Tax Cap Bill Passes in the Illinois House of Representatives

The Illinois House of Representatives passed yesterday Senate Bill (SB) 2073, would reduce the revenues available to local taxing districts in tax-capped counties.  Where property assessments are declining, the bills would prevent any increase in the aggregate tax levy extension, even though the costs to provide services continue to rise with inflation. 

 

Sponsored in the House by Rep. Jack D. Franks (D-63, Woodstock), the Senate sponsors are:  Senator Terry Link (D-30, Lincolnshire), Senator Dan Kotowski (D-33, Park Ridge), and Senator Toi W. Hutchinson (D-40, Chicago Heights).

 

This bill will directly affect libraries in property tax-capped counties by not allowing for any increase in the property tax extension, ignoring escalating budget factors that are beyond the control of the library such as insurance programs (property, liability, unemployment, workers' compensation), employee benefits, fuel supplies, etc.

 

This proposal was added as a last minute amendment to Senate Bill 2073 and was rushed through the House of Representatives with little consideration.  The House amendment changing the Tax Cap law is completely unrelated to the original Senate bill and we ask all Senators to oppose the House amendment when it comes back to the Senate.  (To avoid any confusion, this bill will impact ALL tax-capped counties, not just McHenry county.)

Youth and Young Adult Services Workshops
"Sense"-ational Programming and Outreach for Special Populations

The Youth Services Forum and the Young Adult Services Forum are pleased to present the 2012 ILA Spring Workshops.  This year's workshops will highlight "sense"-ational programming and outreach ideas for special populations of children and teens and will feature discussions led by professionals on legal issues as they relate to youth and teen services.

 

Learn practical tips and best practices for creating programs for children with special needs, as well as outreaching tips and resources for services in your community.  Find out how you can adapt programs to make them more inclusive, and considerations to take when creating programs for special populations.  Join us for a panel of librarians and special education professionals.

 

CPDU credit will be available at each location.

 

Workshops will be held April 9 in Rockford, April 11 in Edwardsville, April 12 in Champaign, and April 13 in Arlington Heights.  Registration is $30 for ILA Members and $40 for Non-Members.

Governor's Budget Proposal
Democratic Gov. Pat Quinn delivered a bad-news budget today, calling for closures for prisons, mental health centers and social service offices, health care cuts for the poor and the shut down of popular tourist sites for two days a week at times during the year.

Money for schools would remain essentially flat -- a better fate than the 9 percent cuts most state agencies would suffer.

ILA will review the budget in greater detail, but it appears that the Governor's budget for the Illinois Secretary of State will be flat funding for libraries.
