East Bay Innovation Zone means EBIZ!

The Contra Costa Council and Contra Costa Economic Partnership (CCEP) are partnering with other regional public/private partnership organizations in an effort to become a stronger, coordinated force for economic growth and innovation in the areas of clean technology and water. The new organization, called the East Bay Innovation Zone (EBIZ), comprises the Council and CCEP, along with the East Bay Economic Development Alliance, the Solano Economic Development Corporation and the Tri-Valley Business Council.

The collaboration will be seeking partners among private sector companies, workforce investment boards, colleges/universities, venture capital firms and public agencies interested in promoting and supporting the region's clean technology sectors.

"EBIZ is being established to increase regional cooperation and capitalize on the economic strengths, entrepreneurial drive and strong values at play in promoting clean technology, renewable energy and water technology," said Linda Best, Contra Costa Council president and CEO and executive director of the Contra Costa Economic Partnership. "Our goal is to work across political and institutional boundaries and brand the East Bay region as a leading global center for innovation in these industry clusters."

EBIZ's founding members have approved a year-long memorandum of understanding intended to advance the competitive position of the region's targeted industry clusters through a work plan. Reception to welcome  Randy Iwasaki as new  director of the Contra Costa Transportation Authority

Join the Contra Costa Council on Thursday, April 22, from 5:30 to 7 p.m., at a reception to welcome Randy Iwasaki as the executive director of the Contra Costa Transportation Authority, and to hear his thoughts about the region's transportation future. Iwasaki had headed the California Department of Transportation since August and was a Caltrans employee for 26 years.

The reception will be held at the offices of The PMI Group, Inc., at 3003 Oak Road in Walnut Creek. Please register by April 19 at the Council website, or call 925-246-1880 for additional information.

Forum on water reform legislation to explore Delta policy issues

The Contra Costa Council's Water Task Force will present a forum, The Delta's Future: Implementing Water Force Legislation, on Wednesday, April 28, from 11:30 a.m. to 1:30 p.m., at the Hilton Concord, 1970 Diamond Boulevard.

Featured panelists will include Lester Snow, secretary of the California Natural Resources Agency; Joe Grindstaff, acting executive officer of the newly formed Delta Stewardship Council; Linda Fiack, executive director of the Delta Protection Commission and Mary Piepho, Contra Costa County supervisor and member of the Delta Protection Commission.

Tom McCracken to serve as honorary chair of Council's annual tournament

Tom McCracken will serve as honorary chair of the Council's 26th Annual Golf Tournament, set for Monday, August 16, at Round Hill Country Club in Alamo. According to Angie Coffee, Council director and tournament committee member, the tournament was always a passion for Tom, who served the Council as a board member for Sunvalley Mall, was president of the board and chaired the golf committee for years.

The tournament committee is seeking assistance in reaching out to local celebrities to join foursomes. Sponsorships are available in corporate, special event and tee categories. Contact Terry Shoaff or Nanette Fukushima at the Council office at 925-246-1880 for details.

Congressman Garamendi addresses Council audience

John Garamendi discusses Washington's big issues

The last time John Garamendi spoke before the Contra Costa Council, in August 2009, he was vying for the job he now holds as representative of the 10th Congressional District. At his April 7 address to a Council audience, he appeared pleased to be addressing the packed room at the Concord Hilton in his new role, which he called "a marvelous journey, one more chapter in a great career." "I love being in Congress," said the former California lieutenant governor. "The stadium is much bigger, but the process is the same: trying to figure out solutions to the challenges that confront us . . . within the Unites States and across the world."

Congressman Garamendi talked about health care reform legislation and the "George Miller correction bill" that is "now law of the land." "President Obama has taken the entire health care system and put it on a higher and better plateau. While it doesn't achieve all of the goals we would like, it provides substantial improvement."

He discussed the stimulus package, the tax cut for middle-income Americans and the national economy, which he said is slowly beginning to add jobs nationally. Noting that the state's employment has not picked up, he mentioned a "fourth shoe," which is still expected to drop: government layoffs and education jobs. He praised the plan that Rep. George Miller proposed to take the $100 billion that was returned through the Wall Street bail-out program and put it into jobs for local communities through community development block-grant programs.

Garamendi cited areas that require investment if the nation is to have long-term economic growth and social justice, including the education system, research, manufacturing and infrastructure. "We also have to become international . . . We are blessed with the potential to achieve all these things," he noted. Garamendi is a member of the House Transportation and Infrastructure Committee and the Science and Technology Committee. He also responded to questions about stimulus money, the water bond act and California water issues, US energy policy (which he called a fundamental national security issue) and education (he noted that the federal government is directly supporting community colleges for the first time ever), healthcare for seniors, quality early child care, and the census.

