House Bill 5154:  Personnel Evaluations Now
Exempt from FOIA
Amendatory Veto Overridden in Both Chambers

The Illinois General Assembly voted in the 2010 Fall Veto Session that public employee personnel evaluations could not be disclosed under the state Freedom of Information Act (FOIA).


On Tuesday, 16 November, the Illinois House of Representatives, by a 77-36 vote, voted against Gov. Pat Quinn's amendatory veto of the legislation.  Quinn sought to alter the bill so that only the evaluations of police officers were barred from disclosure.


On Wednesday, 1 December, the Illinois Senate, by a vote of 48 to 3, concurred with the House and overrode Gov. Pat Quinn's amendatory veto of the legislation.


Trustees 2011
The Illinois Trustee Forum will be offering its annual workshop in two locations in 2011 -- February 26 in Lisle and March 26 in Springfield.  

The workshops will focus on financial and legal issues facing libraries.  Britt Isaly of Ancel Glink will present "Where Did All the Money Go?" and "Personnel Law: What You Don't Know Will Cost Your Library" in the morning.  The afternoon will feature ILA Legislative Consultant Kip Kolkmeier and Library Attorney Phil Lenzini.

Be a Part of the 2011 ILA Annual Conference
Program Proposals Due January 11

It's a new day and a new library world.This is

a guiding principle of the 2011 Illinois Library Association Conference.  With its theme of Bold Brilliant Brave, the ILA Conference Program Committee is bringing this message to Illinois library workers to encourage them to make their own way in this new library world.


The committee is seeking proposals that focus on the skills and knowledge library workers must acquire that will help us address today's needs and wants of our end users.  Theory is good, how to is even better, and a mix of the two are best.  Proposals that focus on hands on, live teaching sessions and panels representing different library sizes and types will be favored.  We are seeking bold, brilliant, and brave speakers, presenters, teachers, ideas and stories of success.  If you are among the Bold Brilliant Brave, join us at the 2011 ILA Conference and let's promote a better future.

ILEAD U:  2011 Applications Now Available
The Illinois State Library is pleased to announce that applications for ILEAD U 2011 are now available.  ILEAD U Participant Team, Instructor Corps, and Mentor applications are now being accepted.  Furthermore, the state library is excited to offer an additional component to the institute by accepting applications to be a State Library Apprentice.  "Eight" out-of-state state agency library employees will have the opportunity to participate in the 2011 ILEAD U institute.
