Springfield Update
The Illinois General Assembly failed to pass a state budget and conclude their business by today's self-imposed deadline.  The governor and democratic leaders had proposed balancing the budget with a combination of:
  • spending cuts (approximately $1.4 billion),
  • delaying payment of state pension obligations until January 2011, ($3.6 billion),
  • borrowing and delayed vendor payments (approximately $6 billion), and
  • revenue increases (a tax amnesty program, an increase in the cigarette tax and securitization of tobacco lawsuit settlement proceeds, $2 billion).
However, there were not enough votes in the House to pass either the additional borrowing provisions nor the cigarette tax increase.

The Illinois General Assembly adjourned with no specific return date.  The House Speaker Michael Madigan stated that he expected they would return "at some point for a few days."  While the Speaker and Senate President John Cullerton might call the general assembly back at anytime, they are likely to return closer to the end of the month of May.  (The deadline to avoid another overtime session is May 31.)
