Appellate Court Invalidates Capital Projects Legislation
The Illinois Appellate Court issued a ruling today that invalidates several Public Acts that collectively were known as the capital bill.  The court found that the combination of different statutory amendments and issues violated the constitutional requirement that legislation be limited to a single subject.  Specifically one of the invalidated Public Acts was Public Act 96-37, which included the Public Library Capital Construction Program.  The full opinion is available here.  It is possible this decision will be appealed to the Illinois Supreme Court and ultimately be reversed.  However, the court decision will likely require the Illinois General Assembly to revisit the capital bill legislation and make a new attempt to both pass revenue to support projects and provide for the funding of projects.  For the moment, ILA is assuming this court decision puts any library capital projects to be funded by the State on hold.

Go Green @ Your Illinois Library kicked off at Chicago's Field Museum on October 22, 2010 with representatives from 40 Illinois libraries of all types and sizes from across the state, a great collaboration between the museum, the Illinois Library Association and the Illinois Department of Commerce and Economic Opportunity (DCEO).  This webinar is an abbreviated version of the incredible one-day workshop.  The goal of the project is to help libraries all over the state develop and lead green community projects, share resources and measure their impact.  Project resources include case studies, tools, facilitator guides, resource links, and a blog for sharing. They are all available at www.gogreenila.info.
Ernest J. Martin Inducted as an Illinois Library Luminary

Ernie Martin, former associate executive director of American Library Association (ALA), began his ALA in 1971.  During his twenty-nine-year career at ALA, Martin oversaw the construction of the ALA headquarters at 50 E. Huron and was responsible for ushering in the computer age, overseeing creation of the fledgling Office of Information Technology and Telecommunications Services.  Additionally, at different times during his tenure at ALA, Martin was responsible for several key association services including the customer service units of membership services and conference registration, as well as human resources and finance/accounting.  Martin's steady leadership, calm demeanor, dry sense of humor, and compassion were among the hallmarks of his tenure.  In addition to his service to ALA, Martin served as a trustee of the Rolling Meadows Public Library and continues to make his home in Rolling Meadows.

 

As of January 2011, the roster of Illinois Library Luminaries continues to grow with sixteen illustrious members, all of whom have been honored with at least $1,000 in contributions to the ILA Endowment.  This campaign to honor Illinois library leaders and build the ILA Endowment began in 2008 and has now raised nearly $30,000 in contributions.  Please visit the ILA Web site for more information on how to submit a nomination or add your contributions to current fifteen honorees or make a contribution to honor any of the following nominated outstanding individuals:  Vandella Brown, Alphonse F. Trezza, and Sylvia Murphy Williams.  Many thanks to all the generous donors to date!
 

First Membership Meeting for the Polish American Librarians Association

The newly formed Polish American Librarians Association is launching a membership recruitment campaign in support of its mission to have a positive impact on services provided to library patrons of Polish descent and individuals interested in Polish history and culture.

 

"We want to develop a bank of reliable, thorough information about books and other media, programming ideas, and networking opportunities," says PALA President Aldona Salska.  "Most of all we want to create a national forum for Polish American librarians, where they can play a prominent role in fostering a better understanding of Polish history and the Polish Diaspora."

 

Annual membership dues for librarians are $25.  Library support staff, students, retirees, and unemployed library workers are eligible for a $15 special rate.  Register at www.palalib.org by February 18, 2011.
