors, and Head Start Alumni of all ages will give remarks during this special event.

 

HSGD exists in its current size, stature and reputation because of Mrs. Smith's tireless work. Her leadership and vision has grown a small nonprofit serving 480 children in 1975 into a premier Head Start program serving more than 4,400 children and their families each year at 46 Head Start and Early Head Start centers across the greater Dallas area. Throughout Mrs. Smith's tenure, more than 88,000 children have experienced the Head Start opportunity thereby benefitting our community.

 

Through her visionary efforts, she has been instrumental in bringing together community organizations, helping to form life-changing partnerships for underprivileged children and families. Partnerships with the Dallas Housing Authority, Child Protective Services, Dallas, Irving and Lancaster ISDs, and numerous community foundations and corporations have helped fulfill her mission and that of HSGD to provide children with the foundation of skills they need to be successful in school and in life and foster self-reliant families.

 

An innovative organization under Mrs. Smith's leadership, HSGD has held nationwide leadership roles in the formulation of math and science curriculum for preschoolers and success with health and nutrition programs targeting childhood obesity. In March 2005, Head Start of Greater Dallas was recognized as a Program of Excellence by the National Head Start Association. This designation was renewed in 2008 and 2011.

 

For her extensive work in early childhood education, Mrs. Smith was named to the 2003 Head Start Hall of Fame, an honor bestowed on only 30 individuals throughout the United States. The sole African American female CEO in the list of Largest Dallas Nonprofits by the Dallas Business Journal, she is a graduate of the Head Start Johnson & Johnson Management Fellows program at the University of California, Los Angeles, where she was named the Johnson & Johnson Outstanding Fellow.

Head Start Retirees to be Honored at Conference!

 

Head Start staff retirees with 15 years or more will be honored at a Special Gala during the Texas Head Start Association Conference in San Antonio on Saturday, July 28, 2012. Grantees should submit the names of all eligible retiring Head Start employees and the number of Head Start service years to Helen Wright by June 22.

THSA scholarship applications are made available to deserving individuals who can benefit and achieve their goal of acquiring a higher education. Information on each type of scholarship is on THSA website, click here for more information.
