Countdown to Shutdown . . .
Countdown to Shutdown . . . Shutdown 2011 . . . Countdown Continues. . .

The media has been coining catchy phrases for the potential government shutdown in just a week if the governor and the legislative leaders cannot agree to a budget compromise.  As both sides agree, a shutdown is expensive, disruptive and unnecessary even though they seem to be heading straight for it. 

 

A good look at what the state constitution says about funding if a budget is NOT signed into law by June 30th

is found in this Star Tribune article. 

 

The courts will decide next week which parts of government could be keep open after July 1st.  On Thursday, Ramsey County Judge Kathleen Gearin heard arguments from the Attorney General, the Governor, the Senate, the House and dozens of other petitioners.  The motions ranged from the Senate's constitutional argument for a nearly complete shutdown to the Attorney General's much broader interpretation that Minnesota must provide "essential" services.   Read more.

And our schools?

The judge is indicating that her ruling will be more limited in scope than the 2005 shutdown (the only other shutdown in recent state history) when payments to our schools did continue.  It seems possible that payments for K-12 education will not be deemed essential so what will school districts do?  We are hearing that most districts have reserves that could last for a month or two.Then what?  Can they borrow enough money to open the doors in September?  If so, for how long?  Schools are already facing complications from inadequate state funding and delayed payments. One slim glimmer of hope. . . .

Ex-Speaker-of-the-House Margaret Kelliher suggested a sign that talks are progressing is when the governor and the legislative leaders come out of negotiations and refuse to comment rather than just reinterating their positions.  After leaving the discussions this morning, both sides announced that they will not comment on specifics as they continue negotiations this afternoon and throughout the weekend.   We'll see . . .

What can you do?
Weigh into the conversation.  If you haven't, don't be silent any longer!!  A loud cry from the public may be the final push that moves the discussion to a final budget solution.
       
*Keep emailing or calling your legislators.  It's easy for them to get caught up in the politics at the Capitol and forget the bigger picture.  They need to hear from the average person in their districts and that's YOU!  Express your opinions on the following points:

·         Get the job done! 

·         Compromise! 

·         Protect education funding.  If we don't invest in our children and their schools today then we won't have the educated workforce to sustain prosperity tomorrow.
