State Budget Cuts and Illinois Library Day
|
The State budget crisis continues and the pressure to cut State grant programs is increasing. The Governor's proposed 2013 budget called for State agencies and each Constitutional Officer to trim their budget from last year's appropriation. ILA reviewed the budget and it appeared that the Governor's budget for the Illinois Secretary of State was flat funding for libraries.
On March 29, however, the Illinois House of Representatives approved a budget (91-16) which would force budget cuts from all parts of state government. The measure requires cutting Medicaid by $2.7 billion, or about 25 percent. These cuts, if enacted, would free up $1.3 billion in revenue to pay off past due bills, of which the State currently owes $8.5 billion. To achieve these spending reductions will reduce massive reductions in State programs including likely all grant programs.
ILA has succeeded in protecting library grant programs from cuts in the last two budget years and ILA will continue to push for level funding of library grant programs. Our success in the next budget year will depend on a dramatic effort by ILA members and library supporters to persuade Illinois legislators to maintain funding in the face of unprecedented budget cuts.

| Pew Issues Report on The Rise of E-Readings | Key Findings 21% of Americans have read an e-book. The increasing availability of e-content is prompting some to read more than in the past and to prefer buying books to borrowing them.
In a head-to-head competition, people prefer e-books to printed books when they want speedy access and portability, but print wins out when people are reading to children and sharing books with others.
The majority of book readers prefer to buy rather than borrow. A majority of print readers (54%) and readers of e-books (61%) prefer to purchase their own copies of these books. Meanwhile, most audiobook listeners prefer to borrow their audiobooks; just one in three audiobook listeners (32%) prefer to purchase audiobooks they want to listen to, while 61% prefer to borrow them.Overall, people read for a variety of reasons. Americans cite a range of motives for their reading and it is often the case that people point to multiple reasons for reading. As a rule, technology users, and especially tablet owners and those who own e-book readers, are more likely than non-owners to read for every purpose. - 80% of Americans age 16 and older say they read at least occasionally for pleasure. Some 36% read for pleasure every day or almost every day.
- 78% say they read at least occasionally to keep up with current events. People read most frequently for this reason: 50% say they do it daily or almost every day.
- 74% say they read at least occasionally in order to do research on specific topics that interest them. Some 24% read for this reason daily or almost every day.
- 56% say they read at least occasionally for work or school. Some 36% read for work or school daily or almost every day.
