Legislature is Wrapping Up
 
Damage Done - Legislature Ready to Leave Town
The Oregon Legislature has just about finished up its soon to be annual session. So far the construction industry (pat on our back) has come out pretty well. The labor unions have little to brag about. The environmentalists made no major strides. Metal theft legislation moved in a positive direction. And there are a ton of legislatively mandated projects up for construction over the next couple years. Overall, ABC members should be very pleased with their own grassroots efforts and the government affairs staff's efforts this session. 
 
The bad news comes in the broader business issues we share with several dozen other business groups. Instead of deep cuts to government, we now have higher taxes for all sizes of businesses.  Even if you aren't profitable, you will be paying a lot more next year.  We haven't seen the final, but there is still a chance you won't be able to hold a mandatory meeting to discuss politics or union issues with your employees. And while health care insurance will cover more people, it will be on the backs of those who already have it.
 
With just the budgets left to finalize along with a couple last minute policy issues, the legislature is expected to finish up their mad rampage within the next week. Once the dust settles and our lobbyists are able to pull themselves out of the dog pile, we will provide a complete legislative review. We will tell you what happened, what changed, what affects you and what is next; including potential referendums on the tax plans and taskforce's on a number of policies arguments.

 Even Unions Have Employee Problems
 
From the Willamette Week...

The National Labor Relations Board has ordered the Oregon AFL-CIO  to provide back pay and benefits to Mari Anne Gest, a longtime political activist who alleged late last year she was fired without cause from the AFL-CIO's Salem office. The board also ordered the union to give preferential hiring treatment to Gest if it creates a new post similar to her old one. In January, an AFL-CIO spokeswoman called Gest's complaint against union boss Tom Chamberlain "unsubstantiated." The union stands by that, but spokeswoman Elana Guiney now adds: "We're glad we were able to reach a conclusion where [Gest] can move forward with her career."

Fred Meyer is investing $150 million to remodel, modernize and expand 13 stores in four states---seven of these in the Portland metropolitan area---including Hillsboro, Beaverton and Raleigh Hills. The retail store is spending $10 million at their Raleigh Hills location, and will expand that store by 27,000 square feet.  Fred Meyer currently has 12,800 employees in Oregon, making them the second-largest private employer in our state, with a payroll in excess of $312 million annually, and Oregon property taxes last year estimated at $11.5 million from 51 store locations.

Precautions Before Using
 A Trimmer
 
· When purchasing a trimmer, select one with the cutting teeth and guards close enough together so that fingers can't fit between them.
 
· Select a trimmer that has two handles, including a wide forward handle high above the cutting blades.
 
· Select a trimmer that is lightweight and easy to handle.
 
· Read the owner's manual to familiarize yourself with the machine and its use.
 
· Check the trimmer carefully for loose screws, bolts, and damaged or broken parts. Replace parts or make necessary repairs before you use the trimmer.
 
· Sharpen the blades if necessary.
 
· If not double insulated, be sure that you use a three-prong plug. Be sure the outlet you use is grounded. Use an outlet with ground fault protection for maximum safety.
 
· Clear the working area of children, pets, and other bystanders.
 
· Inspect the shrubbery carefully for hidden wires, posts, or other trash. Operating the Trimmer
 
· Always wear long pants, a long-sleeved shirt, gloves, eye protection, and hearing
protection.
 
· Do not operate the trimmer above chest height.
 
· If trimming taller shrubbery, stand on a stepladder or other firm support. Avoid
the use of unstable support such as chairs or an extension ladder resting against
the shrubs.
 
· Keep your hands and body away from the blades.
 
· Keep the cord of electric models away from the trimmer to avoid damaging or cutting it.
 
· Work slowly and deliberately. Plan your cuts before you make them.
 
· Take an occasional rest break to avoid fatigue.
 
· Stop the engine or unplug electric models before cleaning or adjusting.
 
· Never leave the trimmer unattended, to prevent children playing