Contra Costa Council endorses California Forward's budget recommendations

The Contra Costa Council has endorsed the California Forward Principles and legislative proposals, following several months of study by the Council's Ad Hoc Task Force on Governance and Budget Reform, under the leadership of AAA's Bob Brown.

It is no news to anyone that the current budget process in Sacramento does not work and has been one factor in our state's fiscal crisis. Reform is urgently needed. CA Forward's nonpartisan approach, which is based on proven practices in the business sector and in other states, would help to balance the budget, reduce waste and deliver better results for Californians.

The nonpartisan organization has adopted several principles for fiscal reform, including:
  • Planning ahead on spending: Review a two-year spending plan along with a five-year fiscal forecast before approving the annual budget.
  • Results and accountability: Require clear goals for every program to be spelled out in the governor's budget and improve the legislative process for developing the budget by focusing on results and greater transparency.
  • Performance review: Require the legislature to oversee major expenditures and examine every program at least once every 10 years, looking for ways to improve efficiency and reduce waste.
  • Reduce debt when revenues spike: Create a process for identifying and using occasional, nonrecurring spikes in revenue for one-time uses, such as paying down debt.
  • Pay-as-you-go: Require that major new or expanded programs and tax reductions proposed in the budget or legislation identify a specific funding source such as savings, cuts to other programs or tax increases.
  • Majority-vote budget: As part of these comprehensive fiscal reforms, lower the vote  requirement for adopting the state budget to a majority vote of the legislature. Also, require a two-thirds vote for any new fees that replace tax revenue, but do not change the majority-vote requirement for other fees or the two-thirds vote requirement to raise taxes.
These principles are now embodied in a proposed constitutional amendment and legislative bills working their way through the legislature. The Council will follow the process and provide support to help ensure successful passage. We encourage our members to also provide support. Advocacy Action
Council opposes state proposal to require independent contractor withholding

On the recommendation of the Contra Costa Council's Social Responsibility Task Force, the Council's Board of Directors has voiced opposition to a current state proposal to require businesses and public agencies to withhold three percent of payments to independent contractors. The proposal is opposed by the California Chamber of Commerce, which says the requirement would amount to an interest-free loan to the state from small businesses.

"We respectfully urge you to abandon this proposal," CalChamber President and CEO Allan Zaremberg wrote to Senate President Pro Tem Darrell Steinberg (D-Sacramento), who has been quoted in news articles as expressing support for independent contractor withholding. An independent contractor withholding mandate was included in special session legislation last year that was vetoed by the governor.

Council Executive Committee slate proposed for 2010-2011

The Contra Costa Council Nominating Committee, chaired by Vicky De Young, has proposed the 2010-2011 Executive Board Committee slate, which will be voted on at the April 16 Board of Directors meeting. New officers will be formally installed at the Installation Dinner on Wednesday, June 2.

The proposed slate of new officers includes George Smith, chair; David Bowlby, chair-elect; Terry Bowen, VP finance; Andrew Sabey, VP events; Ron Wetter, VP task forces; Keith Archuleta, VP task forces; Bob Brown, VP communications; Jim Brandt, VP membership services; and Cheryll LeMay, immediate past chair.

AAA earns coveted LEED Gold recognition for Walnut Creek offices


AAA of Northern California, Nevada, and Utah has announced that its corporate headquarters building in Walnut Creek, known as Station Landing, has been given the Leadership in Energy and Environmental Design (LEED) Gold rating from the US Green Building Council, the first such certification for any office building in Contra Costa County. The Green Building rating system is a voluntary, national standard from the US Green Building Council for developing high-performance sustainable buildings that minimize negative impacts on the environment.

Station Landing, located at 3055 Oak Road, was designed to use 42 percent less water and 17 percent less energy than similar sized buildings. Landscaping and irrigation were designed to reduce potable water use by almost 54 percent through a high-efficiency irrigation system and low-water plants. The six-floor building's interior has a number of environmentally sustainable design features, in addition to design elements that promote the well-being of AAA employees. The Contra Costa Council is partnering with the Bay Area Council on a trip to Shanghai, June 13 to 18, to open a new Bay Area-China landing pad office and launch a suite of services designed to help Bay Area companies and executives better access the Chinese market as well as facilitate Chinese investment in companies moving to the Bay Area.

The Bay Area Council and its partners are inviting key members of Bay Area companies to help lead this historic trip for our business community. For more information, see the brochure, which includes an itinerary, on the Bay Area Council's website at www.bayareacouncil.org/china.

China's growing economic strength is a tremendous opportunity for individual Bay Area companies, notes Jim Wunderman, Bay Area Council President and CEO. Seventy percent of Bay Area exports already go to Asia. With strong cash reserves, an economy that grew by more than eight percent despite the global recession, and a huge number of potential customers, China is a necessity for many companies looking to grow their top and bottom lines.

