Illinois General Assembly Concludes 2009 Spring Session. The Good News Is All Library Bills Pass. The Bad News No Budget Deal.

The following "Library" bills passed: House Bill 49 (Illinois State Library and Academic Library Collection Management); House Bill 146 (County Law Library Fee); House Bill 211 (Libraries in Name Only); House Bill 242 (Tax Cap Increases for Debt Levies); and House Bill 793 (Illinois Library System Physical Quorum for Meetings). House and Senate lawmakers passed a makeshift
spending plan late last night (Sunday, May 31) that did not raise income taxes but will
ensure their return to Springfield to deal with a massive budget
deficit. Lawmakers faced a midnight deadline to pass a budget and almost
missed it. But after an income-tax hike failed in the House, both
chambers moved ahead with a makeshift budget that is not expected to
last much more than six months.
Quinn said he intends to
reconvene the four legislative leaders for more budget talks today,
ruling out a special session, and insisting he plans to bring no other
funding options to the table beyond his tax-hike plan. Some have characterized the situation as "uncharted waters at this point."
ILA will to monitor the situation, advocate for libraries, and inform the Illinois library community of the latest legislative developments in Springfield.
