Looking for Bright Spots
 

Whether you know it personally, from the media or from talking with your friends, there isn't a lot of good news. From my recent visits with members, I know there aren't many bright spots in this economy. But I am going to keep searching and let you know when I see a bright spot. 
 
This week one came from ABC Chief Economist Anirban Basu based in Washington DC. If you aren't getting these updates, let us know and we will help get you on the list. While the Northwest straggles a few months behind, nationally "Construction Spending Posts Fourth Straight Increase.
 
"While it is true that economic conditions continue to batter office and commercial construction by a combination of job declines, diminished consumer and business spending and tight credit, other nonresidential segments have more than compensated for lost dollar volume in those categories." -ABC Chief Economist Anirban Basu

 New Safety Committee Rules...Options for Contractors

For those of you who haven't heard, OR-OSHA adopted changes to their long-standing Safety Committee Rules as of January 1, 2009.  What does this mean for you?  Well, it may be good news, because it provides landscape contractors with a choice:  to maintain a safety committee or to hold less-formal monthly safety meetings with all employees.
 
The old rule:  If a company had more than 10 employees OR was deemed to be a "high hazard employer" (read: landscape contractor), a safety committee was required.  Did this make sense for the contractor with two or three employees?  No, not really.  And, for those companies who decided to hold monthly safety meetings and/or weekly safety talks with all employees (good practices), they were technically "out of compliance" with OR-OSHA.
 
The new rule:  If a company has most of its employees working at remote sites, it may either continue with monthly safety committee meetings (and quarterly inspections) OR it may choose to hold safety meetings monthly AND before the start of each job lasting more than one week.*
 
The details:
 
·         All available employees must attend the safety meetings
·         A management representative (supervisor) must be present
·         Meetings must be held on company time
·         Must include discussion of safety issues - make it relevant and meaningful - as well as any accidents, causes, and corrective measures
·         Must document with written record the following**
o   Hazards related to tools, equipment, work environment, and unsafe work practices identified and discussed in the meeting
o   The date of the meeting
o   The names of those who attended
 
·         Subcontractors on multi-employer worksites may meet the intent of the rule by attending the prime contractor's safety meetings; however, the meeting minutes must still be kept by the subcontractor, AND subcontractors choosing this option must still meet to discuss any accidents involving their employees.
 
* Of course, you may choose to hold periodic safety meetings and maintain your monthly safety committee.
** We have attached a sample meeting form that you may choose to use as a template.

The Ten Commandments
 
of Good Safety Habits
 

 
A "habit" is defined as a pattern of behavior that becomes almost involuntary.But it's part of human nature to like "short cuts" and "little tricks" to help us Get a job done quickly. Practice these little tricks and they'll likely become habits that often leave out procedures that are in place for good reasons.
By using and following safe work habits every day on every task, you can help keep
yourself accident- and injury-free.
Here are 10 safety habits to follow and live by:
 
1. Set your own standards. Don't be influenced by those who fail to use their
safety equipment or devices. If you don't wear safety glasses just because others
don't, remember that the blindness that could follow will be yours alone.
 
2. Operate equipment only if qualified. Your supervisor might not realize you've
never done a job before. You have the responsibility to let your supervisor know
you need training.
 
3. Respect machinery. Make sure all guards are in place. Never hurry beyond your
ability to see, think and act safely. Remember to de-energize the power before
placing your hands in a point of operation or danger zone. Always follow
procedures, and don't take short cuts!
 
4. Use your own initiative for safety protection. You're in the best position to see
problems. Ask for and use personal protective equipment and seek necessary
guidance to perform your job safely.
 
5. Ask questions. If you're uncertain, ask. Don't accept answers that contain "I
think," "I assume," or "I guess." Be absolutely sure. Too much is at stake.
 
6. Use care and caution when lifting. Strains cause most muscle and spinal
injuries. Know your limits-and don't exceed them. The short time it takes to get
help can prevent weeks of being off work from pain or surgery.
 
7. Practice good housekeeping. Disorganized work areas breed accidents.
Remember: A place for everything, and everything in its place.
 
8. Wear proper and sensible work clothes. Wear sturdy, appropriate footwear
that completely encloses the foot and toes. Avoid loose clothing and dangling
jewelry, and tie back long hair and ensure it can't get entangled in machinery.
Make sure your gloves fit well. And always dress for the job.
 
9. Practice good personal cleanliness. Avoid touching your eyes, face and mouth
with dirty gloves and hands. Wash with soap and water, and use barrier creams
when necessary. Most industrial rashes come from poor hygiene.
 
10. Be a positive part of the safety team. Understand and willingly accept and follow safety rules-and encourage others to do so. Your positive attitude can play a major role in preventing accidents and injuries.
