Governor Signs Capital Bills
|
Governor Pat Quinn today signed a group of bills that make up the capital projects program, commonly known as "the capital bill." The bill will create the $31 billion Illinois Jobs Now!
plan, which the governor claims will create and
retain more than 439,000 jobs over the next six years. At a bill signing
ceremony, Governor Quinn stressed this is the first statewide capital
construction effort to become law in over a decade.
The situation is confusing and evolving, but here is our try.
House Bill 2400 provides the authority for the state to issue billions in additional bonds to support capital projects.
House Bill 255 provides the revenue to repay those new bonds through new taxes, fees, and legalization of video gaming in bars and truck stops.
House Bill 312 provides authority to spend on capital projects.
Senate Bill 1221, Public Act 096-0039 provides line item authority for the following specific library projects (know as member initiatives):
Section 400. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Lincolnwood Public Library for costs associated with capital improvements.
Section 445. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Morton Grove Public Library for costs associated with capital improvements.
Section 465. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Niles Public Library for costs associated with capital improvements.
Section 530. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Skokie Public Library for costs associated with capital improvements.
Section 725. The sum of $50,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Oak Lawn Library for costs associated with renovations to the facility bathrooms.
Section 730. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Worth Public Library District for costs associated with renovations to facility.
Section 735. The sum of $25,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Evergreen Park Public Library for costs associated with improvements to technology infrastructure.
Section 990. The sum of $500,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the City of Waukegan for costs associated with renovations to the Carnegie Library building.
Section 1620. The sum of $95,000, of so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Worden Public Library for costs associated with various capital upgrades.
Section 1785. The sum of $500,000, of so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Chicago Public Library for construction of a new Independence Park Library.
Section 1905. The sum of $150,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to Chicago Public Library for costs associated with renovations and repairs to the Edgewater Branch facility.
Section 3850. The sum of $75,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Chicago Baptist Institute for costs associated with capital improvements to the library.
Section 4000. The sum of $300,000, or so much thereof as may be necessary, is appropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Pembroke Township Library District for costs associated with the development and construction of Village Library in the Ida Bush School.
House Bill 2424, among many other provisions, creates the Public Library Construction Act that provides for public library capital projects to be handled by the Illinois Secretary of State's office. This was an initiative of the Speaker of the House. The Illinois library community will have to look to the Secretary's office to promulgate rules for how these funds will be disbursed and they are charged with compiling a report on library capital needs.

The state's operational budget is still unresolved, but there may be progress in the next two days. The governor has proposed passing a five month partial budget that would fund state operations at roughly 90 percent of what he originally proposed for fiscal 2010.
Please be forewarned that ILA will need more time to analyze these bills. More importantly, in addition to performing this analysis, ILA will continue to monitor and inform the Illinois library community of these evolving budgetary developments concerning the state's operational budget.

2009 ILA Annual Conference Update
|
Style from the Stacks Deadline Extended The
design-entry deadline for Fashionably Green: Style from the Stacks II has been
extended to August 3, 2009. The event will be held on Thursday,
October 8, during the 2009 ILA Annual Conference in Peoria. The
evening begins with a buffet dinner at 6:30 p.m. The fashion show
kicks off at 8:00 p.m., followed by dancing until 11:00 p.m. If you
missed last year's Style, here's your chance to get in on the fun!
Fashion designers wanted! No experience necessary. Submit
an official entry form with a sketch and description of an original
library-inspired fashion or fashion accessory (hat, tie, purse, etc.)
to enter. The top fashions will be unveiled on the runway at the
Fashionably Green: Style from the Stacks II Fashion Show! You may
choose from one of these categories for inspiration: Creative Use of
Library Materials, Literature-Inspired, Libraries of the Future, and
Other/Library-Inspired.
ˇ Participants must be affiliated with an Illinois library or attending a graduate program in library science in Illinois. ˇ Chosen designers will provide the supplies for their finished outfit. ˇ Chosen designers will provide a model for the fashion show. ˇ Participants may submit more than one design. ˇ For each accepted entry, one designer and one model will receive free admission to the event. Submissions are due by August 3, 2009. To submit an entry, please use the entry form.

Conference Changes/Additions The
Reference Services Forum Meeting on Wednesday, October 7, 9:00 - 10:30
a.m. has been canceled. The meeting will be held during the Reference
Services Forum Luncheon and Meeting on Wednesday, October 7, at 12:35
p.m. Pre-registration is required for the luncheon, which will be held
in the Hotel Pére Marquette.
An
AskAway Users Group meeting has been scheduled for Thursday, October 8,
from 2:00 to 3:30 p.m. Brian Smith of the Prairie Area Library System
will moderate the discussion.
