ILA Executive Board Met November 10th in Champaign
Lynn Elam, ILA president, presided over a full agenda that reviewed the annual audit and ILA's fiscal health, as well as current issues for Illinois libraries and association activities.  Sharon Ruda presented the Illinois State Library's (ISL) report, noting that ISL will present its FY13 budget request on November 14. 

In other business, two representatives were chosen as liaisons to the system boards.  Updated information on a number of ongoing ILA programs and projects were discussed, including iREAD, 2012 conference planning, membership initiatives, fundraising, and candidates for next spring's elections.  The next meeting of the ILA Executive Board will be held January 19, 2012, in Chicago. 
 
News from Springfield and the Illinois General Assembly

2011 Fall Veto Session Not Over Yet; Legislators Agree to Return on November 29 After Having Failed to Reach Agreement on Corporate Tax Relief, Pension Reform, and Gaming Expansion

In issues directly affecting public libraries, House Bill 3793, which would have harmed tax-capped public bodies, was resoundingly defeated in the Illinois House of Representatives by a vote of 34 to 73.  ILA opposed this bill because it would have resulted in a net reduction in property tax revenues for any tax capped area experiencing a reduction in overall assessed valuation.  Under current law, the Property Tax Extension Limitation statute (Tax Caps) limits levies to no more than the lesser of 5% or the Consumer Price Index above the previous year.  Under House Bill 3793, if the assessed valuation in an area declines from one year to the next, the levy may not increase even though costs to the public body increase with inflation.  This legislation was opposed by a large coalition of local public bodies and school districts and was viewed by legislators as punitive and inconsistent with the original intent of the tax cap law.

 

House Bill 588 advanced out of the House of Representatives and is set to be voted on by the full Senate when they return on November 29.  ILA supported this legislation that will allow libraries receiving grants through the Illinois Secretary of State's office to remain eligible even though they may no longer meet the local tax levy requirement.  The waiver of this requirement will be limited to the next four fiscal years.  Without this legislation, some libraries would lose state funds for which they would otherwise be eligible as a result of local funding restrictions beyond their control.

 

It was however disappointing that the Illinois General Assembly narrowly passed Senate Bill 2147 that will divert some local funds from the personal property replacement tax to pay the state's regional school superintendents. ILA opposed this legislation.  Governor Quinn vetoed the entire appropriation in the fiscal 2012 budget for the salaries of these officials, and they have been working without compensation since July.  The personal property replacement tax fund generates approximately $1.5 billion a year, and that amount is allocated among units of local government.  Senate Bill 2147 would take $12 million from this fund.  The proponents of the bill noted that this fund is expected to grow in the current fiscal year. The $12 million diversion will result in local governments receiving .008% less than they would otherwise have received, but likely still more than they received the year before.  This legislation initially failed in the Illinois House of Representatives, but was revised to:  (1) allow the diversion for only a single year; (2) reduce the amount diverted; and (3) create a task force to study the duties of regional superintendents with an eye to whether there should be mergers or even elimination of these offices.  With those changes the legislation was passed and sent to Governor Quinn who is expected to sign this legislation.

Kathleen Balcom Latest Illinois Library Luminary
Kathy Balcom

 

In her thirty-seven year career as a public librarian, Balcom has been an innovator. She was the director of the Arlington Heights Memorial Library for 15 years, leading the library through numerous renovations and expansions that nearly doubled the size of the building, making it one of t he state's largest.

 

In 1987, Balcom was elected president of ALA's Public Library Association.  She served on the advisory committee for PLA's new long-range planning process.  She served as a speaker, a regional trainer and a consultant to area libraries in using the program.  She was elected to the ALA Council at-large, as the PLA division councilor and as the ILA chapter councilor.

 

In 1997, Balcom was elected President of ILA and led the association during a time of financial crisis.  She helped ILA develop a long-range plan, raised funds to continue the association's advocacy program, and helped establish a capital reserve fund to improve financial stability in the future.

 

Balcom was selected as a mentor for the first national Snowbird Leadership Institute and the first Illinois Synergy Leadership Initiative.  Upon her retirement, the Arlington Heights Board of Library Trustees established a scholarship in her honor to assist employees seeking to earn a library degree.  In 2004, she was honored as ILA's Librarian of the Year and was given the first Lifetime Achievement Award by the North Suburban Library System.

 

The roster of Illinois Library Luminaries continues to grow with now more than twenty illustrious members, all of whom have been honored with at least $1,000 in contributions to the ILA Endowment. This campaign to honor Illinois library leaders and build the ILA Endowment began in 2008 and has now raised more than $30,000 in contributions.

Anderson Animal Shelter Poster Contest
Now available for youth in K-12th Grade, the Anderson Animal Shelter Poster Contest is designed to encourage adoptions and promote humane education at Anderson Animal Shelter and within the community.