According to recent research, more than 35 percent of Bay Area companies, including 26 percent of businesses with 1 to 49 employees, consider themselves global enterprises. Thanks to Internet infrastructure facilitating data and collaboration networks, our international ports and airports, and a diverse global population, Bay Area businesses are well situated to expand globally. Wunderman notes that Chinese companies--and the government itself--recognize our region as the leader in innovation and are eager to procure Bay Area goods and services. At the same time, with depressed values, the Bay Area has become a tempting location for Chinese investment.

Vincent Lo to join group
 

The group will be joined during the trip by prominent Asian business executive Vincent Lo, chairman of Shui On Land, along with prominent Chinese officials, business executives and university administrators from Shanghai's dynamic Yangpu district, and other Bay Area business leaders. This new effort is the culmination of four years of building relationships between our region and the Greater Shanghai-Yangtze Delta region.

2010 Science & Engineering Fair another blockbuster!


Contra Costa County students were big winners at the Fifth Annual Intel-affiliated Contra Costa County 2010 Science & Engineering Fair, held March 25, 26 and 27 at Los Medanos College in Pittsburg. More than 100 students from both public and private middle and high schools from throughout the county participated in the fair, which offers students an opportunity to learn in an encouraging atmosphere by promoting research and generating excitement about the sciences.

Sweepstakes winners were Alec Howard, 12th grade, Deer Valley High School (One Dollar Auction project); William Thornbury, 10th grade, De La Salle High School (Passive Solar Air Cooling/Heating Using Geological Insulation); Greg Hudgens, 7th grade, North Creek Academy (Can "Wii" Make You Smarter?) and Ningning Hu, 9th grade, Clayton Valley High School (CO2: A Green Thumb?).

University of California grant recipients were Jasmin Gajeton and Jessie Chiang, 12th graders at Deer Valley High School, for their project, The Testing of Zea Maize, Carica papyana L and Avena sativa for Genetically Modified Genes. Students also received placement awards, special awards and state fair awards.

Sweepstakes winners will get to attend the Intel International Science and Engineering Fair (Intel ISEF), which will be held May 9 to 14 in San Jose. Eleven competitors, including Sweepstakes winners, will also have the opportunity to compete in the California State Science & Engineering Fair, held at the California Science Center in Los Angeles.

April Treece of the Contra Costa Economic Partnership, and Karen Kelly, Clayton Valley High School science teacher, who co-direct the fair each year, wish to thank the many volunteers who made the event successful, including nearly 100 who served as judges and event sponsors, among them Chevron, John Muir Health, Bio-Rad Laboratories and Los Medanos College. CC Times logoContra Costa Times has a longtime connection with the county

The Contra Costa Times was founded in 1947 by the late Dean S. Lesher, whose early vision of population growth and business potential in the San Francisco East Bay led him to build one of the country's most successful suburban daily newspaper networks.

In November 1995, the newspaper network was purchased by Knight Ridder, Inc., publisher of the San Jose Mercury News. In summer 2006, the Times and the San Jose Mercury Newswere purchased by Media News Group (Denver, CO.), publisher of nine daily newspapers in Alameda, Marin, San Mateo, Solano and San Joaquin counties.

Combined, the newly formed Bay Area News Group provides award-winning daily news coverage to an audience of more than 2.7 million every week through its newspaper editions and their online sites, ContraCostaTimes.com, OaklandTribune.com, InsideBayArea.com and San JoseMercuryNews.com.

Today, the Contra Costa Times has five daily editions: Contra Costa Times, San Ramon Valley Times, East County Times, West County Timesand Valley Times. The Timesalso publishes 10 highly localized weekly newspapers, each focused on its unique community, which are distributed throughout the Oakland Hills and Contra Costa County.

Additionally, a myriad of niche products include special interest magazines, and online and mail products providing multimedia marketing solutions for Bay Area businesses. Strategic online partnerships with companies like Yahoo!, and Cars.com underscore the Bay Area News Group's commitment to quality, innovation and new technology.

The Times' community relations program assists more than 100 nonprofit organizations and charities. Its own annual events include Prep Athlete of the Year Awards, Scholastic Journalism Awards, Project Ready To Learn, Share the Spirit holiday giving program, Election Preview political forums and Newspapers in Education school programs. The annual Contra Costa Times Spelling Bee sends one winning student selected from among more than 100 county elementary and middle schools to represent Contra Costa at the Scripps National Spelling Bee in Washington, DC.

Bay Area News Group is part of the California Newspapers Partnership, the largest publisher of daily newspapers in California. The Contra Costa Times is represented on the Council Board of Directors by David Rounds, publisher.

The Council also produces top-tier events, including Contra Costa USA, the premier business event in the county, featuring major national speakers as well as providing a local perspective on current events.

The Council retains a close relationship with local, state and federal elected officials. These relationships provide regular opportunities for our members to interact with their political representatives and other business leaders.
