ECD Efforts Lead to Retention of HDL, Inc.
On November 22, 2011, Mayor Dwight C. Jones announced the significant expansion plans of Health Diagnostic Laboratory, Inc., (HDL) in the Virginia BioTechnology Research Park. "This $68.5 million capital investment and 653 net new jobs will bring HDL's employment to over 950 and makes HDL a major employer in the city of Richmond," said Mayor Jones. "This is a great example of the importance of cultivating our existing business base, and we are proud that HDL has chosen the city of Richmond to expand their business."
Tonya Mallory, CEO of HDL, Inc., explained that "it's been a crazy and very fast process, which proves that the city and the economic development (department) can do very quick things when they need to."

Adaptive Rehab Begins on Broad & Grace Streets

On Thursday, November 3, 2011, Mayor Jones joined developers Mike Glass and Ron Hunt in commemorating the beginning of an adaptive rehab of 213 East Broad Street and 214 East Grace Street. The $3.6 million project is a public/private partnership that will feature more than 3,000 sq. ft. of live/work space and 21 affordable rental units. The project received gap financing through the new City of Richmond Citywide Revolving Loan Fund.
Developer Mike Glass thanked Mayor Jones and Peter Chapman, DCAO for Economic & Community Development for assisting the development as "we could have never been able to get this project started without the City's assisstance." Mayor Jones explained that his purpose for establishing the $2 million Citywide Revolving Loan Fund was to stimulate the revitalization of Richmond's neighborhoods and promote permanent job creation for low and moderate income residents by helping bridge the credit gap for independent real estate development and smaller employers.

Popular New Restaurant Pasture Receives City Support

On December 5, 2011, Richmond BizSenese featured an interview with Ry Marchant, the owner of one of the newest restaurants in the city, Pasture, which opened the first week of December. The restaurant was the first recipient of the City of Richmond's new Citywide Revolving Loan Program, which provides gap financing to companies revitalizing key city commercial corridors and neighborhoods, such as the East Broad/Grace Street corridor, newly branded the ArtBiz District,
Marchant explained, "The city has been very cooperative. I received a $100,000 loan from the Economic Development Department at 4% interest and interest-only for 18 months. That is a big help. The city is also putting in new streetlights on the block, and they have helped provide some parking spaces at a competitive rate. They have been very helpful."

City Unveils Shockoe Revitalization Strategy

On Tuesday, November 1, 2011, ECD rolled out the Shockoe Revitalization Strategy to guide the area's future growth. The Strategy builds upon previous planning efforts and includes up-to-date demographic and economic profiles, a retail gap analysis, and discussion of existing and future market competition. The Strategy recommends specific actions, timing, public investments and funding sources.

The Business of Richmond: Inside & Out Event Offers Local & National Perspectives on Richmond

On Thursday, November 17th, 2011, ECD, in partnership with the Greater Richmond Chamber of Commerce, the Greater Richmond Partnership, the Richmond Metropolitan League and Venture Richmond, hosted The Business of Richmond: Inside & Out. Speakers Daphne Reid, of New Millenium Studios and Ben Wright, of Atlas Advertising, discussed results from their interviews of the local business community as well as national site selectors as to how Richmond compares as a place to do business.
