Talking Points for In-District Visits, Friday, 16 April 2010

When you visit with your elected officials, the main message that ILA recommends is the following:
The State of Illinois has a statutory obligation to
fund Illinois libraries on a per capita formula basis. The State has
consistently underfunded and often cut the amount appropriated to
libraries. At the same time, use of Illinois libraries has increased
dramatically. As the Illinois General Assembly approaches the end of this
legislative session and considers passage of the fiscal 2011 State budget, it
is imperative that legislators oppose any further cuts to library
funding. Illinois libraries ask the Illinois General Assembly to support the
Illinois Secretary of State's proposed 2011 budget that includes funding for the
State's per capita funding for public libraries, school libraries, and library
systems. While the Secretary's request is still below the amount
necessary to fully fund the statutory formula, it would help stabilize a dire
fiscal situation for libraries.

The Value of Academic Libraries
| The IACRL Web site links to research studies about the value of academic libraries. These
links and studies can be an important tool throughout the year, but most essentially for Illinois Library Advocacy Day, Friday, 16 April to be
armed in the defense and promotion of academic libraries and their value to
society.

Mike Madden is the Fourth Illinois Library Luminary
| Madden has been a leading force in local, state and national
arenas, representing libraries and lending his talents to keep libraries
relevant. He has served on and chaired numerous ILA and ALA committees
during his more than forty years in the profession, served as ILA
Treasurer, and taught classes in business librarianship at Rosary
College (now Dominican University). His mentoring skills resulted in
several former staff members becoming library directors, as well as one
being elected president of ILA. Among his innovations as the former Schaumburg Township District
Library director, he worked to install two teens as library trustees benefiting
the library and the community.
