Letter From the Sheriff
Winter has turned to Spring already and there are so
many events and activities occurring in MCSO that I'd like to give everyone an
update on a few areas:
-
Budget Update - Our Fiscal Unit and managers have
submitted our tentative budget to the Budget Office. We are about mid-way through the budget
process and are waiting, with great anticipation, the release of the Chair's
Executive Budget on May 13. I am organizing a budget team to prepare our
presentations during work sessions scheduled for May 19 and May 25. I will keep you posted on important
developments.
- Charter Review - We continue to be involved in this
year's Charter Review Committee process.
I am very thankful for MCSO members, the community and public safety
partners that presented their support of MCSO on March 11.
- Promotional Process - I want to thank members who will
be participating in upcoming sergeant and lieutenant promotional
processes. We have many talented and
qualified candidates and your enthusiasm for pursuing a leadership role with
MCSO is commendable.
- LPSCC - MCSO has taken a lead in strategically
addressing issues identified in this year's Corrections Grand Jury Report. Working with public safety and community
stakeholders, we have begun a process of assessing jail bed costing.
- MCSO Services Report and Video- Within the next couple
of weeks, you will be seeing a new report and video which highlights MCSO
programs and our members. I'd like to
continue this direction with on-going annual or more current updates in the
future. I believe the video offers an
un-tapped resource for both marketing our office, communicating better internally
and using video for training purposes.
We want to continue to improve the way we inform and update the
community on our programs.

Central Library FSO is Recognized With Applause
The Rosie is Multnomah County Library's "Employee
Applause Award" which was developed by the library employee recognition
committee as an internal method for staff to salute the exceptional performance
of other staff members. The award is named after library employee Roosevelt
Rosie Hampton. Rosie began as an employee of the library in1970 and was the
first to receive the award. When he passed away the award was renamed in his
honor. This award is given to a member who demonstrates
extraordinary performance when serving the public, makes significant
contributions to the library and consistently provides this level of
exceptional service. This year we are so proud that the award was presented to
Sheriff's Office Employee Facility Security Officer Terry Jacobsen. Terry has
been assigned to the Central Library since 2003. He is well deserving of this
award and does consistently provide exemplary service. The award was presented
to Terry by Library Director Vailey Oehlke who had expressed appreciation for
Terry's performance and appreciation of the Sheriff's Office presence at
the libraries.
Congratulations Terry and keep up the great work!

Illegal Dumping
Did you know placing a "free" sign on a piece of worn
furniture and leaving it on the corner is against the law? Did you know leaving Goodwill donations at
the drop off site, when they are not open for business, is also illegal?
Both of these incidents are technically cases of illegal
dumping.
Metro, an elected regional government, has as one of its
goals to support a healthy environment.
Metro's Regional Illegal Dumping Patrol tackles problems of illegal
dumping through clean up, investigation of evidence at dump sites, and the issuance
of citations to guilty parties. The
Sheriff's Office has a deputy working with Metro on investigations and inmate
crews from the Sheriff's Office Inverness Jail clean up sites throughout much
of the region.
In 2009, Metro cleaned up 264 tons of waste material from
more than 3,798 dump sites.
In the course of moving from one residence to another, some
people get rid of unwanted junk and furniture through illegal dumping. Witnesses have described people dumping from
the back of U-Haul trucks. Recently, numbers of illegal dumps have increased,
though the size of these dumps has decreased. Bulky items such as sofas, recliners,
mattresses, televisions, tires, and remodeling debris are frequent illegally
dumped items and witnesses have observed people dumping items from the back
of U-Haul trucks.
And "freelance" haulers may canvass neighborhoods or use
Craig's List to find hauling jobs where they collect the fee, haul away the
garbage, and then illegally dump it.
Illegal dumping is dangerous and affects the quality of life
of the region. You can report illegal
dumpers online or by calling Metro Recycling at 503-234-3000.

Our Sheriff Was Arrested...for a good cause, of course!
The
Sheriff Dan Staton was arrested on April 8that 10:00am to
help raise funds for Muscular Dystrophy (Jerry's Kids). Help us get our Sheriff out of jail while helping a good cause.
So far Sheriff Staton has collected $1242 of his $1600 goal!

See You at Kidfest!
MCSO will be participating in Kidfest 2010. Kidfest and MCSO are responsible for fingerprinting and photographing over
2500 kids since they began several years ago. This is a very rewarding
experience for those who have participated in the past and very positive
interaction with the public.
MCSO will be present to fingerprint and photograph your children and present you with both items, along with a comprehensive guide to help keep your kids as safe as possible.

Team members were again featured on KPTV Fox 12 while arresting Tyler Murphey
in SE Portland.

Team members arrested Nicole Kraner in Gresham for a total of four warrants. The warrants were for:
Probation violation (DUII) MCSO Theft II MCSO PCS Clackamas
Co. Bail jump Clark Co. Kraner
is currently in custody in Clackamas awaiting extradition to Clark County. - Strike
Team members arrested Walter Smead in SE Portland for charges of unlawful sexual penetration I and
attempted unlawful sexual penetration. Smead's bail was set at $270,000 and he
is currently in custody at MCIJ
- Strike
Team members arrested a male juvenile in Gresham for charges of rape I x3, unlawful sexual penetration
Ix2 and sex abuse I x2. His bail was set at $1,250,000 and he is currently
housed at JDH.
- Strike
Team members arrested David Hull in SE Portland for charges of sex abuse I x26. We were able to track
down Hull after only a few hours of learning about the warrant. Hull was
located in an RV on a side street off of Division /165th. Hull knew
that he was wanted and drove his RV away from his residence to avoid arrest.
Once contacted, Hull refused to come out of the RV. After approximately one hour of negotiating
with Hull, we were able to take him into
custody without incident. Hull's bail was set at $5,015,000 and he is currently in custody at MCIJ.

| Congratulations
to FSO Jessy Lee Brown on his finish during the National
Association of Intercollegiate Athletics (NAIA) at the Indoor track nationals in Johnson City, Tennessee.
Brown competed in the 4X800m relay and the 1000m run. His relay team finished 7th.
Jessy also finished 7th in his 1000m race.
On
March 27th competing in the Stanford Outdoor Invitational, Brown
qualified in the 800 meter andwill be going to nationals. The outdoor nationals
will be held in early May at either Stanford or University of Oregon.
Good luck Jessy!
Jessy Brown is scheduled to
graduate this month from Concordia University in Portland with a
bachelor's degree in business management with an emphasis on leadership and
formation of groups.

Protect Your Valuables While You Enjoy Your Hike
Warm weather brings
out not only those who want to enjoy area recreation spots, but it also
attracts those who want to take advantage of easy targets by breaking into
vehicles and stealing property. To help combat the problem at beach and trail
parking areas in the Columbia River Gorge, the Oregon State Police and sheriff
departments in Multnomah and Hood River counties offer tips that may protect
you from thieves.
- Never leave valuables in plain sight in your vehicle.

Do some spring cleaning in your vehicle and remove any unnecessary items.
This may also give you a chance to finally get rid of those expired insurance
and old registration cards, and other things cluttering up your vehicle's
storage areas.

Before leaving your home, take all items out of your glove box and center
console, put them in a bag and store it in your trunk.

Store excess items in your trunk before you arrive. You never know who may be
watching.

Once you park at your favorite beach or trail area, open the glove box and
center console so anyone looking in will see that there is nothing in the car
worth breaking in for. This may stop the thief from breaking into your vehicle.

Report any suspicious individuals you see loitering in parking areas to law
enforcement or the nearest Oregon State Park or U.S. Forest Service staff.
Enjoy your favorite park this spring, summer and fall, but protect yourself all
season using these common-sense precautions.

American Legion Recognizes Our Deputies
American Legion's Corrections Deputy of
the Year Gretchen Rosa
Deputy Gretchen Rosa has been employed by the
Multnomah County Sheriff's Office for almost 19 years. She is currently
assigned to the Classification Unit. She makes it her job to know multiple
aspects of the agency by taking the time to learn what others do. Gretchen uses
this knowledge to best house the inmates within our correctional
facilities. She is fair, takes the time
to communicate to all parties and is respectful of everyone she works with,
including managers, supervisors, co-workers and inmates.
American Legion's
Civil
Deputy of the Year Marshall Ross
Marshall
Ross was hired by the Sheriff's Office in 1998, promoted to a Civil Lead
position in 1996, and then became the Senior Civil Deputy in 1998. His
duties include coordinating, directing, and the general oversight of
the Sheriff's Office Civil Process Unit and he is known throughout Oregon
as an expert in civil process. Deputy
Ross consistently brings great credit to himself, his profession, and the
Multnomah County Sheriff's Office. He manages his multiple responsibilities
with remarkable proficiency and professionalism and with unwavering
dedication to the citizens of Multnomah County and the Multnomah County
Sheriff's Office.
American Legion's
Enforcement
Deputy of the Year Brent Laizure
Deputy Brent Laizure
was hired by the Sheriff' Office in 2005. In 2009, Deputy Laizure
recorded 916 traffic citations and 154 written warnings while assigned to the
Patrol Division. Deputy Laizure had 30 driving under the influence
arrests and wrote 359 police reports. Deputy Laizure also had a total of
138 arrests for various Misdemeanor and Felony crimes, and served 37
outstanding arrest warrants. As if this was not enough to keep citizens and
visitors of Multnomah County safe, Deputy Laizure serves as the
Sheriff's Office liaison to the city of Wood Village, liaison to the Wood
Village Hispanic Community, and Deputy assigned to the Treehill Condo
Neighborhood Watch Association. Deputy Laizure has also been recently
selected as a new member of the East County Vehicle Crimes Team.
